WHEREAS, The City of Downey Police Department desires to undertake a project to
impact alcohol related offenses in the City of Downey, to be funded in part from funds made
available through the Grant Assistance Program (GAP) administered by the Department of
Alcoholic Beverage Control (hereafter referred to as ABC).
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF DOWNEY DOES
HEREBY RESOLVE AS FOLLOWS:
SECTION 1. The Chief of Police of the City of Downey is authorized, on its behalf, to
submit the attached proposal to ABC and is authorized to execute on behalf of the Downey City
Council the attached contract, including any extensions or amendments thereof and any
subsequent contract with the State in relation thereto.
SECTION 2. IT IS AGREED that any liability arising out of the performance of this
contract, including civil court actions for damages, shall be the responsibility of the grant
recipient and the authorizing agency. The State of California and ABC disclaim responsibility for
any such liability.
SECTION 3. BE IT FURTHER RESOLVED that the grant funds received hereunder
shall not be used to supplant expenditures controlled by this body.
SECTION 4. IT IS ALSO AGREED that this award is not subject to local hiring freezes.
SECTION 5. The City Clerk shall certify to the passage and adoption of this Resolution
and enter it into the book of original Resolutions.

1) Surninary
a) Agency Description
The Downey Police Department is comprised of 121 sworn officers and 62 civilian staff. The mission of
the Downey Police Departi-nent is to preserve the peace and protect and serve all who live, work or travel
through in our city. Our department motto, "Our Community, Our Commitment" characterizes the position
we hold and our commitment to the community we serve. Sworn personnel include Police Chief Carl
Charles, 2 Captains, 6 Lieutenants, 16 Sergeants and 96 Officers. The Downey Police Department is
divided into 3 divisions. The Administrative Division consists of the Records Bureau, Information
Technology, Professional Standards/Training and the Special Enforcement Team. The Investigative
Division consists of the Detective Bureau and Forensics, Gangs, Vice and Narcotics. The Field Operations
Division consists of Patrol, Traffic Division, Accident Investigations and Parking Enforcement,
The community of Downey encompasses a densely populated area of'12.6 square miles with a robust
population of 113,242 residents. The demographic breakdown of Downey is 71 % Hispanic, 18% White,
7%® Asian and 4%® African American.
The Bell Gardens Police Department is comprised of 51 sworn police officers and 25 civilian staff. Sworn
personnel consist of Police Chief Robert Barnes, 1 Captain, 4 Lieutenants, 8 Sergeants and 37 officers.
They provide policing services to a community of 42,757 residents. The dernographic breakdown of Bell
Gardens is 96% Hispanic, 2.5% White, 1% African American and .5% Asian.
The Whittier Police Department is a general law enforcement agency responsible for the delivery of a full
range of law enforcement services to the City of Whittier and contracted City of Santa Fe Springs. The
department is comprised of 121 sworn officers and 50 non -sworn staff. The main police station facility is
located in Whittier, while a substation with law enforcement staffing is located in Santa Fe Springs. Sworn
Personnel include Police Chief Jeff Piper, 2 Police Captains, 5 lieutenants, 15 sergeants and 98 officers.
The Whittier Police Department covers the communities of Whittier and Santa Fe Springs, which are both
contiguously connected. Both communities collectively encompass 23.5 square miles and serve a
combined residential population of 103,244. The demographic breakdown for Whittier is 66% Hispanic,
28%® White, 4%® Asian and 1% African American. The City of Santa Fe Springs demographic breakdown is
8l% Hispanic, 12% White, 4% Asian and 2%® African American.
b) Funding Requested
The Downey Police Department, Whittier Police Department and Bell Gardens Police Department request
grant funding in the amount of $77,000 from the Department of Alcoholic Beverage Control to allocate
towards operations to enforce ABC laws and enhance the education of ABC rules and regulations in the
four cities these departments serve.
c) Goals and Okiectives
The Downey, Bell Gardens and Whittier Police Departments are committed to maintaining high levels of
ABC enforcement activity while enhancing outreach and education to the public regarding problems
associated with the noncompliance of ABC rules and regulations at ABC licensed establishments and
irresponsible consumption of alcohol within our jurisdictions. Sworn members of these departments will
work in partnership with the assigned ABC Grant Assistance Program Investigator, while implementing
and carrying out project goals and objectives. ABC grant operations will include, and not be limited to;
Informed Merchants Preventing Alcohol -Related Crime Tendencies (IMPACT) inspections, Trap Door
operations, Serving Obviously Intoxicated Persons Operations, Minor Decoy and Shoulder Tap operations.
An educational component will be included in our operational objectives and will be delivered by means of
LEADS training for licensed alcohol establislunents, presentations to local high schools as an outreach to
the public and briefing/roll-call training for sworn officers.
