APPROVED 13Y TO: HONORABLE MAYOR AND MEMBERS OF THE CITY_ IL CITY MANAGER FROM: OFFICE OF THE CITY MANAGER JUDDY MONTENEGRO, MANAGEMENT ANALYST DATE`: OCTOBER 9, 2018 That the City Council approve the Street Closure Permit Application submitted by the Downey Police Officers Association and Friends of the Downey Police K9 Foundation for lane closures on Columbia Way, Lakewood Boulevard, Bellflower Boulevard, and Congressman Steve Horn Way for a "5K for 5 King Run," in honor of fallen Downey Police Officer Ricardo "Ricky" Galvez, The Downey Police Officers Association and the Friends of the Downey Police K9 Foundation wish to hold a special 5K event in memory of Officer Ricky Galvez. This would be the 3rd Annual "5K for 5 King Run" and organizers of the event are requesting lane closures on Columbia Way, Lakewood Boulevard, Bellflower Boulevard, and Congressman Steve Horn Way. The event is scheduled for Sunday, November 18, 2018, from 6:00 a.m. to 11:00 a.m., and would begin and end at the Columbia Memorial Space Center. In an effort to limit the use of public streets and lane closures, part of the event will take place inside Downey Landing and The Promenade (see attached site map). Organizers of the event have obtained permission from the property owners of these two locations, which will help limit major street closures. Specific lane closures would occur from 7:30 a.m. to 9:00 a.m. and would include: • Closure of number two lane of northbound Columbia Way to Lakewood Boulevard • Closure of number two and three lanes of northbound Lakewood Boulevard, from Columbia Way to the Downey Landing traffic signal (number one lane would remain open for the public) • Closure of number two lane of southbound Bellflower Boulevard, until Congressman Steve Horn Way, leaving the number one lane open for the public. • Closure of westbound Congressman Steve Horn Way to Columbia Way. To ensure the safety of participants and the general public, event organizers have secured seven (7) volunteer sworn officers at identified locations for traffic control, as well as several Public Works volunteers who will be on site to assist with lane closures. The two private properties (Downey Landing and Promenade) will be staffed with additional volunteers to ensure the safety of everyone. The event will also host booths for the Downey Police Officers Association and Friends of the Downey Police K9 Foundation, which will beset -up in the grass area next to the Columbia Memorial Space Center. This area will also be used for registration and refreshments. The City's Police, Fire, and Public Works departments have reviewedthe layout and logistics of the event. The City's Emergency Preparedness Coordinator is convening all involved parties to ensure an appropriate Event Action Plan is developed in case of an emergency the day of the event. CITY COUNCIL PRIORITIES Fiscal Responsibility Public Engagement There is no fiscal impact associated with this item, as organizers have secured volunteers to assist with the event. As the final participants pass the lane closures, we would oPen them up immediately to the public. To ensure the safety of the participants, we will havo'i�ven volunteer sworn officers at identified locations on the major roads to do Jracontrol. Several Public Works volunteers will also be on hand to assist W16; lane closures. The interior of the private 7 property will be staffed with additional I olunteers to ensure the safety of everyone. In planning the route, we identified areas on the property that would need to have access to the public. As a result, the north and east side of the Downey Landing (Starbucks and L.A. Fitness) will be able to remain open during the event by accessing the parking lots from Stewart and Gray Road and Bellflower Boulevard. The Kaiser Hospital will have access off of Imperial Highway and Bellflower Boulevard. Ambulances will be able to use Apollo Way to access the emergency room. Please see the attached map for further on the course. The final thing we would like to request is to be allowed to utilize the grass space around the Downey Space Center. We would have booths set up for our association and foundation which are it 501 (c) non -profits. We would also allow businesses fro the Landing and Promenade to participate at no additional charge. We would request this space beginning at 6:00 a.m. for our registration and ending at 11:00 after runners are allowed to have refreshments and visit vendor booths.
