Approve Donation of Pedestrian Light Poles to Downey Cemetery District10: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCILCITY FOANAGEA FROM: OFFICE OF THE CITY MANAGER BY: DELFINO CONSUNJI, P.E., DIRECTOR OF PUBLIC WOkKWCI E - I ER SUBJECT: APPROVE DONATION OF SURPLUS CITY -OWNED PEDESTRIAN LIGHT POLES TO THE DOWNEY CEMETERY DISTRICT RECOMMENDATION That the City Council approve the donation of 12 City -owned surplus pedestrian light poles to the Downey Cemetery District. The City of Downey has very close to ties to the Downey Cemetery. The Downey Cemetery was founded about the same time as the City and many of Downey's early pioneer families are interned within its walls. The Downey Cemetery District, while located within the City of Downey is under the auspices of the Los Angeles County. The County administers the Cemetery District fu�ds and appoints the Cemetery District Board Members. The City of Downey provides services to the cemetery, such as maintenance and repairs, burial detail, landscape maintenance services and staffing for cemetery events. In addition, the City permits the Cemetery District Board the use of the City's Council Chambers to conduct its Board meetings. • Install gates at both entrances • Install lights along the northerly and easterly boundaries • Install lights along the cemetery roadway Wrought iron gates have already een nsta e at oth entrances to the cemetery. ta as been working with Southern California Edison (SCE) regarding installation of lights along the northerly and easterly boundaries of the cemetery. SCE is tentatively scheduling installation of perimeter lights on existing poles in December 2018. FICIULTWIT W- -64- N I ovember 27, 2018 As a way to reduce energy cost, the pedestrian light poles along Lakewood Boulevard (Gardendale Street to Florence Avenue) were recently upgraded to light emitting diode (LED) fixtures. As a result of the LED upgrades, about 230 pedestrian lights were removed and stored at the City Maintenance Yard. Subsequently, several of these pedestrian lights were reused at the Apollo Park and Furman Park trails. There are still about 80 surplus pedestrian lights stored at the City Maintenance Yard. In order to provide roadway lighting for the cemetery� staff determined that 12 pedestrian lights would be appropriate to provide adequate roadway lighting levels at the cemetery. As such, staff recommends that the City Council approve the donation of 12 surplus pedestrian lights to Downey Cemetery District, Efficiency & Adaptability Quality of Life, Infrastructure & Parks The estimated cost (salvage valve) of the 12 pedestrian light poles is $800. However, these light poles are occupying space in the maintenance yard which can be used for storage of other items. 9
