Adopt Reso Adopting New Positions for FY 18-19TO: • •-A= •- AND MEMBERS OF • FROM: OFFICE OF - � BY: IRMA YOUSSEFIEH, DIRECTOR RESOUR 1ATE: JUNE 26,2012 Staff recommends that the City Council adopt the attached Resolution: • r • The City's Classification Plan is a system of consistent and uniform methodology for classifying positions and establishing compensation. This system is intended to support and facilitate understanding between management and employees regarding job expectations, provide a consistent and competitive review of qualifications for hiring and retention, and a structure for equitable compensation. The purpose of this report is to create the new positions of Assistant Civil Engineer l & II — Utilities and Code Enforcement Supervisor which are included in the FY 2018-2019 Budget. r •; At its meeting on April 10, 2018, the City Council adopted the new classification and compensation for Associate Civil Engineer — Utilities. The classification was created to highlight the distinct difference in duties between the existing Associate position in the Engineering Division and that of the Utilities Division. In a similar manner, the classifications of Assistant Civil Engineer I & II — Utilities are proposed (job specification attached). The positions will perform less complex projects, including preparation of bid documents and other paperwork related to projects, field investigation, and other duties, The positions are aimed to assist higher level Engineers within the Utilities Division based on volume and complexity of Utilities -related O&M and CIP projects, thereby allowing the focus on project and contract management. The positions are proposed to be at the same hourly pay ranges as the existing Assistant Civil Engineer I & II classifications in the Engineering Division which is $31.5682 to $39.1076 for Assistant Civil Engineer I and $33.7465 to $41.8062 for Assistant Civil Engineer II. The position is NEW POSITIONS IN THE FY 2018-19 BUDGET JUNE 26, 2018 PAGE 2 a flexibly staffed classification which enables the department to hire at any level based on budgeted funding and the candidate's skill set. The existing classification of Senior Code Enforcement Officer (job specification attached) is proposed to be upgraded to Code Enforcement Supervisor and compensation established at a proposed hourly range of $32.4853 to $40.2436 per hour. This is a 14.1 % increase to the base pay range over Senior Code Enforcement Officer and is based on internal alignment with other City supervisory classifications with similar scope of duties and responsibilities. The upgrade is proposed due to increased duties involving more direct Division oversight, including direct supervision of staff, administration of the budget, and knowledge of the industry. The salary and benefits costs of the Assistant Civil Engineer I & II Utilities classification funded at level I is approximately $121,430.83 and the added personnel cost for the upgrade to the Code Enforcement Supervisor classification is approximately $14,196.63. Funding to cover the costs is included in the FY 2018-2019 Budget. Positions in this class series are flexibly staffed and positions at the Assistant Civil Engineer 11 - Utilities level are normally filled by reclassification from the Assistant. Civil Engineer l - Utilities level. The Assistant Civil Engineer - Utilities classifications do not require the same level of design and project management responsibility as the Associate level. CLASS CHARACTERISTICS The AssistantCivil Engineer l - Utilities is the entry level class in the Utilities Civil Engineer series. This level is not expected to function with the same amount of work knowledge or skill level as other higher level positions. An Assistant Civil Engineer I Utilities exercises less independent discretion and judgment in matters related to work procedures and methods. Under general supervision, incumbents in this class are expected to learn the office and field operations of the department and assigned division, and perform assignments in the design, review and/or implementation of engineering plans, drawings, designs and studies. As experience is gained, assignments become more diversified and require the application of a growing body of technical engineering related knowledge. Assistant Civil Engineer II Utilities is the journey -level class in the Utilities Civil Engineer series. Incumbents perform more independently across a full range of technical engineering support duties, and exercise greater independent discretion and judgment in matters related to work procedures and methods. It is distinguished from the Assistant Civil Engineer 1 - Utilities level by the level of responsibility and complexity of projects assigned. The following examples are intended to describe the general nature and level of work performed by persons assigned to this classification. ASSISTANT CIVIL ENGINEER I & 11 - UTILITIES PAGE 2 Provide civil engineering assistance on water, sanitary sewer, storm water, and other Utilities Division related projects. Assist with solicitation, review, evaluation, and tracking of