All three agencies have met together and had in depth discussions regarding taking on such an endeavor as
this inulti-agency grant proposal. Each agency's Police Chief and command staff promote and support
working more closely with one another, as well as their ABC District Office, located in the City of
Monrovia. Each independent agency understands the complexity of a 1-nultijurisdictional grant; however
the rewards of educating the public and enforcing ABC regulations, coupled with enhancing our working
relationships with each agency involved will benefit us greatly, The ultimate goal is to reduce alcohol
related violations which would allow patrol divisions to focus their attention on crime prevention and other
essential law enforcement activities.
d) Number of ABC Licensed Locations
The City of Downey currently has 119 On -Sale ABC licensed locations and 64 Off -Sale ABC licensed
locations, for a total of 183 licensed ABC establishments. The City of Bell Gardens has 19 ABC licensed
On -Sale and 45 ABC licensed Off -Sale locations, for a total of 64 ABC licensed establisluiients. The City
of Whittier has 111 On -Sate ABC licensed and 116 Off -Sale ABC licensed locations for a total of 227
licensed ABC establishments. The City of Santa Fe Springs currently has 25 On -Sale ABC licensed and 27
Off Sale ABC licensed locations for a total of 52 ABC licensed establishments. The total number of On -
Sale and Off -Sale ABC licensed establishments combined for the 3 police department's jurisdictions and 4
cities they serve is 526 ABC licensed establishments.
2) Problem Statement
The Cities of Downey, Bell Gardens, Whittier and Santa Fe Springs are tasked with combatting the
ongoing negative impacts of alcoholic beverage related crimes within our jurisdictions. Several of these
negative impacts include, but are not limited to, ABC licensed establishments failing to check proper and
legitimate identification of patrons, licensed establishments selling alcohol to minors, adiflts purchasing
alcohol for minors, beer runs from establishments, underage drinking at house parties where alcohol is
served to minors an ' d motorists driving vehicles under the influence (DUI) of alcohol, which can be fatal in
some cases. These agencies routinely receive complaints from the public regarding nuisance activities,
including persons who display objective symptoms of being drunk in public and people drinking alcohol in
public outside ABC licensed establislu-nents and at city parks frequented by the youth. Bars within these
communities call police for patrons who get into fights or urinate in public in or arotuid their
establishments. With the increasing problems of homelessness, along with several of these homeless
persons being of a criminal element due to early release programs within the state, their police departments
receive frequent complaints of intoxicated homeless individuals loitering in or about public facilities, such
as schools, parks and restroorns. In addition, the majority Hispanic/Latino populations of these
communities bring on another set of complex concerns related to communication and language barriers of
employees at ABC licensed facilities. To overcome these concerns, each agency will offer a LEADS/RBS
training, open to all ABC licensed establishnients, not only in English, but also Spanish to better serve the
demographics of the communities each department serves.
Other challenges facing law enforcement at this current time are recruitment and retention of officers.
Each agency represented by this grant proposal has been operating at less than full complement in
reference to staffing. With higher call volumes, public scrutiny and a large number of alcohol related
crimes, it is difficult for these agencies to allocate the resources necessary to resolve ABC related conflicts.
This generation of law enforcement professionals has been forced to "do more with less," as recent
economic downturn still reverberates in budgetary allocations.
All three cities have experienced significant growth in retail and restaurant services, including on -sale and
off -sale alcohol establishments. In Downey alone, several "nightclub" type establishments have opened
this past year and the city has seen a transformation from the traditional nightclub scene to a newly genre of
ABC licensed establishments which offer a "rooftop" dining and social drinking experience. There are
more establishments who wish to build uponthis model of nighttime entertahirrient. Bell Gardens and
Whittier have also seen an increase in the number of alcohol licensed establishments throughout the past
several years. I
The Cities of Bell Gardens and Downey have liquor stores known respectively as "El Rancho Market" and
the "Sunshine Market" that operate in our communities. Both police agencies have experienced an increase
in calls for service regarding these establishments selling alcohol to minors and of subjects loitering in the
vicinity. Additionally, both establishments are in areas where transients are known to congregate, consume
alcohol in public and leave their garbage around the premises.
The aforementioned problems have a significantly negative impact on the quality of life for residents of the
community, especially our youth, as these establishments are adjacent to high density residential areas and
schools. This grant will aid in providing additional resources needed to deploy a task force of officers to
address issues at these locations and similar establishments within Bell Gardens and Downey. Lastly, we
also met with Downey Court's filing DA Kevin Young who has agreed to file all ABC related violations.
3) Project Description
The following goals and objectives will be performed during Fiscal Year 2019-19 by the Downey Police
Department, Bell Gardens Police Department and Whittier Police Department:
(1) Representatives from each respective agency will attend the Grant Assistance Program conference
offered by ABC during the suniiner.
(2) Each Department will conduct an analysis of problem establishments and target those locations
with ABC operations, utilizing GAP funds.
(3) Each department will prepare and disseminate (2) press releases, in cooperation with ABC, to
announce the project and later report progress and significant activities to the media.
