BOULEVARD AT TELEGRAPH ROAD INTERSECTION IMPROVEMENT
PROJECT — ACCEPTANCE OF PROJECT
That the City Council:
1. Accept the Lakewood Boulevard/Rosemead Boulevard at Telegraph Road Intersection
Improvement Project, Cash Contract No. 632-3D as complete;
2. Approve the final construction contract amount of $3,459,758.79; and
3. Authorize the Public Works Director to file the Notice of Completion with the Los
Angeles County Recorder's Office.
In September 2013, the City of Downey received a $2,120,000 Measure R Local Return grant
from the Los Angeles County Metropolitan Transportation Authority (Metro) through the 1-605
Freeway Corridor Congestion Hot Spots Feasibility Study for capacity enhancement
improvements at the Lakewood Boulevard/Rosemead Boulevard and Telegraph Road
Intersection.
In January 2013, the City of Pico Rivera received a $552,311 Truck Impacted Intersection grant
from the Gateway Cities Council of Governments (Gateway COG) for the reconstruction of the
existing pavement for the aforementioned intersection. Given that the project is located within
the Cities of Downey and Pico Rivera, the project was implemented as a joint venture between
the two agencies, with Downey as the lead agency.
On August 26, 2014, the City Council approved the plans and specifications for the subject
project and granted authority to advertise for bids. On May 12, 2015, the City Council awarded
a construction contract to PALP, Incorporated dba Excel Paving Company (Excel Paving
Company) in the amount of $2,992,717.80 for Cash Contract No. 632-3D.

and Telegraph Road intersection with concrete pavement, construction of decorative concrete
crosswalks, widening of Lakewood Boulevard south of Telegraph Road and widening of south
side of Telegraph Road west of Lakewood Boulevard to provide for double left -turn lanes in all
four directions and exclusive right -turn lane in the eastbound direction. The project also
included asphalt pavement rehabilitation, reconstruction of curbs, gutters, cross gutters,
spandrels, alley approaches, curb ramps and sidewalks; adjustment of manholes, water valves
and survey monuments to grade; installation of City -furnished decorative street lights and
pedestrian safety lights; installation of bus shelters and trash receptacles; installation of drought
tolerant landscaping and irrigation in the medians; traffic signal upgrades; water system
improvements; traffic signing, striping, pavement markings and traffic control.
The construction of above improvements required that the existing Southern California Edison
(SCE) power poles and overhead utilities along the south side of Telegraph Road be relocated.
The relocation of power poles necessitated overhead utility easements and temporary
construction easements from four properties located on the south side of the street given that
the overhead power lines would be located closer to the properties. The relocation of SCE
power poles and overhead utilities hindered the contractor's schedule as they could not perform
the work as originally planned resulting in delays and change orders (net increases) amounting
to $467,040.79.
The project is deemed complete and staff recommends that the City Council accept the project
as complete.

The final cost of the construction contract, including the original contract amount, net decrease
in contract quantities, and change orders is $3,459,758.79. The total project final cost is
$4,528,621.37, which includes construction contract, environmental and design services,
overhead utility easement acquisition and support, construction management, inspection,
materials testing, construction engineering, contract administration and City -furnished materials.
The project is funded through an 1-605 Congestion Hot Spots Feasibility Study Measure R grant,
Truck -Impacted Intersection Phase 2 grant, L. A. County Metro 1-710 Corridor Early Action
Measure R grant, Proposition C and Water funds (Attachment 1). There are sufficient funds to
cover the total project costs. The reimbursable project funds from the City of Pico Rivera will be
deposited in the Los Angeles County Metro 1-710 Corridor Early Action Measure R grant
(Account No. 26-1-7802) for use on the Lakewood Boulevard Improvement Project, Phase 3C
that is currently under construction.
