CONSUNJI, P.E., DIRECTOR OF PUBLIC WORKS/CITY INEE DATE: OCTOBER1 IMPROVEMENTSUBJECT- SAFETY LIGHTING PROJECT ADJACENT TO FREEWAY BETWEEN FAIRFORD AVENUE AND CECILIA STREET, CAPITAL IMPROVEMENT PROJECT NO. 15-13 — AUTHORIZATION FOR PROJECT IMPLEMENTATION A• r. MATERIAL . • That the City Council: 1) Authorize implementation of the Safety Lighting Improvement Project Adjacent to the I- 5 Freeway between Fairford Avenue and Cecilia Street; 2) -Authorize procurement and installation of City -furnished materials for this project; 3) Authorize City Manager to execute contract agreements for this project in a form acceptable by City Attorney; and 4) Authorize Director of Public Works to execute any change orders or additional scope of work for this project as deemed necessary up to the approved project budget. The Interstate 5 (1-5) Freeway is currently in the process of being widened within the City of Downey between the City of Norwalk boundary and the 1-605 Freeway. Dollison Drive, which previously served as a frontage road between Fairford Avenue and Cecilia Street, was vacated in order to accommodate the widening of the freeway. The vacated area formerly occupied by Dollison Drive is shown in Attachment "A". Although Dollison Drive was removed through the vacation process, a sidewalk was constructed through the vacated area to maintain pedestrian access through this area between Fairford Avenue and multiple residential streets (i.e. Offley Avenue, Longworth Avenue, Quinn Street, etc.) which previously intersected Dollison Drive. Pedestrian access through the vacated area is particularly needed for students of nearby Santa Fe High School who reside within the adjacent residential neighborhood. Otherwise, pedestrians would be required to walk a longer, circuitous route by walking to Cecilia Street followed by Fairford Avenue in order to access Florence Avenue and ultimately the high school campus. Currently, students who reside in this area are being bussed to the Santa Fe High School campus until the 1-5 construction is completed. Given that there will be a designated pedestrian walking path through the vacated area, there will be a need to provide security lighting to accommodate pedestrians walking at Capital Improvement Project No. 15-13 Safety Lighting Improvement Project Adjacent to 1-5 Freeway — Authority to Implement *ctober • 2018 night. Based on negotiations between the City of Downey and Caltrans pertaining to the 1-5 Widening Project, Caltrans agreed to construct the sidewalk and underground conduits for street lights installed at the residential street cul-de-sacs and safety lighting along the walkway, but the City is required to install the light poles and fixtures, pull boxes and wiring for the safety lighting. The City has completed the plans and specifications of the safety lighting improvements and is ready to solicit bids for construction. The scope -of -work for this project, which is similar to the safety lighting projects recently completed for the walking trails at Apollo and Furman Parks, includes the installation of 19 light pole footings, underground conduit, pull boxes, conductors and 19 light poles and LED lighting fixtures. In an effort to reduce costs, excess pedestrian lighting poles removed from Lakewood Boulevard will be repainted and furnished to the contractor to install on this project. In addition, staff is proposing to procure the safety lighting fixtures as well as to acquire all contracting services for the installation of the safety lighting system through the informal bid process to further reduce costs and expedite completion of the project to conform to Caltrans' schedule. Upon approval, staff will immediately proceed with ordering the materials as well as soliciting bids for electrical and painting contractors. Project completion is anticipated by April 2019. Quality of Life, Infrastructure & Parks The total estimated project cost is as follows, Desi n- $11,000 Materials $5,539 Construction Contract $60,533 Cost of inspection $9,000 Contract Admin. $5,000 Total ro'ect cast: $91,072 Funds in amount of $99,000 are currently programmed in the FY 2018-19 Capital Improvement Program budget in Account No. 23-17728 to cover the total project cost.
