SCHINDLER,DIRECTOR • • r • DATE: r SUBJECT: MEMORANDUM OF UNDERSTANDING BETWEEN THE COUNTY OF LOS ANGELES AND THE CITY OF DOWNEY FOR THE POTENTIAL REDEVELOPMENT OF • That the City Council authorize the City Manager to execute a Memorandum of Understanding with the County of Los Angeles, Community Development Commission, for the potential development of 11269 Garfield Avenue Downey, CA (American Legion Hollydale Post #723). r . • • Over the past year, the City of Downey (City), Office of Supervisor Hahn,the County of Los Angeles Community Development Commission (CDC), and American Legion Hollydale Post #723 (American Legion) have been in communication regarding the potential redevelopment of the current American Legion site at 11269 Garfield Avenue Downey, CA. The site is owned by the County of Los Angeles and leased by the American Legion. The goal is to explore the creation of housing for veterans. The proposed housing would serve homeless and low -to -moderate income veterans. The housing development model would incorporate wrap-around services through partnerships with veteran service organizations addressing: mental health, physical therapy, substance abuse, food, nutrition, healthcare, work readiness, job training, job placement, peer mentoring, counseling, referral services, and other appropriate services for our veteran community. It's envisioned that the veteran's housing project would keep the American Legion name, provide ample space along with other amenities for the American Legion and other veteran serving organizations. Upon receiving City Council's authorization to execute this MOU, CDC staff will then agendize this same item for the Los Angeles County Board of Supervisor's approval. The execution of a Memorandum of Understanding by both parties will provide the first step in the potential redevelopment of the site. Specifically, the City, CDC, and the Supervisor's Office will collaborate in the drafting of a Request for Proposal to solicit development proposals for the site that meet the vision of the Supervisor's Office, CDC, and City. This progress will be shared with the American Legion, Supervisor's Office, and City Council. It's anticipated this process will take 6-9 months. Selecting a developer and project financing will also be brought back for City Council and Board of Supervisor approval. FOR THE POTENTIAL REDEVELOPMENT OF THE AMERICAN LEGION SITE JUNE 12, 2018 FISCAL IMPACT Costs will be incurred to solicit relocation consultant services to assess potential future relocation options forthe American . • • - costs will notexceed $9,000, and will •- billed to Communi Development Department account number 10-5910-0440. 1 Attachments: "A" — Memorandum of Understanding by and between the County of Los Angeles ' acting through the Community Development Commission and the City of Downey • a THE COUNTY OF LOS ANGELES, an This Memorandum of Understanding ("MOU") is entered into this - day of 2018, by and between the County of Los Angeles, a body corporate and politic ("County"), acting activated pursuant to Part 1.7 of Division of the Health and Safety Code ("Commission") and the City of Downey, a municipal corporation and charter city ("City"). The County and City are collectively referred to herein as "Parties" and individually as a "Party." WHEREAS, the County, acting through the Commission, desires to explore the possibility of developing the County -owned site located at 11269 Garfield Avenue in the City of Downey ("Project Site") as affordable housing, including a minimum of 50% of the units being set aside for homeless households; WHEREAS, the City is interested in assisting the County in exploring the development of affordable housing, including a minimum of 50% of the units being set aside for homeless households, at the Project Site; WHEREAS, at the _ meeting, the Los Angeles County Board of Supervisors ("Board") delegated authorityto the Commission to act on County's behalf to explore the potential development of the Project Site for affordable housing and authorized the Commission to enter into this MOU on behalf of County; WHEREAS, at the meeting, the City's City Council directed the City to assist the County in exploring the potential development of the Project Site for affordable housing and authorized the City Manager to enter into this MOU; and WHEREAS, the Parties desire to enter into this MOU to define the terms of cooperation and to identify the respective roles and responsibilities of the Parties in collaborating on exploring the development of affordable housing at the Project Site. Prepare and issue the Request for Proposals (RFP) for the potential development of affordable housing at the Project Site, in collaboration with the City as provided in Section 5a below, provided that the RFP remains a document of the County subject to the County's final approval. b. Oversee the proposal evaluation and selection of a qualified applicant. As part of this process, County will assemble an RFP evaluation team which will include one City representative. C. Prepare the Agreement to Negotiate Exclusively, Right to Enter and, if and when successful negotiations have been completed with the developer and environmental review has been completed, the Development and Disposition Agreement. a.
