SUBJECT- CAPITAL IMPROVEMENT PROJECT NO.19-15 — ELECTRIC VEHICLE
CHARGING STATIONS PROJECT, PHASE 2 — APPROVE PLANS AND
SPECIFICATIONS AND AUTHORIZE PROJECT IMPLEMENTATION AND
MATERIAL PROCUREMENT
That the City Council:
1. Approve plans and specifications and authorize implementation of the Electric Vehicle
Charging Stations Project, Phase 2, Capital Improvement Project No. 19-15;
2. Authorize procurement of six dual -port ChargePoint electric vehicle charging stations
and related City -furnished materials for this project;
3. Approve the appropriation amount of $47,400 in South Coast Air Quality Management
District AB 2766 Subvention funds in Account No. 22-1-6736 to cover the estimated
total project cost shortfall;
4. Authorize City Manager to execute contract agreements for this project in a form
acceptable by City Attorney; and
5. Authorize the Director of Public Works to execute any change orders or additional
scope of is for this project as deemed necessary up to the approved project budget.
As part of the City's ongoing efforts to improve air quality and promote environmental
stewardship in our community, the City installed an electric vehicle charging station (EVCS) in
the northeast corner of the west Civic Center parking lot in 2013. In July 2015, staff applied for
an AB 2766 Mobile Source Air Pollution Reduction Review Committee (MSRC) Discretionary
Fund grant through the South Coast Air Quality Management District (SCAQMD) for the
procurement and installation of additional EVCS at various locations throughout the City. In
April 2016, the City Council approved the execution of an AB 2766 MSRC grant agreement with
SCAQMD, and in December 2016, four new EVCS were installed and made fully operational at
the Civic Center west parking lot, Civic Center south parking lot adjacent to the Library,
downtown City -owned parking structure and Barbara J. Riley Community Center. In February

2017, the City Council adopted a resolution amending the City's Uniform Schedule of Fees and
adopted a new fee for use of the City's EVCS.
In order to continue its environmentally -friendly efforts, in February 2018, the City Council
approved the submittal of a grant application for another AB 2766 MSRC Discretionary Fund
grant through SCAQMD for the procurement and installation of additional EVCS at various
locations in the City. In March 2018, SCAQMD awarded the City a MSRC Discretionary Fund
grant for $148,260 for this purpose contingent upon the execution of an AB 2766/MSRC Local
Government Partnership Program Contract. As a condition of receiving the grant, the City was
required to allocate $57,660 in local funds as a match to the grant funds and the City's
SCAQMD Subvention funds were budgeted. The City is proposing to install six additional dual
port EVCS at six locations in the City as shown on the attached project location map.
The City has completed the plans and specifications for Phase 2 of the EVCS project and is
ready to solicit bids for construction. The scope of the work includes the installation of the six
EVCS, underground conduits, pull boxes, conductors and necessary appurtenances. In order to
reduce project costs and expedite completion of the project, staff is proposing to procure six
dual -port ChargePoint EVCS including service, maintenance, fee collection, reporting and
remote communication and other related materials.
Upon approval, staff will immediately proceed with ordering the materials as well as soliciting
bids for construction. Project completion is anticipated in February 2019.

Additional funds in the amount of $47,400 are required to cover the estimated total project cost.
Therefore, staff recommends the appropriation of $47,400 in SCAQMD AB 2766 Subvention
funds in Account No. 22-1-6736 to cover the estimated total project cost shortfall.
