THE POLICE DEPARTMENT

The Police Department operates by use of their own independently operated radio system on
channels for which the City holds the FCC licenses. The radio broadcasts are done over a
conventional analog VHF radio network.
Much of the City's radio infrastructure is antiquated and produces a limited signal especially when
personnel are outside of the City boundaries. With the increased need for interoperability with
other cities and jurisdictions, it is imperative that radio communications are improved.
To assist the department in assessing options and need, the City of Downey solicited a Request for
Formal Proposals (RFP) for Next Generation Radio System Strategic Plan Consultant Services. In
June of 2017, Televate, LLC, was awarded the contract.
At the conclusion of the project, Televate determined subscribing to one of the two Los Angeles
County regional networks; the Interagency Communications Interoperability System (ICI), or the
Los Angeles Regional Interoperable Communications System (LA-RICS), was best suited for
Downey public safety agency communications. Furthermore, Televate recommended the City
invest in the current Legacy equipment as a back-up plan.
In order for the Police Department to join a regional network and meet the recommendations fro
Televate, new dispatch consoles must be purchased. The dispatch center currently has five wo
stations that utilize the Motorola Centracom Elite Dispatch radio consoles. These consoles andil
software are antiquated and at the end of 2018 will no longer be supported by Motorola for
servicing or software updates. In addition, these radio consoles would not operate under either 0.
the Los Angeles County regional network options.

This updated equipment would provide the department with the best possible radio
communications available.

The first phase of replacing antiquated radio equipment for better radiocommunications was
authorized by the City Council in February of 2018. This included the purchase of 160 new
portable and 61 new mobile units to replace the existing obsolete units for the Police Department
and Code Enforcement Division personnel. In addition, upgraded software for existing radios was
approved as was the purchase of 11 additional M5 Coban video mobile data computers.
Staff has extensively researched various types and brands of dispatch radio consoles in the market
including Motorola, AVTEC and Zetron. When researching these consoles, we needed to find a
console that is compatible with ICI or LA -RIGS radio systems as the infrastructure for these
systems is Motorola based. These systems will allow for other consoles to connect to the Motorola
system, however, no other consoles have been able to do so as of yet. This has been confirmed
during meetings we have had with representatives from AVTEC, Motorola, ICI and LA-RICS.
Because the AVTEC and Zetron consoles are not able toconnectto the ICI or LA -RIGS systems,
no quotes were obtained as they currently do not have a product that meet our requirements. In
addition, if a user was to use a console other than Motorola, they would be required to pay
licensing fees. The licensing fees are estimated at $16,000 per work station for a total of $80,000.
Additionally, the department derives further savings by purchasing Motorola consoles because
extensive training to learn a completely different system is not necessary. Even if a different
console was eventually able to connect to the regional radio systems, these added costs would
negate most if not all savings by using a company other than Motorola.
As such, the Police Department has determined that the Motorola Solutions MCC 7500 IP Dispatch
Consoles are the sole consoles that currently fit our needs.
Procurement of the dispatch radio consoles would be best accomplished through an informal and
sole -source process through Motorola.
FISCAL IMPACT
Purchase of the radio dispatch consoles would be funded through Measure S proceeds.

Motorola Solutions, Inc. ("Motorola") appreciates the opportunity to provide the City of Downey quality
communications equipment and services. Motorola's project team has taken great care to propose a solution to
address your needs and provide exceptional value.
Motorola is proposing an IP -based dispatch solution for the City of Downey Police Department to provide seamless
connectivity for the PD's dispatch operators and field personnel to the ICI radio system. The solution is based on
Motorola MCC 7500 Dispatch Console, a high -tier, mission -critical, IP -based radio dispatch console system featuring
an intuitive, easy-to-use Graphical User Interface (GUI). Motorola is also proposing APX 7500 Crlette to provide
backup communications in case of link failure to the ICI Master Site.
This proposal is subject to the attached terms and conditions, and shall remain valid for a period of 90 days from the

MCC 7500 Dispatch Console is Motorola's high -tier, mission -critical, IP -based radio dispatch console system

consists of five (5) MCC 7500 Dispatch Consoles (and associated peripheral hardware), which are going to replace

The solution will rely on Ethernet links provided by City for backhaul connectivity. The Ethernet links provided by the
City must meet the bandwidth, latency, jitter and packet loss specified by Motorola in order to provide the optimal
performance of the system. City is responsible to ensure the Ethernet link requirements are met for the system.
The following are the Ethernet requirements that must he met:
* 1 OOkbps bandwidth required per talk path
* 30ms or less network throughput delay
* 5ms or less jitter
* 0.1 % or less packet loss
• 10ms differential delay between any two subsite/prime site links

Personal Computer (PC)
The personal computer included with the console position is Windows-based, and certified bwMotorola tVensure
that the dispatch software, voice cards, and secure cards are properly installed and configured.
Headset Jack
The dispatch console supports two headset `aoks, both puoh-to-ta|k(PTT) and oon-PTT-mneh|edfor simultaneous use
by the dispatch operator and a supervisor. The headset jack contains two volume controls for the separate
adjustment mfreceived radio and telephone audio.
Headset
The proposed headset consists of two elements. The headset base includes an audio amplifier, a push -to -talk switch,
and a long cord that connects with the dispatch console. The headsettop consists of the earpiece and microphone,
enwell aoeshort cable that connects 6othe headset base.
Voice Processor Module (NPM)
The secure %PK4provides vonndingand audio processing for the dispatch console, and also serves euthe hub for
the console's speakers, microphone, footswitch, headset jacks, and recorders.

