REPORT SUMMARY
The proposed Planned Sign Program (PLN-18-00033) is a request to modify an existing sign
program to modify existing sign standards for a multi-tenant commercial building regarding the
number, location, and appearance of the new wall signs. Based on the analysis contained within
this report, staff is recommending the Planning Commission adopt the following titled resolution:
A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF
DOWNEY APPROVING PLANNED SIGN PROGRAM MODIFICATION (PLN-
18-00033), REGULATING THE SIZE, LOCATION, AND APPEARANCE OF
SIGNS FOR A MULTI-TENANT COMMERCIAL BUILDING AND KIOSK,
LOCATED AT 13101-13113 LAKEWOOD BOULEVARD, AND ZONED C-2
(GENERAL COMMERCIAL)
BACKGROUND
The 35,728 square-foot commercial property is located on the southwest corner of Lakewood
Boulevard and Gardendale Street. The site is zoned C-2 (General Commercial) with a General
Plan Land Use Designation of Mixed Use. The property is currently developed with a 12,056
square-foot commercial building that contains eight (8) tenant spaces and a 126 square-foot
kiosk located on the north side of the parking lot. This property contains 56 parking spaces and
two entrances into the the property. One entrance is from Lakewood Boulevard and the other
from Gardendale Street.
The surrounding businesses include Jimmy’s Auto Service to the north (across Gardendale
Street), a three-tenant commercial building as well as a residential apartment complex to the

south, a used automobile dealership to the east, and single-family residences zoned R-1 5,000
to the west.
On March 20, 2018, Alexis Estrada, a representative for the property owner, submitted an
application (PLN-18-00033) requesting approval of a modification to an existing Planned Sign
Program regarding the size, location, and appearance of the signs for the commercial building and
kiosk. On April 16, 2018, the application was deemed incomplete. The revised sign program was
re-submitted on August 14, 2018 and was subsequently deemed incomplete on September 13,
2018. On December 5, 2018, the revised sign program was re-submitted. Staff completed its
review of the application and deemed it complete on December 7, 2018. On January 2, 2019, staff
mailed a notice of the pending public hearing to all property owners within 500 feet of the subject
site and the notice was published in the Downey Patriot.
On January 16, 2019, Since the applicant was not in attendance, the Planning Commission
continued the item without taking Public Testimony, to February 6, 2019. Staff has since spoke
with the applicant, to which they explained they were unable to make the hearing. Staff has
confirmed the applicant will be in attendance at this hearing.
DISCUSSION/ANALYSIS
Downey Municipal Code Section 9610.04 states that a Planned Sign Program shall be required for
any site having three (3) or more nonresidential tenants and shall be approved by the Planning
Commission before any sign permit is issued. The purpose of the modification to the existing
Planned Sign Program established in 1989 is to enhance the overall appearance of the center.

The applicant is proposing one (1) illuminated, channel letter wall sign for each tenant space
including the kiosk. However, this proposed sign program will now also allow tenants in the corner
spaces and the kiosk to be permitted to have a secondary wall sign. Wall signs will be mounted so
as to be centered above each tenant space and will be permitted a maximum of 1.5 square feet
of sign area for each lineal foot of the width of the tenant space. The sign width may vary, but
the maximum sign copy area shall be 75 percent of the sign area with a maximum height of 24-

