SUBJECT: MISCELLANEOUS PROJECT NO. 334 — DOWNEY AVENUE AND MITLA
AVENUE VALVE REPAIR PROJECT - AWARD CONTRACT
RECOMMENDATION
That the City Council:
1. Award a contract to Williams Pipeline Contractors, Inc. in the amount of $48,000 for
Miscellaneous Project No. 334, Downey Avenue and Mitla Avenue Valve Repair
Project;
2. Authorize transfer of $55,300 from account no. 51-1-8674 to 51-1-8688; and
3. Authorize the Director of Public Works to execute any change orders or additional
scope of work for this project, deemed necessary or desirable up to the approved
project budget.
Existing water valves at Downey Avenue and Stewart and Gray Road as well as Mitla Avenue
south of Firestone Boulevard are in need of repair to ensure that the City is able to continue to
provide reliable water service (Attachment A).
Due to the repair nature of the water work, the project was informally bid on November 7, 2018.
On November 13, 2018, five (5) bids were received ranging from $48,000 to $68,400
(Attachment B). The lowest responsive and responsible bidder was Williams Pipeline
Contractors, Inc. with the lowest overall bid of $48,000. Williams Pipeline Contractors, Inc. state
contractor's license is "current and active" and they are registered with the California
Department of Industrial Relations (DIR) for Labor Compliance.
The scope of the water improvements includes the repair/replacement of valves, associated
fittings, and appurtenances. Construction is anticipated to be completed in December 2018.
This project is categorically exempt per Section 15302 Class 2 (c) of the California
Environmental Quality Act (CEQA) Guidelines.

The total estimated cost of the project including $48,000 for Contract services, $4,800 for
contingency, and $2,500 for material t�sting is $55,300 (Attachment C). The project will be
funded from Water Fund Capital Improvement Program Account No. 51-1-8688. A summary of
the estimated project cost is attached.
