VARIOUS LOCATIONS

That the City Council:
Accept the Traffic Signal Upgrades at Various Locations, Capital Improvement Project
(CIP) Nos. 14-21 through 14-26 and 15-15, as complete; and
2. Approve the final construction contract amount of $1,867,557.07; and
3. -Authorize Transfer of $162,748 from Measure R Local Return funds budgeted in the
FY 2017/18 Capital Improvement Program in Account No. 56-1-7828 to Account Nos.
56-1-6704, 56-1-6705, 56-1-6706, 56-1-6707, 56-1-6708, 56-1-6709, and 56-1-7718 to
cover the total project cost shortfall; and
4. Authorize the Interim Director of Public Works to file the Notice of Completion with the
Los Angeles County Recorder's office.
In 2012, City applied for and was awarded $962,000 grant funding through the federal Highway
Safety Improvement Program (HSIP) Cycle 5 for traffic signal upgrades at the intersections of
Florence Avenue at Old River School Road-Tecum Road, Bellflower Boulevard at Foster Road,
Woodruff Avenue at Foster Road, Firestone Boulevard at Woodruff Avenue, Lakewood
Boulevard at Florence Avenue and Imperial Highway at Downey Avenue in order to implement
traffic safety enhancements at these locations (CIP Nos. 14-21 through 14-26). Similarly, in
2013, City applied for and was awarded $247,200 grant funding through the HSIP Cycle 6 for
traffic signal upgrades at the intersections of Paramount Boulevard at 3rd Street, 5th Street and
7th Street (CIP No. 15-15) in order to implement traffic safety enhancements at these locations.
On January 12, 2016, the City Council approved plans and specifications for the Traffic Signal
Upgrades at Various Locations Project for the aforementioned nine intersections, Capital
Improvement Project Nos. 14-21 through 14-26 and 15-15 and granted authority to advertise for
bids. On May 10, 2016, the City Council awarded a construction contract to Elecnor Belco
Electric, Inc.

In September 2016, preliminary utility potholing work was started to explore utility clearances for
the new traffic signal pole foundations and subsequently traffic sign poles were ordered in
December 2016 by Elecnor Belco Electric. On March 27, 2017, work commenced and was
completed on April 20, 2018. The traffic signal upgrades included traffic signal phasing
modifications, replacement of traffic signal equipment such as poles, mast arms, vehicle and
pedestrian indications, pedestrian push buttons, conduits, pull boxes, wiring, controllers, and
emergency vehicle pre-emption devices; safety light conversions to LED luminaries, installation
of video camera detection systems, furnish and installation of new battery back-up systems,
reconstruction of a concrete cross gutter and curb ramps, and incidental signage and striping
replacement.
In addition to the traffic signal upgrades noted above, the traffic signals at the following
intersections were modified in terms of their operation to provide fully -protected left -turn phasing
in the directions as specified: Florence Avenue at Lakewood Boulevard (all four directions),
Firestone Boulevard at Woodruff Avenue (eastbound and westbound directions), Bellflower
Boulevard at Foster Road (northbound and southbound directions). Also, the traffic signal at the
intersection of Imperial Highway at Downey Avenue was modified to provide protected -
permissive left -turn phasing in the eastbound and westbound directions and the signal
operations at the intersections of Paramount Boulevard at 3rd Street, 5th Street and 7th Street
were modified to provide protected -permissive left -turn phasing in the northbound and
southbound directions. The signal operations at the 3rd Street and 5th Street intersections on
Paramount Boulevard were also modified such that traffic in the eastbound and westbound
directions moves independently of each other (i.e., split -phased).
During construction, additional work beyond the original scope of the project deemed necessary
resulted in four (4) contract change orders. The additional work included, but was not limited to,
furnishing and installing new traffic signal gear per the revised signal plans, additional
emergency vehicle pre-emption detectors and detector cable, three new dual meter electrical
service cabinets, and new conduit across Florence Avenue west of Lakewood Boulevard;
removal and disposal of existing concrete foundation, rerouting of conduit in conflict with new
foundation, installation of new pedestrian push button post and button, rerouting existing fiber
optic line and conduit from existing traffic signal controller cabinet to new cabinet location, and
completion of traffic signal phasing & equipment changes and additional potholes for utilities not
shown on plans.
The project is deemed complete and staff recommends that City Council accept the project as
complete.

The final cost of the construction contract, including the base contract amount, net increase in
contract quantities, and four (4) contract change orders is $1,867,557.07. The total project final
cost is $2,346,424.50, which includes the cost of design, construction, inspection, contract
administration, construction engineering, material testing and procurement of city -furnished
material.
Gas Tax Funds in the amount of $99,125 were previously expended on the project in FY
2013/14 through FY 2015/16. Grant funds, in the amount of $1,412,013, were expended in FY
2016/17 and FY 2017/18. Measure R Local Return funds, in the amount of $514,482, were
expended in FY 2016/17 and $158,268 of said funds are budgeted in the FY 2017/18 Capital
Improvement Program. Additional funds in the amount of $162,748 are required to cover the
total project cost. Therefore, staff recommends the transfer of $162,748 of Measure R Local
Return funds from FY 2017/18 Capital Improvement Program in Account No. 56-1-7828 to
Account Nos. 56-1-6704, 56-1-6705, 56-1-6706, 56-1-6707, 56-1-6708, 56-1-6709, and 56-1-
7718 to cover the total project cost shortfall. Project cost summary is attached.
The city will be reimbursed for the estimated amount of $106,500 by the City of Bellflower for
their share of the project costs for the traffic signal upgrades at the intersections of Woodruff
Avenue at Foster Road and Bellflower Boulevard at Foster Road.