inches and a depth of 5-inches. The existing monument sign will be included in this Planned Sign
Program precisely as it was in the previous sign program. The monument sign shall be non-
illuminated, 8’ wide and 5’ tall, and only include the shopping center name with the center’s
address. Overall, staff is satisfied with the appearance of the proposed wall signs.
DEVELOPMENT REVIEW COMMITTEE
The proposed project did not require a review from the Development Review Committee (DRC).
However, staff presented the proposed project to the Fire and Building & Safety Departments
for their recommendations and staff received no comments from either Department.
ENVIRONMENTAL ANALYSIS
Staff has reviewed the proposed use in compliance with the California Environmental Quality Act
(CEQA) Guidelines and determined that it is categorically exempt from CEQA, pursuant to
Guideline Section No. 15311 (Class 11, Accessory Structures). Categorical Exemptions are
projects which have been exempted from the requirements of the CEQA because they do not have
a significant effect on the environment.
FINDINGS
Pursuant to the requirements of the Municipal Code Section 9610.06 (Planned Sign Program), the
Planning Commission must make the following findings to approve the request:
1.The proposed sign is permitted within the zone and it complies with all applicable
provisions of this chapter, the General Plan, and any other applicable standards.
The subject commercial property is located within the C-2, General Commercial zone,
which permits awning signs, exempt signs, freestanding signs, hanging signs, marquee
signs, monument signs, projecting signs, temporary signs and wall signs. The proposed
Planned Sign Program regulates the appearance of signs and limits the number of wall
signs for each tenant space. The total allowable wall sign area for each tenant will not
exceed 1.5 square feet for each lineal foot of the width of the tenant space and shall have a
maximum sign copy area of 75 percent of sign area. All proposed wall sign square
footage will comply with the maximum allowable sign area permitted by the Municipal
Code. Approval of this Planned Sign Program modification will comply with policy 8.3.1
of the General Plan, which calls for the enhancement of the views of property from public
streets by exhibiting outstanding signage. The Planned Sign Program will comply with
all of the applicable provisions of Chapter 6 (signs) of the Zoning Code.
2.The sign is in proper proportion to the structure or site on which it is located.
The proposed illuminated, channel letter wall signs will be well spaced and in proper
proportion to the building façades of the tenant space. The letter height of all wall signs
is limited to a height of 24 inches, as it was in the previously approved planned sign
program. It is staff’s opinion that the design of the new wall signs will compliment the
commercial center with consistency in size and relativity with the nature of business or
service.

3.The sign materials, color, texture, size, shape, height, and placement are
compatible with the design of the structure(s), property, and neighborhood of
which it is a part.
The proposed wall signs include 1/8” thick illuminated channel letters that will be mounted
onto building fabrication of stucco and wood. Staff believes that the size and height have
been found to be compatible with the existing building and architecturally enhance the
property. The planned sign program will now allow flexibility in regards to the font and color
of each channel letter sign. The allowable font style and colors will be expanded to allow
not only Helvetica, but also seven other fonts. However, exceptions to the font style include
registered logos. The allowable colors for the channel letters and logos now include: yellow,
blue, red, black, white, and green. The lettering and advertising should be relative to the
nature of the business or service. The sign faces shall be acrylic or vinyl instead of the
previously approved plexi-glass material. The neighborhood is commercially developed,
and both the height and location of the wall signs will not negatively impact the surrounding
businesses.
4.The sign’s illumination is at the lowest reasonable level as determined by the City
Planner, which ensures adequate identification and readability, and is directed
solely at the sign or is internal to it.
All new wall signs shall include LED illumination in order to reduce the brightness of the
signs. The illumination shall have flexibility of front lit, back lit, or both. The project has been
conditioned to ensure that the LEDs and power supplies will be enclosed behind the
channel letters attached to the wall.
5.The sign is not detrimental to the public interest, health, safety, or welfare.
The proposed illuminated wall signs will be mounted at a sufficient height and location and
will not affect pedestrian/vehicle access. The individual letters will affix safely to the existing
stucco and wood façade. Therefore, they will not create a detrimental impact to the public
interest, health, safety, and/or welfare. All signs installed shall be in conformance to local
and state electrical standards and be properly permitted.
6.The sign complies with Section 9624, Lighting and Design Standards.
All proposed signs on the building will be illuminated using LED light units. The signs will
not conflict with Downey Municipal Code Section 9624.
CORRESPONDENCE
As of the date that this report was printed, staff has not received any correspondence regarding
this matter.
CONCLUSION
Based on the analysis contained within this report, the proposed Planned Sign Program will create
aesthetically pleasing identification for the building. The proposed signs will not create a significant
adverse impact to the surrounding area. Furthermore, all six (6) findings required to approve a
Planned Sign Program can be made in a positive manner. As such, staff recommends that the

Planning Commission approve the Planned Sign Program (PLN-18-00086), subject to the
conditions of approval.

