AND THE RIO SAN IMPROVEMENTSGABRIEL PARK i i+ That the City Council approve the plans and specifications and authorize solicitation of construction bids for: 1. The Fire Station 1 Modernization and Expansion Project — Capital Improvement Project No. 19-37-01 2. The Fire Station 3 Modernization and Expansion Project- Capital Improvement Project No. 19-37-03. 3. The Library Modernization Project- Capital Improvement Project No. 19-20. 4. The Apollo Park Improvements Project- Capital Improvement Project No. 19-28. 5. The Dennis the Menace Park Improvements Project- Capital Improvements Project No. 19-29. 6. The Rio San Gabriel Park Improvements Project- Capital Improvements Project No. 19- 34. In November 2016, the City's voters approved Measure S, an increase of/a percent to the transactions and use tax. One half of the projected annual income from Measure S, approximately $4.5 million, was leveraged to secure $50 million in bond proceeds to pay for much needed improvements at various City buildings and parks. The City Council has approved implementation of improvement projects at the following facilities: • Fire Stations 1, 2, 3 and 4. • Police Station • City Hall APPROVE PLANS AND SPECIFICATIONS AUTHORIZE SOLICITATION OF BIDS FOR FIRE STATIONS, PARKS AND LIBRARY JANUARY 22, 2019 PAGE 2 City Library City Theatre Apollo Park Rio San Gabriel Park Wilderness Park Golden Park Furman Park Discovery Park Treasure Island Park City Public Works and Utilities Facilities Various Locations (ADA Improvements) Downtown Parking Structure The allotted time to complete the above referenced projects is about 2.5 years which requires a very robust and fast -paced implementation program. While timely completion of these projects is important however, minimal amount of impact to our residents and the programs and services that are offered by the Parks and Recreation Department and Fire Department is of paramount importance. As such, construction activities related to the subject projects will be completed in phases. The design activities related to the first phase of the Measure S Improvement Program which includes Fire Stations 1 and 3, City Library, and Apollo, Dennis the Menace and Rio San Gabriel Parks have been completed. These projects have been presented to Members of the Budget Subcommittee and Members of the City Council. The plans and specifications for the subject projects are complete and the projects are now ready for solicitation of bids. Below is a summary of the scope of work, implementation schedule and other relevant data related to each project: 1. Fire Station 1 Modernization and Expansion Project • New/modernized, raised -floor Command Center and Data Center • Replacement of three three (3) existing dorm rooms; 6 sleeping alcoves in a group dormitory space; and gang toilet room, showers, and locker room with 13 single - occupancy dorm rooms sharing individual bathrooms at a typical ratio of 1 bathroom for every 2 dorm rooms • New/modernized support spaces including exercise room, dayroom, kitchen, and separate dining area .Interior improvements to the existing Annex Building . Refreshed exterior palette of metal panels, aluminum frame windows and stucco plus updated building graphics • Construction is anticipated to begin in May 2019 and end in November 2019 . Existing Station Area: 11,800 sf • Total New Station Area: 13,139 sf 2 APPROVE PLANS AND SPECIFICATIONS AUTHORIZE SOLICITATION OF BIDS FOR FIRE STATIONS, PARKS AND LIBRARY JANUARY 22, 2019 PAGE 3 2. Fire Station 3 Modernization and Expansion Project . Enlarged and improved Apparatus Bay • Replacement of three three (3) existing dorm rooms, a single shared bathroom and shower area, and shared locker room with 7 single -occupancy dorm rooms sharing individual bathrooms ata typical ratio of 1 bathroom for every 2 dorm rooms • New/modernized support spaces including exercise room, dayroom, kitchen, and separate dining area • Refreshed exterior palette of metal panels, aluminum frame windows and stucco plus updated building graphics • Construction related activities are anticipated to begin in May 2019 and to be complete in November 2019 • Existing Station Area: 3,727 sf • Total New Station Area: 8,539 sf EXTERIOR: • Seven (7) new accessible ADA parking stalls .- Provide code -compliant path of travel from ADA stalls to entry • Accessible pedestrian loading area at Main Entry . Covered exterior bench seating at Main Entry • Extend entry on West Elevation • New contemporary curtain wall at extended Main Entry • New colorful, wayfinding Canopy at Main Entry INTERIOR: • Remove and replace all interior walls • Remove and replace all plumbing fixtures • Provide four (4) additional plumbing fixtures for both Men & Women of the Main Public Restrooms • Remove and replace all casework, shelving and finishes • Provide four (4) "Quite Zone" Study Rooms •-Provide enlarged Literacy Room ® Provide three (3) electronic Book Check Out stations • Provide descriptive "Way Finding" directional signage, flooring and wall colors • Provide The Studio (previously called the CoLab) room with numerous data ports and collaborative white boards • Provide The Cave (previously called the Virtual Reality Lab) • Provide vibrant "Child Friendly" reading and activity area, which includes a raised interpretive platform and "Quiet Time" child reading area • Provide "Family" restroom with changing tables in the Children's Area • Provide a NEW Cormack Room with raised telescoping bleacher seating • Provide Starbucks -like Teen reading counter with data ports •-Provide two (2) "All Gender" toilet rooms and enhance break area for the staff • Provide new ductwork to existing mechanical units 3 APPROVE PLANS AND SPECIFICATIONS AUTHORIZE SOLICITATION OF BIDS FOR FIRE STATIONS, PARKS AND LIBRARY JANUARY 22, 2019 PAGE 4 • Provide new concealed heads and lines to existing sprinkler system • New fire alarm system •-New electrical system and Cath cabling •_New opening and spread footings to be provided in existing shear wall "Existing Server Room, Mechanical Room and Electrical Room to remain • Construction related activities are anticipated to begin in June 2019 and to be complete in May 2020 4. Apollo Park Improvements • Existing restroom improvements • Parking lot ADA improvements • Synthetic turf at athletic Fields #1 and #2 • ADA accessible path of travel to new amenities • Irrigation upgrades/repairs • Six (6) new picnic shelters • Rubberized surfacing at play area, • Removal of shuffleboard court and replace w/ synthetic turf • Two (2) 12x20 storage sheds • Parking lot lighting at west lot • Ballfield lighting at practice Field#1 and Field #2 • Site built trash enclosure • New backstops at practice Fields #2 & #3, new back stop fencing fabric at Field #1 • Site furnishings (picnic tables, BBQs, benches, trash receptacles, and drinking fountain) • Construction related activities are anticipated to begin in May 2019 and to be complete in November 2019 5. Dennis the Menace Park Improvements • New community/restroom building • Rubberized surfacing at play area • New all challenge fitness course •< Irrigation system adjustment • Site built trash enclosure • Parking lot ADA improvements • Site furnishings (benches and drinking fountain) • Construction related activities are anticipated to begin in May 2019 and to be complete in October 2019 6. The budgets include hard (construction) and soft (design, construction management, inspection and testing as well as program management and administration) costs. A detailed breakdown of project cost summaries will be provided at the time of award of the construction contract.
