That the City Council:
1. Accept Capital Improvement Project No. 18-12 -Firestone Boulevard Water System
Improvement Project from Old River School Road to West City Limits as complete;
2. Approve the final construction contract amount of $1,179,214.06; and
3. -Authorize the Director of Public Works to file the Notice of Completion with the Los
Angeles County Recorder's office.

On September 26, 2017, the City Council approved plans and specifications for the Firestone
Boulevard Water System Improvement Project from Old River School Road to West City Limits
and granted authority to advertise for bids. On November 14, 2017, the City Council awarded a
construction contract for this project to Williams Pipeline Contractors, Inc. in the amount of
$1,088,330. On February 12, 2018, work commenced and was completed on July 13, 2018.
The water improvements included the installation of water mains, valves, and associated fittings
and appurtenances; replacement of existing fire hydrants; installation of additional new fire
hydrants where adequate fire water protection is currently lacking; new copper water services;
and replacement of old water meters with advance water meters to improve water meter reading
efficiency.
During construction, additional work beyond the original scope of the project deemed necessary
resulted in three contract change orders, including a net decrease in contract quantities, in the
amount of $90,884.06. The additional work included, but was not limited to, the installation of an
additional 8 -inch water main crossing Firestone Boulevard, the replacement of additional water
valves, fittings, and fire hydrants on Firestone Boulevard and Old River School Road; and the
completion of associated asphalt and concrete work.

The project is deemed complete and staff recommends that City Council accept the project as
complete.

FISCAL IMPACT
The final cost of the construction contract, including the base contract amount, net increase and
decrease in contract quantities, and three contract change orders is $1,179,214.06. The total
project cost is $1,287,754.06, which includes the cost of design, construction, inspection,
construction management, and engineering.
The project is funded by Water Fund Capital Improvement Program Account No. 51-1-6732
(see attached Project Cost Summary).
