As a result of the Downey Police Department's continuing effort to prevent alcohol sales to
minors and mitigate the growing problems associated with alcohol sales and consumption, a
grant request was submitted to the Department of Alcoholic Beverage Control (ABC). The grant
request submitted was a "multi -agency" application involving the City of Downey, along with the
Whittier and Bell Gardens Police Departments. ABC approved the grant funding not to exceed a
total of $77,000 for all three agencies. Of that amount, The City of Downey was awarded a
grand total of $27,168. For further on the funding distribution, refer to the attached "Budget
Detail" report.
There are three components to the grant: 1) Public education focusing on local ABC licensed
businesses and their employees, 2) Conducting enforcement operations, and 3) Utilizing data
collected from the enforcement operations to measure the effectiveness of the grant.
During the course of this one-year grant, our department will work with agents from the
California Department of Alcoholic Beverage Control to reduce or eliminate the illegal sale of
alcohol to minors. Additionally, the goal of this grant is to combat problems associated with
alcohol sales and consumption affecting our community. These monies provide funding for law
enforcement training, the training of local businesses and their employees regarding alcohol
related laws, and law enforcement operations. The Department of Alcoholic Beverage Control
will take administrative action against the establishments we find violating the law.

WHEREAS, The City of Downey Police Department desires to undertake a project to
impact alcohol related offenses in the City of Downey, to be funded in part from funds made
available through the Grant Assistance Program (GAP) administered by the Department of
Alcoholic Beverage Control (hereafter referred to as ABC).
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF DOWNEY DOES
HEREBY RESOLVE AS FOLLOWS:
SECTION 1. The Chief of Police of the City of Downey is authorized, on its behalf, to
submit the attached proposal to ABC and is authorized to execute on behalf of the Downey City
Council the attached contract, including any extensions or amendments thereof and any
subsequent contract with the State in relation thereto.
SECTION 2. IT IS AGREED that any liability arising out of the performance of this
contract, including civil court actions for damages, shall be the responsibility of the grant
recipient and the authorizing agency. The State of California and ABC disclaim responsibility for
any such liability.
SECTION 3. BE IT FURTHER RESOLVED that the grant funds received hereunder
shall not be used to supplant expenditures controlled by this body.
SECTION 4. IT IS ALSO AGREED that this award is not subject to local hiring freezes.
SECTION 5. The City Clerk shall certify to the passage and adoption of this Resolution
and enter it into the book of original Resolutions.

Angeles region of Southern California. Combined, they encompass approximately 38.6 square miles of land. Downey, Bell
Gardens and Whittier have their own separate municipal police departments and the City of Santa .Fe Springs is contracted to
be serviced by the Whittier Police Department. Each agency is comprised of a Chief of Police as the department head and
collectively have 5 Captains, 15 Lieutenants and 39 Sergeants. The agencies are authorized 231 sworn officers and 137 civilian
support staff. The Downey, Bell Gardens and Whittier Police Departments want to work in collaboration with the California
Department of Alcoholic Beverage Control to set up a comprehensive plan of education and enforcement operations at ABC
licensed establishments. In addition, there would be an educational component to combat the sale and availability of alcohol to

The Downey, Bell Gardens and Whittier Police Departments will Lisa grant monies to fund a comprehensive three part program that
focuses on education, prevention and enforcement. Through education, the departments will conduct roll call trainings for officers,
host presentations at local high schools and offer LEADS/RBS classes for ABC licensed establisk raents. The prevention component
of the program would consist of identifying problematic ABC licensed establishments and conduct IMPACT Inspections while taking
the time to explain concerns with the establishment operators. For the enforcement component of the program, agencies would utilize
ABC enforceirnent strategies such as Minor Decoy, and Shoulder Tap operations, Party Prevention and Dispersal Deployment,
Obviously Intoxicated Persons and other discretionary operations deemed suitable by the assigned ABC GAP Agent.

The Downey Police Department is comprised of 121 sworn officers and 62 civilian staff. The inission of
the Downey Police DepaitnienL is to preserve the peace and protect and serve all who live, work or travel
through in our city, Our department motto, "Our Community, Our Commitment" characterizes the position
we hold and our commitirient to the community we serve. Sworn personnel include Police Chief Carl
Charles, 2 Captains, 6 Lieutenants, 16 Sergeants and 96 Officers. The Downey Police Departrilent is
divided into 3 divisions, The Administrative Division consists of the Records Bureau, Information
Technology, Professional Standards/Training and the Special Enforcement Team. The Investigative
Division consists of the Detective Bureau and Forensics, Gangs, Vice and Narcotics. The Field Operations
Division consists of Patrol, Traffic Division, Accident Investigations and Parking Enforcement,
The community of Downey encompasses a densely populated area of 12.6 square miles with a robust
population of 113,242 residents. The demographic breakdown of Downey is 71% Hispanic, 18% White,
7% Asian and 4% African American.
The Bell Gardens Police Depaiti-nent is comprised of 51 sworn police officers and 25 civilian staff. Sworn
personnel consist of Police Chief Robert Barnes, I Captain, 4 Lieutenants, 8 Sergeants and 37 officers.
They provide policing services to a community of 42,757 residents. The demographic breakdown of Bell
Gardens is 96% Hispanic, 2.5% White, I% African American and .5% Asian.
The Whittier Police Department is a general law enforcement agency responsible for the delivery of a full
range of law enforcement services to the City of Whittier and contracted City of Santa Fe Springs. The
department is comprised of 121 sworn officers and 50 non-swom staff, The main police station facility is
located in Whittier, while a substation with law enforcement staffing is located in Santa Fe Springs. Sworn
Personnel include Police Chief Jeff Piper, 2 Police Captains, 5 lieutenants, 15 sergeants and 98 officers.
The Whittier Police Department covers the cornmunities of Whittier and Santa Fe Springs, which are both
contiguously connected. Both communities collectively encompass 23.5 square miles and serve a
combined residential population of 103,244. The demographic breakdown for Whittier is 66% Hispanic,
28% White, 4% Asian and 1% African American, The City of Santa Fe Springs demographic breakdown is
81% Hispanic, 12% White, 4% Asian and 2% African American.