Utilities Division proposals, contracts, and agreements for compliance with City requirements and timely completion of projects. Review water, sewer, and storm drain improvement plans for City projects and proposed residential, commercial, and industrial developments for compliance with City standards, codes, and other applicable regulations. Prepare plans, diagrams, and sketches using computer aided drafting (CAD) and civil engineering drafting techniques. Assist with writing specifications, requests for proposals, and requests for qualifications for Utilities Division projects. Schedule and complete tasks in support of Utilities Division projects and verify tasks are being completed on schedule. Assist with coordinating and providing engineering and technical guidance to inspectors, consultants, contractors, vendors, other City departments, and agencies in support of Utilities Division projects and programs to ensure compliance with City requirements. Identify, research, gather, and analyze project design and program requirements including hydraulics, hydrology, existing utility and substructure plans, field data, materials, permitting, and other documents. Attend meetings and prepare meeting minutes. Prepare correspondence, graphs, and reports in support of Utilities Division projects and programs. Assist with coordination of video inspection and flow monitoring of sanitary sewer and storm water lines and compile and analyze data for design, operation, and maintenance purposes. Assist with conducting water, sanitary sewer, and storm water capacity assessments to identify potential hydraulic problems and other impacts resulting from proposed developments. Assist with coordination of pressure monitoring of water lines and compile and analyze data for design,_ operation, and maintenance purposes. ASSISTANT CIVIL ENGINEER I & II - UTILITIES PAGE 3 Perform civil engineering calculations and design work for new facilities and necessary improvements/modifications to existing utility systems. Assist coordination with contractors, consultants, developers, and property owners in interpreting and complying with construction, design, and other City requirements associated with City utilities. Assist with inspection of Utilities Division improvement projects for compliance with City and other applicable standards including, preparation of inspection reports, non- compliance letters, project punch lists, and incorporation of design revisions based on field conditions. Assist in compliance activities relating to NPDES and MS4 permit programs for the City's storm water management program. Receive and answer public inquiries. Maintain efficient and effective working relationships with professional staff, field personnel, consultants, and contractors. Perform other related duties as assigned. QUALIFICATIONS Any combination equivalent to experience and education that would likely provide the required skills, knowledge and abilities to successfully perform in the position would be qualifying. Atypical way to obtain the skills, knowledge and abilities would be: Education: Bachelor of Science degree in Civil Engineering or related field from an accredited four-year college or university. Possession of an Engineer in Training (EIT) Certificate from the State of California is desirable. State of California Water Distribution and/or Water Treatment Operator Certification is desirable. Experience: One (1)year of civil engineering experience related to potable water, recycled water, sanitary sewer, and storm water is required. An Assistant Civil Engineer l - Utilities may be considered for advancement to Assistant Civil Engineer 11 - Utilities after demonstrating proficiency to perform the full range of duties of the more experienced class. Typically, an Assistant Civil Engineer l - Utilities is expected to be capable of meeting the proficiency criteria within a two-year period, depending on an individual's education, prior experience, and progression in performing a full range of Assistant Civil Engineer 11 - Utilities duties. ASSISTANT CIVIL ENGINEER I & II - UTILITIES PAGE 4 Education: Bachelor of Science degree in Civil Engineering or related field from an accredited four-year college or university. Possession of an Engineer in Training'(EIT) Certificate from the State of California is desirable. State of California Water Distribution and/or Water Treatment Operator Certification is desirable. Experience: Three (3) years of civil engineering experience related to potable water, recycled water, sanitary sewer, and storm water is required. Knowledge of: Civil engineering principles, design standards, surveying, construction principles and practices, and regulations related to water, sewer, and storm water utilities; Computer-aided drafting (CAD); Geographic Information System (GIS), Microsoft Excel spreadsheets and graphing, Microsoft Word, recordkeeping; and principles of public relations. Ability to: Analyze and solve routine engineering problems by arriving at valid conclusions; prepare reports; communicate effectively in English both orally and in writing; supervise lower level staff and volunteers as assigned accept direction and training; perform civil engineering duties in the areas of water, sewer, and storm water utilities design. License Requirement: Due to the performance of field duties, the ability to operate a City vehicle may be required; therefore a valid California Class C Driver's License and acceptable driving record at time of appointment and throughout employment in the position is required. California Department of Motor Vehicle (DMV) Pull Notice System: An incumbent appointed to this position is subject to enrollment in the California DMV Pull Notice Program. The Pull Notice program provides information on the incumbent's driving record and Driver's License status on a periodic basis to the City of Downey. An employee assigned a City vehicle must acknowledge receipt and understanding of City Administrative Regulations covering the use of City vehicles. Work is primarily performed in an office environment that requires extended sitting, mobility in the field at construction sites with potential exposure to dangerous machinery and potential physical harm, ability to lift and carry up to 25 pounds, and perform other similar actions during the course of the workday. ATTACHMENT B CITY OF DOWNEY Date Adopted: 06/26/2018 Employment Status: Regular Full-time Unit Representation: DCEA — Miscellaneous Unit FLSA Status: Non -Exempt To supervise and oversee the day-to-day operations of the Code Enforcement Division of the Community Development Department. The following examples are intended to describe the general nature and level of work performed by persons assigned to this. classification. Plans, coordinates, directs, and reviews the work of staff assigned to conduct inspections and enforce City Codes and Ordinances and other requirements. Provides developmental opportunities and training to staff; counsels staff as needed. Personally responds to the more complex or sensitive complaints or inquiries; conducts inspections, develops recommendations, and takes enforcement actions as needed. Researches, develops and implements new programs for Code Enforcement staff. Develops, recommends and implements Code Enforcement policy and procedures, including citation and prosecution processes. Recommends and develops revisions for Municipal Codes. Confers with members of the public, developers, contractors, attorneys, homeowner associations, property managers, citizen groups, outside agencies and City staff to interpret codes and resolve problems. Attends a variety of meetings as the City representative or part of a team. Acts as lead for multi -agency investigation of complaints. Maintains up-to-date knowledge of Code Enforcement disciplines, policies, safety techniques and methods, codes, standards and regulations, applicable laws, and City goals, practices and policies. Provides technical code enforcement interpretations and advice to other City staff. Responds to inquiries from property owners, contractors, business owners and citizens groups; makes notifications of corrective actions required. Supervises thepreparationof Code Enforcement cases for legal action; provides CODE ENFORCEMENT SUPERVISOR PAGE 2 testimony for administrative hearings, City Council or Planning Commission hearings, and court proceedings. Researches property records and history information to resolve issues and complaints. Posts legal notices on property and may physically remove illegal signs. Perform other related duties as assigned. QUALIFICATIONS Any combination equivalent to experience and education that could likely provide the required skills, knowledge and abilities would be qualifying. A typical way to obtain the skills, knowledge and abilities would be: Education: High school graduate or equivalent, supplemented by specialized training in code enforcement. Experience: Five (5) years of responsible experience in the enforcement of municipal codes and ordinances, including extensive public contact including at least 2 years of supervisory experience. Knowledge of: Building techniques and procedures; investigative procedures of municipal ordinances which include health and safety codes, zoning, land use and public nuisance provisions; procedures used in training, supervising and evaluating assigned staff. Ability to: Effectively communicate orally and in writing; respond to the public complaints and inquiries in a courteous, tactful and firm manner; review, analyze and evaluate code enforcement cases and problems, and take effective action for their correction; train, supervise and evaluate assigned staff; testify at court hearings. License Requirement: Due to the performance of field duties which will require operation of a motor vehicle, a valid California Class C Driver's License is required, in addition toanacceptable driving record at the time of appointment and throughout employment. Possession of Peace Officer Standards and Training (POST) PC 832 Arrest, Search, and Seizure Certificate and California Association of Code Enforcement Officials (CACEO) Certified Code Enforcement Officer Certificate is required at the time of appointment.
