The Highway Safety Improvement Program (HSIP) was established as one of the core federal
aid programs in the new federal Surface Transportation Act, Fixing America's Surface
Transportation (FAST), which was signed into law on December 4, 2015. The purpose of the
HSIP is to achieve a significant reduction in traffic fatalities and serious injuries on all public
roads. The California Department of Transportation (Caltrans) is currently accepting
applications under the HSIP for Federal Fiscal Year 2018-19 (Cycle 9). The deadline for
submitting applications to Caltrans is August 31, 2018. During this cycle, $140-$160 million in
federal funding is available statewide. The City has successfully competed for grant funding
through previous HSIP funding cycles for the School Zone Signage and Pavement Marking
Upgrades Project, Pedestrian Countdown Heads at 20 signalized intersections, Vehicle Speed
Feedback Signs at 20 locations, raised median island projects on Firestone Boulevard between
Patton Road and Marbel Avenue and on Paramount Boulevard between Firestone Boulevard
and Imperial Highway and between Florence Avenue and Firestone Boulevard; traffic signal
installations or upgrades at nine intersections throughout the City, traffic signal fiber-optic
communications and upgrades on Stewart and Gray Road (Old River School Rd. - Firestone
Blvd.) and traffic signal upgrades and other safety enhancements on Paramount Boulevard
(Telegraph Rd. - Gardendale St.) and Imperial Highway (Woodruff Ave. - Old River School Rd.).

Funding applications for the following projects are recommended for submission under the HSIP
for this funding cycle:
1. Tweed `Lane; at Lubec Street Traffic Signal Installation =This project will involve the
installation of a new traffic signal at the intersection of Tweedy Lane at Lubec Street in order to
enhance pedestrian safety at this intersection, particularly for school-age children while walking
to and from Griffiths Middle School and Price Elementary School. The total estimated cost of
this project is $150,000.
2. Foster road at Ardis Avenue — Charlerna neAvenue Traffic Signal Installation =This project
will involve the installation of a new traffic signal at the intersection of Foster Road at Ardis
Avenue — Charlemagne Avenue in order to enhance traffic safety at this intersection. The total
estimated cost of this project is $150,000.
3. Florence Avenue at,Downey Avenue Traffic Signal Modification - This project will involve the
modification of the existing traffic signal at the intersection of Florence Avenue at Downey
Avenue to provide fully -protected left -turn phasing in the eastbound and westbound directions
on Florence Avenue. The total estimated cost of this project is $125,000.
4. Florence Avenue at Brookshire Avenue Traffic Signal Modification -This project will involve
the modification of the existing traffic signal at the intersection of Florence Avenue at Brookshire
Avenue to provide fully -protected left -turn phasing in the eastbound and westbound directions
on Florence Avenue. The total estimated cost of this project is $125,000.
5. Lakewood Boulevard at TO Street Traffic Signal Modification - This project will involve the
modification of the existing traffic signal at the intersection of Lakewood Boulevard at 3`6 Street
to provide fully -protected left -turn phasing in the northbound and southbound directions on
Lakewood Boulevard. The total estimated cost of this project is $125,000.
6. Lakewood Boulevard at Alameda Street Traffic Signal Modification This project will involve
the modification of the existing traffic signal at the intersection of Lakewood Boulevard at
Alameda Street to provide fully -protected left -turn phasing in the northbound and southbound
directions on Lakewood Boulevard. The total estimated cost of this project is $125,000.
7. Firestone Boulevard Corridor f East Cit Limit -West Cit Limit Traffic Safety Enhancemei
- This project will involve a series of traffic safety measures along the Firestone Boulevard
corridor intended to enhance traffic and pedestrian safety such as traffic signal upgrades,
vehicle speed feedback signs and other signage, curb ramp reconstruction, etc. The total
estimated cost of this project is $1,500,000.
The total grant funding being pursued through this effort is $2.3 million. The local match
requirement for each project varies between 0% and 10% ($230,000), depending on the
measures ultimately deployed by the various projects, should they be successful. The location
of each of the above projects is shown on the attached location map.

WHEREAS, the purpose of the HSIP program is to achieve a significant reduction in
traffic fatalities and serious injuries on all public roads; and
WHEREAS, the California Department of Transportation (Caltrans) is soliciting project
applications for the HSIP for Federal Fiscal Year (FFY) 2018-19 (Cycle 9); and
WHEREAS, the City of Downey desires to implement series of traffic safety
enhancements along Firestone Boulevard between the east city limit and the west city limit in
order to enhance overall traffic safety along the corridor, to install new traffic signals at the
Tweedy Lane at Lubec Street and Foster Road at Ardis Avenue/Charlemagne Avenue
intersections to enhance pedestrian and overall traffic safet� at these locations, and to upgrade
the existing traffic signals on Lakewood Boulevard at the 3rStreet and Alameda Street
intersections in order to enhance traffic safety, decrease maintenance costs and increase the
operational efficiency at each of the intersections; and
WHEREAS, agencies are required to submit an application to Caltrans for each project;

SECTION 1. To approve the submittal of the "Firestone Boulevard Corridor Safety
Enhancements", "Tweedy Lane at Lubec Street Traffic Signal Installation","Foster Road at Ardis
Avenue/Charlemagne Avenue Traffic Installation" and "Traffic Signal Upgrades on Lakewood
Boulevard at the 3rd Street and Alameda Street Intersections and Florence Avenue at the
Downey Avenue and Brookshire Avenue Intersections" project applications for HSIP funding.
SECTION 2. The City Clerk shall certify to the adoption of this Resolution.