The City of Downey currently has 119 On -Sale ABC licensed locations and 64 Off -Sale ABC licensed
locations, for a total of 183 licensed ABC establishnients. The City of Bell Gardens has 19 ABC licensed
On -Sale and 45 ABC licensed Off -Sale locations, for a total of 64 ABC licensed establishri-ients. The City
of Whittier has I I I On -Sale ABC licensed and 116 Off -Sale ABC licensed locations for a total of 227
licensed ABC establishments. The City of Santa Fe Springs currently has 25 On -Sale ABC licensed and 27
Off Sale ABC licensed locations for a total of 52 ABC licensed establishinents. The total number of On -
Sale and Off -Sale ABC licensed establishments combined forthe 3 police department'sjurisdictions and 4
cities they serve is 526 ABC licensed establishments.
2) Problem Statement
The Cities of Downey, Bell Gardens, Whittier and Santa Fe Springs are tasked with combatting the
ongoing negative impacts of alcoholic beverage related crinies within our jurisdiction& Several of these
negative impacts include, but are not limited to, ABC licensed establishinents failing to check proper and
legitimate identification of patrons, licensed establishments selling alcohol to minors, adults purchasing
alcohol for ininors, beer runs from establishments, underage drinking at house parties where alcohol is

some cases. These agencies routinely receive complaints from the public regarding nuisance activities,
public outside ABC licensed establishments and at city parks frequented by the youth. Bars within these
cominunities call police for patrons who get into fights or urinate in public in or around their
establishinents. With the increasing problems of homelessness, along with several of these homeless
receive frequent complaints of intoxicated homeless individuals loitering in or about public facilities, suc
as schools, parks and restroorns, In addition, the majority Hispanic/Latino populations of these
communities bring on another set of complex concerns related to c1n and language barriers 6
employees at ABC licensed facilities. To overcome these concerns, each agency will offer a LEADS/RRJB3
The following goals and objectives will be performed duxing Fiscal Year 2018-19 by the Downey Police
Department, Bell Gardens Police Department and Whittier Police Department:
(1) Representatives from each respective agency will attend the Grant Assistance Program conference
offered by ABC during the sunu-ner,
(2) Each Department will conduct an analysis of problem establis]-n-nents and target those locations
with ABC operations, utilizing GAP funds,
(3) Each department will prepare and disseminate (2) press releases, in cooperation with ABC, to
announce the project and later report progress and significant activities to the media,
(4) The Downey, Bell Gardens and Whittier Police Departil-tents will condLICt (4) roll-call/briefing
trainings for patrol officers.
(5) Detective Sergeant Paul Caniacho of the Bell Gardens Police Department will conduct (2) RBS
trainings for ABC licensed establishment employees each in Downey, Whittier, Santa Fe Springs
and Bell Gardens. Each city will have one presentation conducted in English and one in Spanish,
(6) Each department will conduct one-hour presentations at each of the high schools in their
respective jurisdictions. Downey Police will conduct (3) one -hour-long presentations at Downey

Detective Sergeant Paul Camacho of the Bell Gardens Police Department's Special Investigations UDit
(SIU) will be the Project Director for the grant. He will be responsible for managing the day-to-day
activities of the grant, including training, scheduling operations, coordinating meetings, monthly billing,
monthly reports and record keeping for ABC review, Detective Sergeant Camacho has authored and
overseen previous ABC GAP grants in the past and has extensive experience working with ABC. In
addition, five detectives of the Bell Gardens Police Department's Special Investigations Unit will be
utilized for grant operations. Lastly, Detective Sergeant Carnacho started his law eDforcement career as
an investigator with ABC and has an extensive background and knowledge in ABC related processes
and procedures,
Whittier Police will assign Detectives John King and Cynthia Lopez, of the departirient's Special
Enforcement Team (SET) to oversee their operations, scheduling, training and record keeping. Grant
operations and training will be conducted primarily by the SET team. Whittier investigators will be
supervised by Sergeant Wil Lawson, who will supervise %ittier PD's enforcement effbits.
Sergeant Terry Goeckner of the Downey Police Department will be responsible for GAP grant
operational activities for his agency. Sgt. Goeckrier will directly oversee operations, schedule activiti
and training and maintain record keeping for his department, Sergeant Terry Goeckner is assigned to
the Special Enforcement Team (SET) and will utilize officers from SET to assist with ABC operation
