That the City Council:
Award a construction contract in the amount of $1,604,650 to All American Asphalt
for the Paramount Boulevard Median Island Improvement Project, Capital
Improvement Project No. 14-18;
2, Authorize transfer of $1,050,000 of Measure R Local Return funds from Account
No. 56-1-6628 to Account No. 56-1-6701 and $250,207 of Measure M Local Return
funds from Account No. 57-1-6628 to Account No. 57-1-6701 budgeted in the FY
2018/19 Capital Improvement Program; and
3. Authorize the Public Works Director/City Engineer to execute any change orders or
additional scope of work for this project deemed necessary or desirable up to the
approved project budget.
On December 11, 2018, the City Council approved the plans and specifications and authorized
staff to advertise for bids for the Paramount Boulevard Median Island Improvement Project from
Imperial Highway to Firestone Boulevard, a distance of approximately 1.5 miles. The project
was advertised for bids in the Downey Patriot on December 13, 2018 and December 20, 2018,
posted on Planet Bids on December 17, 2018, and published in various trade publications.
The project bid documents included a base bid for the construction of new and reconstruction of
existing raised median islands and related pavement work and two additive alternative bids.
Additive Alternative "A" was for the installation of landscape irrigation, planting and minor
electrical work on the new median islands and Additive Alternative "B" was for the construction
of 30 new Americans with Disabilities Act (ADA) compliant curb access ramps. The bid
documents specified the lowest responsible bidder would be determined based on the lowest
responsible base bid amount.
On January 10, 2019, six bids were received with the following results:

The lowest responsive and responsible base bid in the amount of $1,522,000 was submitted by
All American Asphalt of Corona, California. The engineer's estimate for the total base bid was
$1,668,715. All American Asphalt has satisfactorily completed similar projects for the City of
Downey as well as the Cities of Aliso Viejo, Moreno Valley and Palos Verdes Estates. Their
references have been checked and were satisfactory. All American Asphalt's State of California
contractor's license is current and active and the firm met the required DBE contract goal of
10%. Finally, All American Asphalt and their subcontractors are registered with the California
Department of Industrial Relations under the Public Works Contractor Registration Program for
Labor Compliance.
All American Asphalt's bid included a cost for Additive Alternative "A" in the amount of $396,616
for the installation of landscape irrigation, planting and minor electrical work on the new median
islands and a cost for Additive Alternative "B" in the amount of $82,650 for the construction of 30
new ADA -compliant curb access ramps. Staff recommends that the City Council award a
contract in the total amount of $1,604,650 to All American Asphalt for this project for the base
bid and Additive Alternative "B".

Staff does not recommend awarding Additive Alternative "A" for the installation of the landscape
irrigation, planting and minor electrical work at this time due to the delay in the award of grant
funds from the State of California Clean Water State Revolving Fund (CWSRF) Program Green
Project Reserve. When this grant is awarded to the City, the median island landscaping,
irrigation and minor electrical work will be completed as a separate project.

Staff does not recommend awarding Additive Alternative "A" for the installation of the landscape

The scope of work for the project will include the following elements:
• Construction of new raised median islands where they currently do not exist;
• Reconstruction of two existing raised median islands;
• Reconstruction of asphalt and concrete pavement adjacent to the new raised median
islands;
• Slurry sealing the asphalt pavement between Alameda Street and Firestone Boulevard;
• Restriping and installation of pavement markings;
• Miscellaneous repair of uplifted, damaged or non-standard curb, gutter, cross -gutters,
sidewalk and driveway approaches; and
• Construction of ADA -compliant curb ramps.
Construction work is anticipated to begin in March 2019 and be completed in July 2019.
This project is categorically exempt from the provisions of the California Environmental Quality
Act (CEQA) under Section 15301(c), Existing Facilities. In addition, this project received a
National Environmental Protection Act (NEPA) categorical exclusion.

Funding in the amount of $859,300 is budgeted in the FY 2018/19 Capital Improvement
Program as shown in the table on the next page. Additional funds, in the amount of $1,300,207,
consisting of Measure R and Measure M Local Return funds, are required to cover the total
project cost. Therefore, staff recommends the transfer of budgeted FY 2018/19 funds as shown
in the table on the next page to cover the total project cost. Also shown in the table on the next
page are previous FY expenditures. The total project funding is broken down as follows:
