CITY �,°,req TO: HONORABLE MAYOR ASHTON AND MEMBERS OF THE CITY COUNCIL FROM: OFFICE OF THE CITY MANAGER Y: JOHN OSOUI, P.E., ASSISTANT CITY MANAGER DATE: FEBRUARY 12, 2019 SUBJECT: CAPITAL IMPROVEMENT PROJECT NO. 19-37, FIRE STATIONS MODERNIZATION PROJECT/TEMPORARY FIRE STATION — AWARD OF CONSTRUCTION CONTRACT That the City Council: Award a construction contract, in the amount of $207,307.00 to All American Asphalt Corporation, for the Fire Stations Modernization/Temporary Fire Station Project, Capital Improvement Project No. 19-37, and 2. Authorize the Assistant City Manager to negotiate a Change Order with All American Asphalt Corporation to expand the scope of work by paving an area not include in the subject projects' original scope of work which will be utilized for placement of additional temporary storage units; and 3. Authorize the Assistant City Manager to execute any change orders or additional scope of work for this project deemed necessary or desirable up to 20% of the construction contract amount. At its meeting of January 8, 2019, the City Council approved the plans and specifications and authorized solicitation of bids for the subject project. On January 17, 2019, and January 24, 2019, the Notice Inviting Bids for this project was published in the Downey Patriot. On January 31, 2019, the City Clerk received and publicly opened five (5) bids which ranged from $207,307 to $337,700 as shown on the attached bid summary (Attachment A). The lowest responsive and responsible bidder is All American Asphalt Corporation of Corona, California with a bid in the amount of $207,307. Staff has confirmed that All American Asphalt Corporation possess the specified contractor license and that the license is current and in good standing. Additionally, verbal qualification interviews with randomly selected All American Asphalt Corporations references were completed and the response were all satisfactory. The scope of work as reflected in the project's plans and specifications consists of grading of approximately 1.2 acres of a vacant parcel located at the northeast of the Downey Promenade , installation of sewer and water lines, placement of miscellaneous pavement base material and asphaltic concrete pavement, as well as other miscellaneous related work. However, there is a need to expand the original scope of work by adding an 11,000 square feet area to be graded Capital Improvement Project No. 1-7 Fire Stations Modernization Temporary Fire Station Project February 1, 2019 and compacted and paved with a 2inch thick level of pavement base material for the purpose of storing additional temporary storage units and a mobile office unit. The areas related to the original scope of work and proposed additional have been identified in the attached diagram (Attachment B). The cost of the additional scope will be negotiated with All American Asphalt Corporation. Staff respectfully requests that the City Council award a construction contract in the amount of $207,307 to All American Asphalt Corporation for the Fire Stations Modernization -Temporary Fire Station Project. Construction will start on February 25, and be completed on March 22, 2019. The Estimated Project Cost Summary is attached to this report (Attachment C). • ►;, •T:7i� ,I Quality of Life, Neighborhood and Infrastructure The total estimated cost of the project, including construction costs (based on the original and recommended additional scope of work, design, inspection, construction engineering and management services, material testing and contingencies is $ 291,038. The City's 2018-19 Capital Improvement Program includes the Fire Stations Modernization Project utilizing Measure S Funds (Account No. 33-4-3301-0520).
