That the City Council approve the plans and specifications and authorize solicitation Q
bids for the Fire Stations Modernization Project — Temporary Fire Station Facility —
Capital Improvement Project No. 19-37. 1
As part of the Measure S funded Infrastructure and Facilities Improvement Program, all
four City of Downey Fire Stations will be renovated in the next year and half. The work
is complex and requires complete shut -down of the stations during construction. This
requires housing the entire operation currently conducted out of the fire stations in a
temporary facility while construction work is being completed.
Approximately a 1.7 acre portion of this vacant lot will be utilized for a period of 18
months. This would be accommodated through a "Sublease Agreement" by and
between the PCCP IRG, Downey, LLC, and IRG DOWNEY, LLC; and the City of
Downey. Staff will present the "Sublease Agreement" to the City Council at its January
22, 2019 meeting.

The 1.7 acre of land must be improved so that the temporary facilities, including
portable buildings, could be placed and covered for parking of engines and ladder
trucks, and so that paramedic units could be constructed.
The improvements include grading of the existing site, installation of water, sewer and
electrical infrastructure, as well as placement of miscellaneous pavement base
materials and asphalt pavement, and other miscellaneous related work. The plans and
specifications for the above described work are complete and the project is ready for
solicitation of construction bids.
The estimated cost of improvements is $375,000. Staff will present a summary of hard
(construction) as well as soft costs (design, project/construction management,
inspection and testing) at the time of the award of the construction contract.
The City's 2018-19 Capital Improvement Program includes the Fire Stations
Modernization Project utilizing Measure S Funds (Account No. 33-4-3301-0520).
