That the City Council:
1. Award a contract to Miramontes Construction Company, Inc. in the amount of
$892,830 for Paramount Boulevard Water System Improvement Project from
Firestone Boulevard to Florence Avenue, Capital Improvement Project 18-17;
2. Authorize transfer of $565,000 from Capital Improvement Program Water Fund
Account No. 51-1-8684 to Capital Improvement Program Water Fund Account No..
51-1-8682 to cover the total project cost; and
3. Authorize the Public Works Director to execute any change orders or additional
scope of work for this project, deemed necessary or desirable up to the approved
project budget.
Water system infrastructure along Paramount Boulevard from Firestone Boulevard to Florence
Avenue is in need of improvements to ensure reliable water service for domestic and fire
protection purposes (Attachment A). Said water improvements are proposed to be completed in
advance of upcoming street improvements in order to eliminate any impacts to new pavement in
the future. The project also includes several new water service lines and meters for future
median improvements along Paramount Boulevard from Imperial Highway to Firestone
Boulevard.

Miramontes Construction Company, Inca has satisfactorily completed projects for the Cities of
Anaheim, South Pasadena, and Yorba Linda, and Long Beach Water Department. Miramontes
Construction Company, Inc.'s state contractor's license is "current and active" and they are
registered with the California Department of Industrial Relations (DIR) for Labor Compliance.
The scope of the water improvements includes the installation of new water mains, valves, and
associated fittings and appurtenances; replacement of existing fire hydrants; installation of
additional new fire hydrants where adequate fire water protection is currently lacking; new
copper water service lines; and replacement of old water meters with new remote -read
advanced water meters to help improve water meter reading efficiencies. Construction is
anticipated to begin in November 2018 and be completed by spring 2018 weather permitting.
This project is categorically exempt per Section 15302 Class 2(c) of the California
Environmental Quality Act (CEQA) Guidelines.
Staff recommends that the City Council award a contract to Miramontes Construction Company,
Inc. for Paramount Boulevard Water System Improvement Project from Firestone Boulevard to
Florence Avenue,_ Capital Improvement Project 18-17.

The total estimated cost of the project, including construction contract, contingencies, design,
inspection, construction management, contract administration, and materials testing, is
$1,137,113 (Attachment C). The project will be funded from the Water Fund, including transfer
of $565,000 from Capital Improvement Program Water Fund Account No. 51-1-8684 to Capital
Improvement Program Water Fund Account No. 51-1-8682 through requested City Council
action in order to keep all project funds in one account.
