APPROVE FRANCHISE AGREEMENTS FOR TOWING AND STORAGE SERVICES: Police. ADOPT RESOLUTION NO. 18- , A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY APPROVING A FRANCHISE AGREEMENT FOR TOWING AND STORAGE SERVICES WITH UNITED TOWING SERVICES, INC.; AND, ADOPT RESOLUTION NO. 18- , A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY APPROVING A FRANCHISE AGREEMENT FOR TOWING AND STORAGE SERVICES WITH TITAN TRANSPORTATION, INC. 2. REQUEST TO AMEND THE GENERAL PLAN LAND USE DESIGNATION AND REZONE PROPERTIES LOCATED AT 10221 AND 10303 DOWNEY AVE.: Community Development. ADOPT RESOLUTION NO. 18- , A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY DENYING A GENERAL PLAN AMENDMENT AND ZONE CHANGE, A REQUEST TO AMEND THE GENERAL PLAN LAND USE DESIGNATION TO LOW -MEDIUM DENSITY RESIDENTIAL AND REZONE TO R-2 (TWO-FAMILY RESIDENTIAL) NON -AGENDA PUBLIC COMMENT This portion provides an opportunity for the public to address the Council on items within the jurisdiction of the Council and not listed on the agenda. Pursuant to the Brown Act, no discussion or action, other than a brief response, referral to the City Manager/staff or schedule for a subsequent agenda, shall be taken by the Council on any issue brought forth under this section. CONSENT CALENDAR All matters listed on the Consent Calendar are to be approved with one motion unless a Council Member request an item be removed. Removed items will be considered following approval of the Consent Calendar. 3. APPROVE MINUTES: Special and Regular Meetings of June 26, 2018: City Clerk. 4. WARRANTS ISSUED: Warrant Nos. 324944 — 325299; and, Manual Wire number is 1708 — 1710; in the total amount of $2,404,978.15: Finance. 5. AWARD CONSTRUCTION CONTRACT IN THE AMOUNT OF $420,810, TO CT&T CONCRETE PAVING, INC. FOR THE ANNUAL MISCELLANEOUS CONCRETE CONSTRUCTION AND REPAIRS (COUNCIL DISTRICTS 1 AND 3) AND ADA IMPROVEMENT PROJECT (CITYWIDE); AUTHORIZE TRANSFER OF $120,024 FROM SENATE BILL 1 (SB1) FUNDS BUDGETED IN THE FY 2018119 CAPITAL IMPROVEMENT PROGRAM TO COVER THE PROJECT COST SHORTFALL; AUTHORIZE THE PUBLIC WORKS DIRECTOR TO EXECUTE ANY CHANGE ORDERS OR ADDITIONAL SCOPE OF WORK FOR THIS PROJECT DEEMED NECESSARY OR DESIRABLE UP TO THE APPROVED PROJECT BUDGET (CAPITAL IMPROVEMENT PROJECT NO. 18-01):Public Works. 6. ACCEPT THE RESIDENTIAL STREET LIGHTING UPGRADE PROJECT AS COMPLETE; APPROVE THE FINAL CONSTRUCTION CONTRACT AMOUNT OF $129,383.79; AND, AUTHORIZE THE PUBLIC WORKS DIRECTOR TO FILE THE NOTICE OF COMPLETION (CAPITAL IMPROVEMENT PROJECT NO. 18-14): Public Works. 7. APPROPRIATE $514,500 FROM MEASURE S FUNDS TO PURCHASE SEVEN (7) REPLACEMENT POLICE PATROL VEHICLES AND AUTHORIZE PROCUREMENT OF THE VEHICLES THROUGH AN INFORMAL BID PROCESS: Police. 8. APPROVE THE PROPOSED LEGAL FEE INCREASE BY RUTAN & TUCKER AND DIRECT THE CITY MANAGER TO SIGN THE LEGAL SERVICES LETTER AGREEMENT; AND, DIRECT THE CITY ATTORNEY TO EXPLORE OTHER COST-EFFECTIVE OPTIONS FOR THE PROVISION OF LEGAL SERVICES TO THE CITY: City Attorney. 9. APPROVE AN OPTION TO LEASE AGREEMENT BETWEEN THE COUNTY OF LOS ANGELES AND THE CITY OF DOWNEY, FOR THE DESIGN AND CONSTRUCTION OF A NEW MULTI- PURPOSE SPORTS COMPLEX FACILITY LOCATED AT 7631 AND 7651 GARDENDALE ST. WITHIN THE LOS ANGELES COUNTY RANCHO LOS AMIGOS SOUTH CAMPUS, AND AUTHORIZE THE MAYOR TO SIGN THE OPTION TO LEASE AGREEMENT: Community Development. 2 10. AUTHORIZE THE CITY MANAGER TO EXECUTE A MEMORANDUM OF UNDERSTANDING WITH THE LOS ANGELES COUNTY METROPOLITAN TRANSPORTATION AUTHORITY (MTA) FOR COLLECTING AND REPORTING DATA FOR THE NATIONAL TRANSIT DATABASE (NTD) FOR REPORT YEAR 2015: Parks & Recreation. 11. AUTHORIZE THE MAYOR TO EXECUTE AN AGREEMENT WITH GLOBAL LEARNING, INC. TO PROVIDE TRAINING SERVICES FOR THE ASPIRE AFTER-SCHOOL PROGRAM: Parks & Recreation. 12. APPROVE AGREEMENT WITH THE LOS ANGELES GATEWAY REGION INTEGRATED REGIONAL WATER MANAGEMENT JOINT POWERS AUTHORITY FOR COST SHARING FOR THE INSTALLATION OF MONITORING EQUIPMENT AND MONITORING PURSUANT TO THE HARBOR TOXIC POLLUTANTS TMDL; AUTHORIZE THE MAYOR TO EXECUTE THE AGREEMENT; AND AUTHORIZE THE CITY MANAGER TO EXECUTE ANY FUTURE AMENDMENTS: Public Works. 13. APPROVE A MONTH-TO-MONTH SERVICE AGREEMENT WITH NATIONWIDE ENVIRONMENTAL SERVICES A DIVISION OF JOE'S SWEEPING, INC.; AND, FORM A SUBCOMMITTEE TO EVALUATE THE CITY'S STREET SWEEPING, CATCH BASIN CLEANING AND RELATED SERVICES PROGRAM AND APPOINT TWO MEMBERS OF THE CITY COUNCIL: Administration. 14.
