CONSUNJI, P.E., DIRECTOR OF PUBLIC WORKS/CITY E GINE INEO DATE: JANUARY 8, 2019 SUBJECT: CAPITAL IMPROVEMENT PROJECT NO. 19-19 — FLORENCE AVENUE BRIDGE1 AT SAN GABRIEL RIVER MAINTENANCE AND REPAIR PROJECT — AWARD CONTRACT That the City Council: Award a contract in the amount of $140,000 to J. McLoughlin Engineering Company, Inc. for the Florence Avenue Bridge at San Gabriel River Maintenance and Repair Project, Capital Improvement Project No. 19-19; and Z Authorize the Director of Public Works/City Engineer to execute any change orders or additional scope of work for this project deemed necessary or desirable up to the approved project budget. On October 23, 2018, the City Council approved the plans and specifications and authorized staff to advertise for bids for the Florence Avenue Bridge at San Gabriel River Maintenance and Repair Project. The scope of work consists of cleaning out expansion joints and resealing; repairing spalling concrete areas of the bridge deck; shot blasting the deck; applying a protective coat on the bridge deck; and restriping. The maintenance and repairs were recommended by the Los Angeles County Department of Public Works (LACDPW) after completing its regular inspection and evaluation of the bridge. The project was advertised in the Downey Patriot on November 29 and December 6, 2018 and published in various trade publications. On December 20, 2018, three bids were received with the following results: CONTRACTOR LOCATION BID AMOUNT J. McLoughlin Engineering, Co. Inc, Rancho Cucamonga, CA $140,000.00 Bosco Constructors, Inc. Chatsworth, CA $205.065.29 United Engineering & Construction Glendale, CA $628,400.00 1-1c. CAPITAL IMPROVEMENT PROJECT NO. 19-19 FLORENCE AVENUE BRIDGE AT SAN GABRIEL RIVER MAINTENANCE AND REPAIR PROJECT JANUARY 8, 2019 PAGE #2 The lowest responsive and responsible bid in the amount of $140,000 was submitted by J. McLoughlin Engineering Company, Inc. (JMECI) of Rancho Cucamonga, California. The engineer's estimate was $150,000. JMECI has satisfactorily completed similar projects for the LACDPW and the California Department of Transportation (Caltrans). Their references have been checked and were satisfactory. JMECI's State of California contractor's license is current and active. Finally, JMECI is registered with the California Department of Industrial Relations under the Public Works Contractor Registration Program for Labor Compliance. Staff recommends that the City Council award a contract in the amount of $140,000 to JMECI for the Florence Avenue Bridge at San Gabriel River Maintenance and Repair Project. Repair work is anticipated to begin in February 2019 and be completed in April 2019. This project is categorically exempt from the provisions of the California Environmental Quality Act (CEQA) under Section 15301(c), Existing Facilities.
