CALL TO ORDER: Committee Chair Frey called the meeting to order at 4:06 P.M. II. CONSENT CALENDAR: Committee Member Uva made a motion to approve the Minutes of the November 16, 2017 meeting. The motion was seconded by Committee Member Rogers. The Minutes were approved as written. III. OLD BUSINESS: None. IV. NEW BUSINESS: 1. Residential Preferential Parking District on the East and West Sides of Barlin Avenue between Century Boulevard and Prichard Avenue Mr. Norris reported that a request was received for the establishment of a new residential preferential parking district on both east and west sides of Barlin Avenue between Century Boulevard and Prichard Avenue to provide on-street parking relief for the residents that are being impacted by non-resident parking overflow from the multi-family residential use in the City of Paramount on south side of Century Blvd. This is also a continuation or expansion of the existing district that was established on Parkcliff Street. MINUTES OF THE PUBLIC WORKS COMMITTEE March 15, 2018 Page 2 Mrs. Udeoji presented the proposed boundaries and requirements, as outlined in Ordinance No. 11- 1284 and Section 3178 of the Downey Municipal Code, that need to be met to impose the proposed preferential parking district. Discussion followed. Committee Member Pacheco made motion that the Public Works Committee concur with staff’s recommendation for the establishment of a residential preferential parking district on the east and west sides of Barlin Avenue between Century Boulevard and Prichard Avenue through the presentation of the resolution to the City Council for adoption. The motion was seconded by Committee Member Gendreau. The vote was unanimously in favor thereof. V. PUBLIC WORKS COMMITTEE COMMUNICATIONS 1. Request to replace three faded Neighborhood Watch signs on Arrington/Suva, Arrington/Gainford, Haledon/Gainford. Also, possibility that signs be reflectorized. Staff will look into it. 2. Street sweeping signs on Horley Ave. 3. USA markings 4. Bus stops on Lakewood Blvd./Florence Ave. and Florence Ave/Paramount Blvd. – dirty and trash bins are overflowing. 5. Southbound Paramount Blvd./Firestone Blvd. – left turn pocket 6. I-5 Fwy widening – work is being done at night. Phase 1 should be completed by August. 7. Follow up on the establishment of preferential parking on Shellyfield from Gotham to Muller and Neighborhood Watch signs. VI. STAFF COMMUNICATIONS Updates were given on the following: 1. Lakewood Blvd. Phase 3C Improvement Project (Gallatin Rd. to 450-feet S/O Telegraph Rd) - is out to bid 2. Dennis the Menace Park installation of bio-swale to address the flooding on Lakewood Blvd. 3. Extend the recycled water main on Lakewood Blvd. from Gallatin Rd. to allow Dennis the Menace park to use recycled water for irrigation. 4. Old River School Road (Arnett and Imperial Hwy) Water Improvements Project is nearly complete. 5. Firestone Blvd. (Old River School Road and west city limits) Water Improvements Project is currently under construction. 6. Brookshire Avenue Rehabilitation Project is complete 7.
