CALL TO ORDER: Committee Chair Frey called the meeting to order at 4:00 P.M. II. CONSENT CALENDAR: Committee Member Uva made a motion to approve the Minutes of the June 21, 2018 meeting. The motion was seconded by Committee Member Gendreau. The Minutes were approved as written. III. OLD BUSINESS: None. IV. NEW BUSINESS: 1. Removal of Permitted Parking Spaces from the City-Owned Parking Lot at the Southeast Corner of 2nd Street at La Reina Avenue Mr. Norris reported that this item involves a removal of permitted parking spaces from the city- owned parking lot located at the southeast corner of 2nd Street at La Reina Avenue. This investigation was prompted by a request from the Police Department to enhance the signage within the parking lot due to confusion expressed by individuals that park within the lot are being cited because they don’t display the permit on their vehicle and that they couldn’t read or didn’t see the signs. The Maintenance Division installed more signs but still the problem persists. Based on staff’s investigation, there are total of 51 parking spaces in this particular lot, 32 of those are MINUTES OF THE PUBLIC WORKS COMMITTEE October 18, 2018 Page 2 permitted between 7:00 AM and 6:00 PM except Sundays and holidays. The remaining 19 spaces are open to the public and are restricted to 2-hour parking only also between 7:00 AM and 6:00 PM except Sundays and holidays. Observations of the parking situation within the lot were made on October 1st, October 9th and October 11th. Based on the observations over the three days, the highest number of vehicles parked within the permitted spaces within the lot was 4, and only one permitted vehicle was observed at any given time. Committee Member Gendreau made a motion to approve the removal of permitted parking spaces from the city-owned parking lot on the southeast corner of 2nd Street at La Reina Avenue and re- designate the parking spaces as two-hour spaces between the hours of 7:00 AM to 6:00 PM except Sundays and holidays. The motion was seconded by Committee Member Uva. The vote was unanimously in favor thereof. V. PUBLIC WORKS COMMITTEE COMMUNICATIONS 1. Staff was applauded for the installation of Neighborhood Watch sign on Shellyfield Avenue. (C. Uva) 2. Pick up orange cones left by the Maintenance Division on Treasure Island after patching potholes. (M. Rogers) 3. Re-visit the installation of a protected left turn signal on Columbia Way at Foster Rd. (B. Gendreau) VI. PUBLIC COMMUNICATIONS 1. Request to consider protected left turn phasing in the northbound direction on Lakewood Blvd. and Vista del Rosa St. 2. The status of repaving Vista del Rosa St. west of Lakewood Blvd. and Dinsdale St. north of Florence Ave. VII. PUBLIC WORKS STAFF COMMUNICATIONS 1. Mr. Norris introduced the new Public Works Director, Mr. Delfino Consunji. 2. Updates were given on the following: a. Lakewood Blvd. Project Phase 3-C (Gallatin Rd. to Telegraph Rd.): 1. Storm water retention system in Dennis the Menace Park is complete. The bio-swale along the west side of Lakewood Blvd. is also complete. 2. Re-striping of the Lakewood Blvd. northbound lanes from two to three north of the N/B I-5 ramps. The permit application to re-stripe the travel lanes has been submitted to Caltrans. b. Residential Street Pavement Rehabilitation at various locations (citywide) and Slurry Seal Projects (Dist. 2) have been completed. c. Annual Concrete Construction Repair and ADA Improvements Project (Council Districts 1 and 3) is still on-going. MINUTES OF THE PUBLIC WORKS COMMITTEE October 18, 2018 Page 3 d. Construction of the disabled access ramp at the Via Amorita cul-de-sac east of Old River School Road is in progress. e. ADA Transition Plan to be presented at the City Council on October 23rd. f. Authorization to Proceed from Caltrans for improvements on Paramount Blvd. from Imperial Hwy to Firestone Blvd. involving construction of raised median islands as well as pavement rehabilitation of Firestone Blvd. from Old River School Rd. to the west city limits. The construction of raised median islands on the northerly section of Paramount Blvd. from Firestone Blvd. and Florence Ave will follow. g. Completed Firestone Blvd. Water Improvements Project, between Old River School Rd and west city limits. h. Completed development work by the Andrews Rancho area. i. Construction on the water improvement project between Firestone Blvd. and Florence Ave. is scheduled to start sometime in November 2018. j. New water services, hydrants, etc. have been installed on Lindell Ave. in conjunction with the Lakewood Blvd. Phase 3C Project. k. Water well rehabilitation project on Stewart & Gray Road is still in progress. VIII. NEXT MEETING: November 15, 2018 The Public Works Committee meeting was adjourned at 5:30 P.M.
