The Police Department operates by use of their own independently operated radio system on
channels for which the City holds the FCC licenses. The radio broadcasts are done over a
conventional analog VHF radio network.

Formal Proposals (RFP) for Next Generation Radio System Strategic Plan Consultant Services. In
June of 2017, Televate, LLC, was awarded the contract.
In order for the Police Department to join a regional network and meet the recommendations from
Televate, new dispatch consoles must be purchased. The dispatch center currently has five work
stations that utilize the Motorola Centracom Elite Dispatch radio consoles. These consoles and
software are antiquated and at the end of 2018 will no longer be supported by Motorola for
servicing or software updates. In addition, these radio consoles would not operate under either of
the Los Angeles County regional network options.
This updated equipment would provide the departments with the best possible radio
communications available.

authorized by the City Council in February of 2018. This included the purchase of 160 new
portable and 61 new mobile units to replace the existing obsolete units for the Police Department
and Code Enforcement Division personnel. In addition, upgraded software for existing radios was
approved as was the purchase of 11 additional M5 Coban video mobile data computers.
Staff has extensively researched various types and brands of dispatch radio consoles available in
the market including Motorola,_AVTEC and Zetron. The infrastructure for ICI is Motorola based.
While the system would allow for other consoles to connect to the Motorola system, no other
consoles have been able to do so as of yet. In addition, if a user was using a console other than
Motorola, they would have to pay licensing fees to Motorola in order to be able to connect to the
system. This would negate most if not all savings by using a company other than Motorola. As
such, the Police Department has determined that the Motorola Solutions MCC 7500 IP Dispatch
Consoles would best fit the needs of the Police Department.
Procurement of the dispatch radio consoles units would be best accomplished through an informal
and sole -source process.
FISCAL IMPACT
Purchase of the radio dispatch consoles would be funded through Measure S proceeds.
