That the City Council:
1. Award a construction contract in the amount of $82,000 to PMK Professional,
Incorporated for the Electric Vehicle Charging Stations Project, Phase 2, Capital
Improvement Project No. 19-15; and
2 Authorize the Public Works Director to execute any change orders or additional
scope of work for this project deemed necessary or desirable up to the approved
project budget.
On November 27, 2018, the City Council approved the plans and specifications and authorized
staff to advertise for bids for the Electric Vehicle Charging Stations Project, Phase 2. The scope
of work consists of installing six electric vehicle charging stations (EVCS) at six locations in the
City as shown on the attached project location map. The work also includes the installation,
underground conduits, pull boxes, conductors and appurtenances.
The project was advertised in the Downey Patriot on November 29 and December 6, 2018 and
published in various trade publications. On December 20, 2018, eleven bids were received with
the following results:

The lowest responsive and responsible bid in the amount of $82,000 was submitted by PMK
Professional, Incorporated (PMK) of Irvine, California. The engineer's estimate was $81,148.
PMK has satisfactorily completed similar projects for the Rio Hondo Community College District
and Lennox School District. Their references have been checked and were satisfactory. PMK's
State of California contractor's license is current and active. Finally, PMK is registered with the
California Department of Industrial Relations under the Public Works Contractor Registration
Program for Labor Compliance.
Staff recommends that the City Council award a contract in the amount of $82,000 to PMK for
the Electric Vehicle Charging Stations Project, Phase 2. _Construction work is anticipated to
begin in February 2019 and be completed in April 2019.
This project is categorically exempt from the provisions of the California Environmental Quality
Act (CEQA) under Section 15301(c), Existing Facilities.

The total estimated project cost is as follows;
This project is included in the approved Fiscal Year 2018-19 Capital Improvement Program
budget. The total approved budget for this project is $245,000 with funding coming from
SCAQMD AB 2766 MSRC Discretionary Fund grant funds in the amount of $148,200 (account
number 26-1-6736) and SCAQMD AB 2766 Subvention funds in the amount of $96,800
(account number 22-2-6736).
