PUBLIC HEARING:
1. MORATORIUM ON SUBDIVIDING LARGE SINGLE-FAMILY RESIDENTIAL LOTS: Community
Development.
1) Receive and file the report on actions taken to alleviate conditions that led to the adoption of an
urgency ordinance; and,
2) Adopt by a 4/5th vote the following titled interim urgency ordinance:
ADOPT ORDINANCE NO. 18-______, AN INTERIM URGENCY ORDINANCE OF
THE CITY COUNCIL OF THE CITY OF DOWNEY EXTENDING INTERIM URGENCY
ORDINANCE NO. 18-1401 FOR AN ADDITIONAL 10 MONTHS AND 15 DAYS
THEREBY CONTINUING TEMPORARY MORATORIUM ON SUBDIVIDING LARGE
PARCELS (20,000 SQUARE FEET AND LARGER) IN THE R-1 ZONE.

CONSENT CALENDAR
All matters listed on the Consent Calendar are to be approved with one motion unless a Council Member request an item be
removed. Removed items will be considered following approval of the Consent Calendar.
2. APPROVE MINUTES: Special Meeting of November 13, 2018; Regular Meetings of August 22,
2017; and, November 14, 2017: City Clerk.
3. WARRANTS ISSUED: Warrant Nos. 328921 – 329254; Payroll Wire Nos. 30003817 – 30003821;
and, Manual Wire Nos. 1768 – 1775; and, Check No. 329065, dated 11-09-18 was voided and
reissued 11-16-18, in the total amount of $4,399,520.99: Finance.
4. APPROVE PLANS AND SPECIFICATIONS AND AUTHORIZE IMPLEMENTATION OF THE
ELECTRIC VEHICLE CHARGING STATIONS PROJECT, PHASE 2; AUTHORIZE
PROCUREMENT OF SIX DUAL-PORT CHARGEPOINT ELECTRIC VEHICLE CHARGING
STATIONS AND RELATED CITY-FURNISHED MATERIALS; APPROVE THE APPROPRIATION
AMOUNT OF $47,400 IN SOUTH COAST AIR QUALITY MANAGEMENT DISTRICT AB 2766
SUBVENTION FUNDS IN ACCOUNT NO. 22-1-6736 TO COVER THE ESTIMATED TOTAL
PROJECT COST SHORTFALL; AUTHORIZE CITY MANAGER TO EXECUTE CONTRACT
AGREEMENTS; AND, AUTHORIZE THE DIRECTOR OF PUBLIC WORKS TO EXECUTE ANY
CHANGE ORDERS OR ADDITIONAL SCOPE OF WORK: (CAPITAL IMPROVEMENT PROJECT
NO. 19-15): Public Works.

5. RATIFY CONTRACT CHANGE ORDER NO. 1 IN THE AMOUNT OF $78,200 FOR STEWART
AND GRAY RD. VALVE REPAIR PROJECT FROM BELLFLOWER BLVD. TO WOODRUFF
AVE.; AND, AUTHORIZE TRANSFER OF $63,827 FROM WATER FUND CIP ACCOUNT
NUMBER 51-1-8674 TO 51-1-6768 (MISCELLANEOUS PROJECT NO. 331): Public Works.
6. APPROVE AND AUTHORIZE THE CITY MANAGER TO EXECUTE A PROFESSIONAL
SERVICES AGREEMENT WITH MAINSTREAM UNLIMITED TO DEVELOP PROCEDURES AND
POLICIES WITH REGARD TO THE TRAINING OF PUBLIC SAFETY EMPLOYEES WHICH
OCCURS ON PRIVATELY-OWNED PROPERTY: Finance.
7. AWARD A CONTRACT TO WILLIAMS PIPELINE CONTRACTORS, INC. IN THE AMOUNT OF
$48,000 FOR DOWNEY AVE. AND MITLA AVE. VALVE REPAIR PROJECT; AUTHORIZE
TRANSFER OF $55,300 FROM ACCOUNT NO. 51-1-8674 TO 51-1-8688; AND, AUTHORIZE
THE DIRECTOR OF PUBLIC WORKS TO EXECUTE ANY CHANGE ORDERS OR ADDITIONAL
SCOPE OF WORK: (MISCELLANEOUS PROJECT NO. 334): Public Works.
8. AUTHORIZE THE POLICE DEPARTMENT TO ENTER INTO AN AGREEMENT WITH
"WEBIPLEX" TO PROVIDE SOFTWARE SERVICES FOR THE DEPARTMENT'S COURT
SUBPOENA MANAGEMENT SYSTEM: Police.
9. APPROVE AGREEMENT WITH JOE’S SWEEPING, INC., DBA NATIONWIDE
ENVIRONMENTAL SERVICES IN THE AMOUNT OF $158,216 FOR CATCH BASIN CLEANING
SERVICES FOR A PERIOD OF THREE YEARS WITH AN OPTION TO RENEW FOR AN
ADDITIONAL TWO YEARS; AUTHORIZE THE MAYOR TO EXECUTE THE AGREEMENT; AND,
AUTHORIZE THE CITY MANAGER TO EXECUTE ANY AND ALL AMENDMENTS TO THE
AGREEMENT: Public Works.
10. ADOPT RESOLUTION NO. 18-______, A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF DOWNEY APPROVING THE DESTRUCTION OF CERTAIN OBSOLETE RECORDS OF THE
POLICE DEPARTMENT: Police.
11. ADOPT RESOLUTION NO. 18-______, A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF DOWNEY AMENDING THE MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY
OF DOWNEY AND THE DOWNEY CITY EMPLOYEES’ ASSOCIATION - MISCELLANEOUS
UNIT (APRIL 1, 2018 – MARCH 31, 2021) BY ADOPTING THE SIDE LETTER AGREEMENT:

12. ADOPT RESOLUTION NO. 18-______, A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF DOWNEY ADOPTING THE SIDE LETTER AGREEMENT TO THE 2017-2019

16. APPROVE THE DONATION OF 12 CITY-OWNED SURPLUS PEDESTRIAN LIGHT POLES TO
THE DOWNEY CEMETERY DISTRICT: Public Works.

17. APPROVE THE COMPENSATION ADJUSTMENT FOR CITY MANAGER GILBERT LIVAS IN
ACCORDANCE WITH AMENDMENT NO. 2 TO EMPLOYMENT AGREEMENT: Human
Resources.
18. APPOINT THE MAYOR PRO TEM FOR 2019; AND, APPOINT THE MAYOR FOR 2019: City
Clerk.
