That the City Council:
1 Award construction contract in the amount of $420,810 to CT&T Concrete Paving,
Incorporated for the Annual Miscellaneous Concrete Construction and Repairs
(Council Districts 1 and 3) and ADA Improvement Project (Citywide), Capital
Improvement Project No. 18-01, and
2 Authorize Transfer of $120,024 from Senate Bill 1 (SB1) funds budgeted in the FY
2018/19 Capital Improvement Program to cover the project cost shortfall; and
3. Authorize the Public Works Director to execute any change orders or additional
scope of work for this project deemed necessary or desirable up to the approved
project budget.
At its meeting of February 13, 2018, the City Council approved the plans and specifications and
granted authority to advertise for bids for the subject Annual Miscellaneous Concrete
Construction and Repairs and ADA Improvement Project. On May 31 and June 7, 2018,
respectively, this project was advertised in the Downey Patriot and published in various trade
publications. On June 21, 2018, the City Clerk received and publicly opened six (6) bids
ranging from $420,810 to $679,820 as shown on the attached bid summary. The lowest
responsive and responsible bidder was CT&T Concrete Paving, Incorporated of Diamond Bar,
California with a bid of $420,810. Staff reviewed the bid proposal and references provided by
CT&T Concrete Paving and found that said contractor has satisfactorily completed similar
projects for the Cities of Cypress, Riverside and West Hollywood. CT&T Concrete Paving's
State of California Contractor's License is "current and active". In addition, CT&T Concrete
Paving is registered with the California Department of Industrial Relations under the Public
Works Contractor Registration Program for Labor Compliance.
The work to be completed for this project consists of the miscellaneous concrete construction
and repairs in Council Districts 1 and 3 and ADA improvements citywide. Under this project,
approximately 330 locations will be repaired. The repair locations include the reconstruction of

approximately 16,150 square feet of sidewalk, 800 square feet of driveway approaches, 1,850
square feet of curb ramps, 5,050 linear feet of curb and gutter, 350 square feet of spandrel and
6,660 square feet of asphalt pavement.
Staff recommends that the City Council award a construction contract in the amount of
$420,810 to CT&T Concrete Paving, Incorporated for the construction of the Annual
Miscellaneous Concrete Construction and Repairs and ADA Improvement Project. Construction
is anticipated to begin in August 2018 and be completed in October 2018.
This project is categorically exempt from the provisions of the California Environmental Quality
Act (CEQA) under Section 15301(c), Existing Facilities.
FISCAL IMPACT
The total estimated cost of the project, including construction costs and contingencies; design;
contract administration; inspection; construction engineering and management services;
material testing; and tree work is $650,000.
Approximately $70,000 in Transportation Development Act (TDA) Article III funds in Account No.
25-1-6716, $200,000 in Senate Bill 1 (SB1) funds in Account No. 32-1-6716 and $200,000 in
Measure M funds in Account No. 57-1-6720 are available for this project in the FY 2018/19
Capital Improvement Program. Additional funds in the amount of $120,024 are required to
cover the total project cost. Therefore, staff recommends the transfer of $120,024 of SB 1 funds
from the FY 2018/19 Annual Miscellaneous Concrete Construction and Repairs Project in
Account No. 32-1-6761 to Account No. 32-1-6716 to cover the total project cost shortfall. The
Estimated Project Cost Summary is attached.
