Award a contract to SybaTek in the amount of 83,957.60 for the maintenance a repairs of the audio system in the City Council Chambers; 2. Authorize the Mayor to execute the contract in a form approved by the City Attorney; and C Appropriate and transfer $96,500 from the Cable TV PEG Fund to Capital Improvement Project No. 19-17. MOM In March 2014, the City Council formed a subcommittee to evaluate the audio/video system in the City Council Chambers. Subsequently, Studio Spectrum, Inc., a professional audio/video design company, was hired to evaluate the existing system, provide recommendations and prepare plans and specifications for improvements. In August 2014, the City Council awarded a contract to Audio Video Design Build Group (AVDBG) to upgrade and modernize the audio/video system in the Council Chambers. The improvements concentrated on the video component of the system, including installation of video projector, flat screen televisions, voting display indicator and Crestron control system with iPad touch screen for the City Clerk. The project completed minor improvements to the audio system, including installation of microphones, additional speakers and software upgrades to interface between the audio and video systems. The audio components are now over 10 years old and no longer supported by the manufacturer. Furthermore, the current audio system is analog and needs to be converted to digital. It has become increasingly difficult to maintain and repair the audio components of the system. Lastly, there have been problems with the video streaming and microphones that need to be addressed as well. OF THE AUDIO SYSTEM IN THE CITY COUNCIL CHAMBERS AUGUST i 2018 •c In order to address these issues and concerns and provide a more reliable audio system, Public Works staff solicited bids from the following firms specializing in audio/video system upgrades: SybaTek submitted the most comprehensive and cost-effective bid that met the City's design parameters and scheduling needs. SybaTek has completed similar projects with the Cities of Costa Mesa, Garden Grove and Newport Beach; Caltrans and Foothill Transit. They have the expertise and staff to execute this project. SybaTek's bid includes replacing the audio electronics such as the audio server; input and output microphone cards; gooseneck microphones; and necessary appurtenances to convert the audio system to digital compatible with the Crestron video system. The American with Disabilities Act (ADA) regulations require that Title II entities (State and local governments) and Title III entities (businesses and non-profit organizations that serve the public) communicate effectively with people with vision, hearing and speech disabilities. In an effort to meet these regulations, staff considered two options, namely: closed caption and certified sign language person. The initial cost for the closed caption ($25,174.13) includes the equipment and one-year program lease. After the first year, the annual cost will be $995 per month for a maximum monthly use of 60 hours or total annual cost of $11,940 for 720 hours of use. The certified sign language person cost is $85 per hour. However, for more than two hours of service, two individuals are required, therefore the cost is $170 per hour. To cover service for City Council and Planning Commission meetings, two individuals would be needed as these meetings would typically run over two hours. The estimate is about 10 hours per month, the monthly total is $1,700 and annual cost is $20,400. The advantages with the closed caption are that it can be utilized for other meetings/trainings held in the Council Chambers, it is readily available without the need to contact anyone and the total cost is less annually. It will only take three years to recoup the initial investment of $25,174.13 for the closed caption equipment. If approved, staff is estimating that the project will be completed by October 2018.