A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF
DOWNEY APPROVING A PLANNED SIGN PROGRAM MODIFICATION (PLN-
18-00033), REGULATING THE SIZE, LOCATION, AND APPEARANCE OF
SIGNS FOR A MULTI-TENANT COMMERCIAL BUILDING AND KIOSK,
LOCATED AT 13101-13113 LAKEWOOD BOULEVARD, AND ZONED C-2
(GENERAL COMMERCIAL)
THE PLANNING COMMISSION OF THE CITY OF DOWNEY DOES RESOLVE AS FOLLOWS:
SECTION 1. The Planning Commission of the City of Downey does hereby find,
determine and declare that:
A.On March 20, 2018, an application was filed by Alexis Estrada, (authorized
applicant for the property owner), requesting approval of a modification to an
existing Planned Sign Program, for the size, location, and appearance of the
signs for the existing multi-tenant commercial buildings. Due to needed
corrections in the Sign Program, staff deemed the application incomplete; and,
B.On August 14, 2018, the applicant re-submitted the Planned Sign Program.
However, due to needed corrections in the Sign Program, staff deemed the
application incomplete; and,
C.On December 5, 2018, the applicant submitted the corrected information needed to
complete the application. Accordingly, staff deemed the application complete on
December 7, 2018; and,
D.On January 2, 2019, notice of the pending Public Hearing was sent to all property
owners within 500’ of the subject site and the notice was published in the
Downey Patriot; and,
D.On January 16, 2019 the Planning Commission continued the Public Hearing to
February 6, 2019; and,
E.The Planning Commission held a duly noticed public hearing on February 6,
2019, and after fully considering all oral and written testimony, facts, and
opinions offered at the aforesaid public hearing, adopted this resolution.
SECTION 2. The Planning Commission further finds, determines and declares the
environmental impact of the proposed development has been reviewed and has been found to
comply with the California Environmental Quality Act (CEQA) and is categorically exempt from
CEQA, pursuant to Guideline Section No. 15311 (Class 11, Accessory Structures).
SECTION 3. Having considered all of the oral and written evidence presented to it at
said public hearings, the Planning Commission further finds, determines and declares that:
A.The proposed signs are permitted within the zone and it complies with all
applicable provisions of this chapter, the General Plan, and any other applicable
standards. The subject commercial property is located within the C-2, General

SECTION 4. Based upon the findings set forth in Sections 1 through 3 of this
Resolution, the Planning Commission of the City of Downey hereby approves the Planned Sign
Program (PLN-18-00033), subject to conditions of approval attached hereto, which are
necessary to preserve the health, safety and general welfare of the community and enable the
Planning Commission to make the findings set forth in the previous sections. The conditions
are fair and reasonable for the accomplishment of these purposes.
SECTION 5. The Secretary shall certify the adoption of this Resolution.

CONDITIONS OF APPROVAL
1) The approval of this Planned Sign Program modification approves the size, location,
appearance, and number of the signs for a multi-tenant commercial building, located at
13101-13113 Lakewood Boulevard.
2) Approval of this Planned Sign Program shall not be construed to mean any waiver of
applicable and appropriate zoning regulations, or any Federal, State, County, and City
laws and regulations. Unless otherwise expressly specified, all other requirements of
the City of Downey Municipal Code shall apply.
3) The City Planner is authorized to make minor modifications to the approved preliminary
plans or any of the conditions if such modifications shall achieve substantially the same
results as would strict compliance with said plans and conditions.
4) The Owner/Applicant agrees, as a condition of approval of this resolution, to indemnify,
defend and hold harmless, at Applicant's expense, City and City's agents, officers and
employees from and against any claim, action or proceeding commenced within the time
period provided in Government Code Section 66499.37 to attack, review, set aside, void
or annul the approval of this resolution, to challenge the determination made by City
under the California Environmental Quality Act or to challenge the reasonableness,
legality or validity of any condition attached hereto. City shall promptly notify Applicant of
any such claim, action or proceeding to which City receives notice, and City will
cooperate fully with Applicant in the defense thereof. Applicant shall reimburse the City
for any court costs and attorney's fees that the City may be required to pay as a result of
any such claim, action or proceeding. City may, in its sole discretion, participate in the
defense of any such claim, action or proceeding, but such participation shall not relieve
Applicant of the obligations of this condition.
5) An affidavit of Acceptance of Conditions, as provided by the City of Downey, shall be
signed, notarized, and returned to the Planning Division within fifteen (15) days of
approval. This approval will be considered invalid until this condition has been fulfilled.
6) Primary wall signs shall only be mounted on the store front façade (facing Gardendale
Street) of the subject buildings. Secondary wall signs for the corner tenant spaces and
the kiosk shall be mounted on a street facing façade other than Gardendale Street as
indicated in the Planned Sign Program.
7) All wall signs shall be illuminated with LED light. Illuminated wall signs shall be a
minimum of 100 feet from any adjacent residential zone.
8) Prior to the issuance of any building permit for a sign, said sign shall comply with this
Planned Sign Program, with exception of window signs and exempt signs, which shall
comply with the requirements of the Downey Municipal Code.
9) Prior to the installation of new wall signs, the applicant shall obtain all required Building
permits. The applicant shall also obtain all required building inspection for all signs.

