Accept the Residential Street Lighting Upgrade Project, Capital Improvement Project No. 18-14 as complete; and 2. Approve the final construction contract amount of $129,383.79; and 3. Authorize the Public Works Director to file the Notice of Completion with the Los Angeles County Recorder's Office. xe-lablulkED As part of the City's Energy Action Plan (EAP), ongoing efforts are underway to reduce energy consumption through the conversion of roadway lighting to energy-efficient Light Emitting Diode (LED) technology. LED lights have significantly greater life expectancy and use at least 50% less energy compared to High Pressure Sodium Vapor (HPSV) and Metal Halide lights. In October 2017, the replacement city -owned roadway lighting fixtures began and approximately 603 HPSV fixtures were replaced with new LED fixtures. During the replacement of the street light fixtures, 46 existing fixtures in and adjacent to two residential areas west of Downey Avenue and south of Stewart and Gray Road and east of Paramount and south of Telegraph Road (see attached location map) were discovered to be high voltage (4,000 volts) series lighting circuits which needed to be converted to 240 volt systems in order to be compatible with the new LED lighting fixtures. LED fixtures can only be powered by 120 to 277 volt sources. • Pursuant to the City Council actions on January 9, 2018, staff proceeded with the implementation of the Residential Street Lighting Upgrade Project in the two aforementioned residential areas. Staff solicited quotes from Contractors for the lighting upgrade improvements and the City received five (5) bids ranging from $81,200 to $170,325. The lowest responsive and responsible bidder was Elecnor Belco Electric, Incorporated of Chino, California with a bid of $81,200. Subsequently, the City Manager executed a project contract agreement with Elecnor Belco Electric in a form acceptable to the City Attorney. N Capital • • Project No. 4 Residential • • Upgrade Project Acceptance • Project July 10, 2018 Project work commenced in February 2018 and was completed in May 2018. The lighting upgrade improvements consisted of the removal of existing HPSV lights and installation of new City -furnished LED lighting fixtures; abandonment/removal of existing and installation of new electrical conduits, conductors, and pull boxes; installation of new electrical service cabinets and coordination with Southern California Edison (SCE) for de -energizing and removal of the existing high-voltage service and the energizing of the new electrical service cabinets and painting of street light mast arms. The project resulted in over 470,000 kilowatts or approximately $60,000 in energy savings annually. The project is deemed complete and staff recommends that City Council accept the project as complete. 1 = I The final cost of the Residential Street Lighting Upgrade Project was $129,383.79, which included the cost of design, implementation of the lighting upgrade improvements, construction management, inspection, city -furnished materials, engineering and contract administration. Sufficient funds from the Lighting and Landscaping Assessment District (AD 121), Zone 1 Fund, in the amount of $190,000 were appropriated for this project under Account No. 23-4-5511 to cover the total project costs.
