AWARD OF CONSTRUCTION CONTRACT
It is recommended that:

On May 8, 2018; the City Council approved the plans and specifications and authorized staff to
solicit bids for Independence Park Improvement Project -Construction of Futsal Courts (Project
No 17-15). Furthermore, the City Council authorized staff to procure the required sports field
lighting and related equipment through an informal bid process.
The subject project entails construction of three (3) new futsal courts with sports field light
standards, perimeter fencing and other necessary amenities (please see Attachment A)

• September 13, 2018, a Notice Inviting Bids for the subject •• was issued. The notice
was published in the Downey Patriot on September 13, 2018 and September 20, 2018. A
mandatory pre-bid meeting was conducted • September 19, 2018. Twelve (12) interested
contractors participated.
• September 24, 2018; the City issued Addendum No. 1 , which provided answers to questio
asked by some of the participating contractors. I
INDEPENDENCE PARK IMPROVEMENT PROJECT -CONSTRUCTION OF FUTSAL COURTS

submitted the lowest bid in the amount of $ 479,500. On September 28, 2018, staff conducted
a post -bid meeting to confirm the scope of work and performance schedule. It has been
determined that NRD possesses the specified contractor's license (current and in good
standing), and the required resources to complete the work in the scope of work. Furthermore,
staff conducted verbal qualification interviews with randomly selected NRD provided references
All reference responses were satisfactory.
As such, staff recommends that the City Council award a contract to the apparent lowest
responsive and responsible bidder NR Development, Inc. in the amount of $ 479,500 for the
Independence Park Improvement Project -Construction of Futsal Courts (Project No. 17-15).
Quality of Life, Infrastructure &Parks
The total estimated cost of the project including design, procurement of sports field lighting and
equipment, construction contract, construction management/inspection, and contingencies is
$ 647,484.
The allocated budget is $ 649,000 which is funded through the General Fund ($399,000) and
Measure S ($ 250,000). The project's detailed cost and budget is attached to this report (please
see Attachment C).