The telephone/headset port allows the connection ofonexternal telephone tothe dispatch console, allowing the

Two audio speakers have been included with each console position and can be configured to transmit audio from a
specific talkgroup or set of talkgroups. Each speaker is a self-contained unit, with individual volume controls and can
bnplaced unadesktop, urmounted onurack urcomputer display.

recorder, and redirects the audio for those monitored channels to the logging recorder.

The control station comes with an antenna system that includes transmit/receive antenna and RIF cabling.
2.5 DESIGN ASSUMPTIONS
• Motorola's MCC 7500 subsystem design requires City of Downey to provide two (2) EthernBt links from the
Glendale Master site to the City of Downey PD dispatch center. City of Downey is responsible to provide,

Verint Logger. It is City's responsibility to work with Vorint to getthe existing logger configured for P25
recording.

3.2 PROJECT SCHEDULE

Detailed Design Review, and then reviewed and approved by City.
3.3 ACCEPTANCE TEST PLAN
System Acceptance of the proposed solution will occur upon successful completion of a Functional Acceptance Test
Plan (FATP), which will test the features, functions, and failure modes for the installed equipment in order to verify
thatthe solution operates according to its design. This plan will validate that City's solution will operate according to
its design, and increase the efficiency and accuracy of the final installation activities.A detailed FATP will be
developed and finalized during the Design Review.

rights of either Party.

If either Party fails to perform a material obligation under this Agreement. the other Party may consi er
the non-performing Party to be in default (unless a Force Majeure causes the failure) and may assert a
default claim by giving the non-performing Party a written and detailed notice of the default. Except for a
default by Customer for failing to pay any amount when due under this Agreement which must be cured
immediately, the defaulting Party will have thirty (30) days after receipt of the notice of default to either
cure the default or, if the default is not curable within thirty (30) days, provide a written cure plan. The
defaulting Party will begin implementing the cure plan immediately after receipt of notice by the other
Party that it approves the plan. If Customer is the defaulting Party, Motorola may stop work on the project
until it approves the Customer's cure plan. If the non-performing Party fails to cure the default, the
performing Party may terminate any unfulfilled portion of this Agreement and recover damages as
permitted by law and this Agreement,
12.1. Motorola will defend at its expense any suit brought against Customer to the extent it i:

This Exhibit A Software License Agreement ("Agreement") is between Motorola Solutions, Inc.,
("Motorola"), and M ("Licensee").
For good and valuable consideration, the parties agree as follows:
Section I DEFINITIONS
1.1 "Designated Products" means products provided by Motorola to Licensee with which or for which
the Software and Documentation is licensed for use.
1.2 "Documentation" means product and software documentation that specifies technical and
performance features and capabilities, and the user, operation and training manuals for the Software
(including all physical or electronic media upon which such information is provided).
1.3 "Open Source Software" means software with either freely obtainable source code, license for
modification, or permission for free distribution,

Software is licensed.
1.5 "Primary Agreement" means the agreement to which this exhibit is attached.
1.6 "Security Vulnerability" means a flaw or weakness in system security procedures, design,

exploited) and result in a security breach such that data is compromised, manipulated or stolen or the
system damaged.

properly and in accordance with the Documentation and this Agreement, will be free from a reproducible
defect that eliminates the functionality or successful operation of a feature critical to the primary
functionality or successful operation of the Software. Whether a defect occurs will be determined by
Motorola solely with reference to the Documentation. Motorola does not warrant that Licensee's use of
the Software or the Designated Products will be uninterrupted, error -free, completely free of Security
Vulnerabilities ' or that the Software or the Designated Products will meet Licensee's particular
requirements, Motorola makes no representations or warranties with respect to any third party software
included in the Software.
6.2 Motorola's sole obligation to Licensee and Licensee's exclusive remedy under this warranty is to
use reasonable efforts to remedy any material Software defect covered by this warranty. These efforts
will involve either replacing the media or attempting to correct signcant, demonstrable program or
documentation errors or Security Vulnerabilities. If Motorola cannot correct the defect within a reasonable
time, then at Motorola's option, Motorola will replace the defective Software with functionally -equivalent
Software, license to Licensee substitute Software which will accomplish the same objective, or terminate
the license

6.3. Warranty claims are described in the Primary Agreement.
