BAC KG ROU N D/DISG USSION The Chamber of Commerce sponsors an annual holiday parade, which travels south along Downey Avenue, between Lexington and Third Street. The parade is scheduled for Sunday, December 2,2018. For the third year in a row, a 5K Run will be included as part of the event. The 5K will begín at 9:00 a.m., originating from the Civic Center area. The run is expected to conclude by 11:00 a.m., which will allow for the reopening of some of the streets at the same time that other streets will be closed for the Chamber's Holiday Parade, which will begin at 1:00 p.m. and is expected to conclude before 4:00 p.m. Proposed Street Closures Downey Avenue will be completely closed to all traffic from 8:00 a.m. to 4:00 p.m. that day. "No parking" signs will be posted for Downey Avenue 72 hours in advance. The attached map depicts the proposed route and street closures for the 5K Run and the Holiday Parade. Street closures will include: Downey Ave, between 3td Street and 7th Street Downey Ave, between 7th Street and Florence Ave 8:00 a.m. to 4:00 p.m. 11:00 a.m. to 4:00 p.m DOWNEY CHAMBER OF COMMERCE PARADE PERMIT NOVEMBER 27,2018 Third Street, between Civic Center west and Downey Ave 8:00 a.m. to 4:00 p.m. Lexington Road, between Brookshire Ave and Downey Ave 10:00 a.m. to 3:00 p.m. Brookihire Ave, between Firestone Blvd and 5th Streei 8:00 a.m. to 10:00 a.m. Brookshire Ave, between Cherokee and Lexington 10:00 a.m. to 2:00 p.m. 7th Street, between Downey Ave and Brookshire Ave 8:00 a.m. to 10:00 a.m. Public Notification and Outreach The Chamber will be distributing door hangers, will post a notice in the Downey Patriot, provided notices through social media and their website, and has made contact with representatives from each religious institution along the route. Pending approval of the road closures by the City Council, the City will use its own social media channels, the City's website and the City's lobby monitors, to increase public awareness of the closures as well. Staff from Police, Fire, Public Works, and Community Development departments have reviewed the details of the events and provided input as to safety, logistical, and financial considerations. The Chamber of Commerce has submitted the necessary insurance requirements. The event costs are estimated at $15,345 (approximately $10,500 for police services and $4,845 for public works costs). CITY COUNCIL PRIORITIES Quality of Life, Neighborhood & lnfrastructure Public Engagement FISCAL IMPACT There is no fiscal impact. The Downey Chamber of Commerce will be invoiced for the cost of providing City services and equipment for the parade.