(4) The Downey, Bell Gardens and Whittier Police Departments will conduct (4) roll-call/briefing
trainings for patrol officers.
(5) Detective Sergeant Paul Carriacho of the Bell Gardens Police Department will conduct (2) RBS
trainings for ABC licensed establishment employees each in Downey, Whittier, Santa Fe Springs
and Bell Gardens. Each city will have one presentation conducted in English and one in Spanish,
(6) Each department wil I conduct one-hour presentations at each of the high schools in their
respective jurisdictions. Downey Police will conduct (3) one -hour-long presentations at Downey
High School, Warren High School and Downey Adult/C011tintlatiOn School; Bell Gardens will
conduct (1) hour-long presentation at Bell Gardens High School; and Whittier will conduct (3)
one-hour presentations at Whittier High School, La Serna High School and Santa Fe Springs
High School.
(7) Downey Police will conduct (4) IMPACT inspections at ABC licensed establishments and ensure
compliance with ABC regulations. Bell Gardens Police will conduct (4) IMPACT inspections at
ABC licensed establisfunents to ensure compliance with ABC regulations. Whittier Police will
conduct (3) IMPACT inspections in Whittier and (1) in Santa Fe Springs and ensure compliance
with ABC regulations.
(8) Downey Police will conduct (9) discretionary operations such as Minor Decoy, Shoulder Tap,
Receiving Stolen Property, Serving Obviously Intoxicated Persons, Teenage Party Prevention and
Dispersal Deployment (TAPPED), Trap Door or Under Drinking Roving Enforcement
Operations, Special Events within the City with ABC I -Day Licenses, and City park compliance
patrols to combat the drinking alcoholic beverages in public. Bell Gardens Police will conduct
(9) discretionary operations such as Minor Decoy, Shoulder Tap, Receiving Stolen Property,
Serving Obviously Intoxicated Persons, Teenage Party Prevention and Dispersal Deployment
(TAPPED), Trap Door or Under Drinking Roving Enforcement Operations, Special Events within
the City with ABC1-Day Licenses, and City park compliance patrols to combat the drinking
alcoholic beverages in public. Whittier Police will conduct (9) discretionary operations such as
Minor Decoy, Shoulder Tap, Receiving Stolen Property, Serving Obviously Intoxicated Persons,
Teenage Party Prevention and Dispersal Deployment (TAPPED), Trap Door or Under Drinking
Roving Enforcement Operations, Special Events within the City with ABC I -Day Licenses, and
City park compliance patrols to combat the drinking alcoholic beverages in public,
(9) Each agency will send representatives to visit the ABC District Office in Monrovia for quarterly
meetings with their ABC GAP investigator to go over the progress of the grant and build a better
relationship with ABC district office officials.
4) Project Personnel
Detective Sergeant Paul Camacbo of the Bell Gardens Police Department's Special Investigations Unit
(SIU) will be the Project Director for the grant. He will be responsible for managing the day-to-day
activities of the grant, including training, scheduling operations, coordinating meetings, monthly billing,
monthly reports and record keeping for ABC review. Detective Sergeant Camacho has authored and
overseen previous ABC GAP grants in the past and has extensive experience working with ABC. In
addition, five detectives of the Bell Gardens Police Department's Special Investigations Unit will be
utilized for grant operations. Lastly, Detective Sergeant Camacho started his law enforcement career as
an investigator with ABC and has an extensive background and knowledge in ABC related processes
and procedures,
Whittier Police will assign Detectives John King and Cynthia Lopez, of the departi-rient's Special
Enforcement Team (SET) to oversee their operations, scheduling, training and record keeping. Grant
operations and training will be conducted primarily by the SET team. Whittier investigators will be
supervised by Sergeant Wil Lawson, who will supervise Whittier PD's enforcement efforts.
Sergeant Terry Goeckner of the Downey Police Department will be responsible for GAP grant
operational activities for his agency. Sgt. Goeckner will directly oversee operations, schedule activities
and training and maintain record keeping for his department, Sergeant Teri -y Goeckner is assigned to
the Special Enforcement Team (SET) and will utilize officers from SET to assist with ABC operations.

A grant contract will be forthcoming within the next couple of weeks which requires
resolution from your agency's governing body. A sample resolution was included in the
Request for Proposal packet. Due to the fact that these resolutions have to be put on
your governing body's calendar, we ask that you do this as soon as possible.
We are planning a two and a half-day training conference July 10 — 12P 2018, at the
Embassy Suites by Hilton San Luis Obispo, 333 Madonna Road, San Luis Obispo. The
conference can accommodate two attendees from each agency and it is recommended that
your Project Director and r assigned to the grant program attend,
This conference will offer valuable training in alcohol enforcement and will also be
an excellent opportunity for the officers and deputies from your agency to meet and share
information with others, Attendees are encouraged to utilize a 1 n session on
Monday, July 9, 2018, from 4:00 — 5:00 p.m. in order to expedite the registration on the next
day,