10) All individual tenant signs shall be brought into compliance with the Planned Sign
Program at such time that the tenant’s lease is renewed or when any changes are
proposed to the sign, whichever occurs first. In any case, the property owner shall bring
all signage into compliance with this Planned Sign Program within three (3) years of this
approval.

B. Wall Sign Specifications
1.One wall sign per every tenant building elevation. Store signage will be placed on the building fascia, as shown on the
drawing exhibit page 7 of 8 of the architectural drawing set.
2.Secondary wall signs shall be permitted for tenants with a corner space. The total sign area of a secondary wall sign
shall not exceed 1/2 of the allowable area of the primary wall sign.
3.Wall signs will be 24 inch high, 5 inches deep aluminum individual channel letters, with 1/8” acrylic face, and
1” trim cap in colors of black or white. Illumination can be either front, backlit, or both. See attached illustration
on page 5 of 8
4.The sign length shall be 1.5 square feet per lineal foot of frontage. The maximum sign copy shall not exceed 75% of the
sign area. This is based on 24 inch letter height.
5.The illumination will be from LEDs. LEDs and power supply will be enclosed behind channel letter attached wall.
6.The lettering and advertising should relative to the nature of business or service. Detailed advertising information such
as telephone numbers and prices of the product or services are prohibited from permanent signage.
7.Allowable font styles are Helvetica, Arial, Trajan Pro, Verdana, Bahnschrift Semi-bold, Franklin Gothic Medium,
Lucida Console, and Tekton Pro (exceptions can be made for registered logo).
8.All tenant sign faces (acrylic or vinyl) are to be an acrylite, acrycast-sx grade of acrylic and letter colors shall be selected
from the following list (exceptions can be made for registered logo).
Acrylic letter colors and logo’s: Yellow (GP 407-2 / FF 407-2 / SG 407-2)
Blue (GP 606-0 / FF 606-0)
Red (FF 205HG)
Black (FF 199 HG)

Due to colors not being available by distributors, a provision for equivalent colors from additional manufacturers
of Premium Grade Acrylic will be accepted. Other manufactures should include: Oracal and Orajet. Multiple color
separation Digital prints shall be considered on an individual basis and allowed as appropriate by Landlord and city
of Downey.
9. The acrylic face channel letter and colored text of your sign will be submitted to the landlord,
Lakewood & Gardendale, LTD. 1445 5th St. Santa Monica, CA 90401 for our approval.
Please do not construct your sign without our approval.
10. All signs installed must be in conformance to local and state electrical standards and be properly permitted.
C. Monument Sign
The shopping center includes one existing non-illuminated monument sign, approximately 5’ x 8’ in size which will only
identify the shopping center name (as allowed by the City of Downey).
There will be no individual tenant monument or post signs. The center’s monument sign will also bear the center’s address.

A. Purpose and Intent
This criteria has been established for the purpose of assuring outstanding signage for the center, and for the
mutual benefit of all occupants. Conformity will be strictly enforced and any installed non-conforming or unapproved
signs must be brought into conformity at the expense of the tenant.

D. General Conditions
1. Tenants shall be responsible for fulfillment of all requirements of this criteria.
2. The tenant shall pay for all new wall signs and their design, operation, installation and maintenance. The tenant
or his sign contractor shall obtain all necessary permits and approvals from the City of Downey.
3. Tenant shall be fully responsible for the operations of tenants sign contractor, including any repair required to any
surface caused during installation.
4. At expiration or early termination of lease, tenant shall remove his/her sign and return the affected areas to the
original condition within a thirty day period.
5. All signs shall be manufactured and installed per city building code.
6. Once the tenant has received written approval from landlord, tenant may submit the proposed sign to the Downey
Planning Division for review. Tenant or sign company must submit three (3) full set of landlord approved colored
drawings to city.
7. Existing permitted wall signs to remain unchanged and any new wall signs shall comply with the approved sign
program.
E. Non-Permitted Window Signs
1. Window vinyl graphic letters are permitted inside the window. All graphics should not exceed 15% of the
total window area.
