1. ZONE TEXT AMENDMENT FOR CREATION OF A BIOMEDICAL OVERLAY ZONE: Community

2. AMENDMENT TO THE MUNICIPAL CODE TO ADOPT LANGUAGE ADDRESSING MINOR
COMMERCIAL RECREATION USES: Community Development.
INTRODUCE ORDINANCE NO. 18- , AN ORDINANCE OF THE CITY COUNCIL OF
THE CITY OF DOWNEY AMENDING VARIOUS SECTIONS OF ARTICLE IX OF THE
MUNICIPAL CODE REGARDING DEFINITIONS, VARIOUS ZONE USES, AND PARKING
REGULATIONS RELATED TO MINOR COMMERCIAL RECREATION USES.
3. LIGHTING AND LANDSCAPING DISTRICT, ASSESSMENT DISTRICT 121, FISCAL YEAR 2018-
2019: Public Works.
ADOPT RESOLUTION NO. 18- , A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF DOWNEY CONFIRMING LIGHTING AND LANDSCAPING ASSESSMENT
DISTRICT 121 FOR FISCAL YEAR 2018-2019.

CONSENT CALENDAR
All matters listed on the Consent Calendar are to be approved with one motion unless a Council Member request an item be
removed. Removed items will be considered following approval of the Consent Calendar.
4. WARRANTS ISSUED: Warrant Nos. 324030 — 324609; Payroll Wire Nos. 30003753 and 30003758
— 30003761; and, Manual Wire numbers are 1698 — 1706; in the total amount of $15,390,398.17:

5. ACCEPT THE TRAFFIC SIGNAL UPGRADES AT VARIOUS LOCATIONS, AS COMPLETE;
APPROVE THE FINAL CONSTRUCTION CONTRACT AMOUNT OF $1,867,557.07; AUTHORIZE
TRANSFER OF $162,748 FROM MEASURE R LOCAL RETURN FUNDS BUDGETED IN THE FY
2017/18 CAPITAL IMPROVEMENT PROGRAM IN ACCOUNT NO. 56-1-7828 TO ACCOUNT
NOS. 56-1-6704, 56-1-6705, 56-1-6706, 56-1-6707, 56-1-6708, 56-1-6709, AND 56-1-7718 TO
COVER THE TOTAL PROJECT COST SHORTFALL; AND, AUTHORIZE THE INTERIM
DIRECTOR OF PUBLIC WORKS TO FILE THE NOTICE OF COMPLETION (CAPITAL
IMPROVEMENT PROJECT (CIP) NOS. 14-21 THROUGH 14-26 AND 15-15): Public Works.
6. APPROPRIATE $650,000 FROM MEASURE S FUNDS TO PURCHASE AND UPGRADE
DISPATCH RADIO CONSOLES FOR THE POLICE DEPARTMENT VIA A SOLE SOURCE BID
PROCESS: Police.
7. APPROVE PROFESSIONAL SERVICES AGREEMENT WITH J G BAUTISTA CONSULTING
FOR ON-CALL PROFESSIONAL ENGINEERING CONSULTING SERVICES; AUTHORIZE THE
MAYOR TO EXECUTE THE AGREEMENT; AND, AUTHORIZE THE CITY MANAGER TO
EXECUTE ANY AND ALL AMENDMENTS TO THE AGREEMENT AS DEEMED NECESSARY:

8. AUTHORIZE THE CITY MANAGER TO EXECUTE A MEMORANDUM OF UNDERSTANDING
WITH THE COUNTY OF LOS ANGELES, COMMUNITY DEVELOPMENT COMMISSION, FOR
THE POTENTIAL DEVELOPMENT OF 11269 GARFIELD AVENUE DOWNEY, CA (AMERICAN
LEGION HOLLYDALE POST #723): