ACCEPTANCE OF PROJECT
That the City Council:
1. Accept Miscellaneous Project No. 327 — Well No. 23 Rehabilitation as complete;
2. Approve the final contract amount of $117,575; and
3. Authorize the Director of Public Works to file the Notice of Completion with the Los
Angeles County Recorder's office.
Each year, a number of the City's groundwater wells are rehabilitated to replace worn-out parts
and materials and to restore efficiency and water production as part of the annual groundwater
well maintenance and rehabilitation program. Well No. 23, located on Stewart and Gray Road
west of Downey Avenue, is one such well that was in need of rehabilitation to restore pump and
motor efficiencies to ensure that the City is able to continue to use this well as a reliable water
source. Due to the repair nature of the water work, the project was informally bid on August 8,
2018. On August 29, 2018, a maintenance contract for this project in the amount of $150,158
was awarded to Best Drilling and Pump, Inc. On September 5, 2018, work commenced and is
now complete.
The well rehabilitation improvements included test pump installation, redevelopment by pumping
and surging, bailing, pump testing, replacement of the motor, replacement of the pump, column
pipe, and associated materials, and well disinfection.
During rehabilitation, additional work beyond the original scope of the project resulted in one
contract change order in the amount of $23,717. The added costs were offset by the deletion of
other bid items (net decrease in contract quantities was $56,300) resulting in the overall project
cost to be within the original amount awarded to Best Drilling and Pump. The additional work
included an increase in motor size, changes to the size of the well column pipe, removal and
replacement of column pipe retainers, and installation of column pipe adapters.

The project has been completed and staff recommends that City Council accept the project as
complete.

FISCAL IMPACT
The final cost of the contract, including base contract amount and change order, is $117,575.
The total project cost is $123,932.50, which includes the cost of hydrogeologic consulting
services.
