DIRECTOR • • DATE- JUNE 26, 2018 3; l• • • ''•' • •; • 1 • • c That the City Council adopt: On September 25, 2012, the City entered into an agreement with Southern California Edison Company (SCE) to participate in the Gateway Cities Energy Leader Partnership Program. Subsequently on January 14, 2014, the City entered into a similar agreement with the Southern California Gas Company (SCG). The purpose of the Partnership was for the City to receive additional benefits, such as having no cost third party audits at selected facilities, one-on-one technical support through the Partnership's technical assistance consultants, strategic planning support on energy efficiency and sustainability, and marketing/outreach materials for the community. The City also receives incentive rebates for energy efficiency projects implemented at City facilities. Other cities that are members of this partnership currently include Norwalk, Lynwood, and South Gate. Since entering into this agreement, the City has received an enhanced level of incentives for participation in various SCE energy efficiency programs resulting in advancement from the starting "Valued Partner Level" to the "Platinum Level". This re -categorization will provide increased financial incentives on all energy saving projects and programs the City chooses to implement in the future. Adopt SCE Resolution For Gateway Cities -• .•- Partnership June 26, 2018 The original agreement with SCE expired on June 30, 2013. Since then, three Amendments were approved by City Council with the last SCE Amendment expiring June 30, 2017. The City was recently notified that SCE has requested adoption of a Resolution instead of an Agreement or Amendment. SCE is making revisions to the Energy Leader Partnership Program and they anticipate new contracts will be ready to roll out sometime next year. In order for the City to continue in the Partnership the attached Resolution must be adopted. Staff recommends City Council adopt the attached Resolution. FISCAL IMPACT No fiscal impact from partnership program activities Attachments: • Resolution N M• • RESOLUTION OF • OF OF DOWNEY DECLARING SUPPORT FOR AN ENERGY PARTNERSHIP BETWEEN SOUTHERN i iN COMPANY AND THE CITY TO BE KNOWN WHEREAS, the Energy Leader Partnership (ELP) supports "energy efficiency" initiatives, policies, and construction standards in order to ensure that our communities follow and encourage sustainable practices and desires, among other things, to work with Southern California Edison Company ("SCE") to accomplish these goals; and WHEREAS, local demand for electricity has grown, and "itis expected that demand for electricity will continue to grow in the near future to support a growing population and economy; and WHEREAS, residents and businesses spend` significant amounts for energy, it makes economic sense and good public policy to encourage energy efficiency in the City of Downey and our community; and WHEREAS, energy efficiency programs enhance our environment by improving air quality, reducing greenhouse gases and other pollution, and conserving natural resources; and WHEREAS, it is vital for our community to keep spending locally and to encourage innovations in the way we behave, build, and incorporate energy into our everyday business and personal lives; and WHEREAS, there is a growing movement within California communities and businesses to improve everyday practices and create more sustainable and "greener" cities; and WHEREAS, the community of the City of Downey seeks to promote innovative methods and state-of-the-art technologies used in the design and construction of new residential and commercial buildings within the City of Downey, in order to bring energy and natural resource consumption in line with our sustainability goals. •Wo THEREFORE; THE CITY COUNCIL OF OF DOWNEY DOES RESOLVEHEREBY f • SECTION NO. 1. That the aboverecitations are true and correct. SECTION NO. 2. That the City of Downey designates Director of Public Works or designee to implement the mission of the ELP. SECTION NO. 3. That the City of Downey supports a commitment to sustainable practices through energy efficiency, and will provide leadership and guidance in promoting, facilitating, and instituting such practices in the region. SECTION NO. 4. That the City of Downey supports and endorses the City of Downey ELP an effective method to help meet long-term regional economic and environmental goals. SECTION NO. 5. That the City of Downey will name one or more individuals to the partnership working group that will review progress regularly with SCE. SECTION NO. 6. That the City of Downey with the assistance of SCE, will identify and support implementing the suite of programs and projects within the City of Downey municipal facility and community energy efficiency and sustainability goals.
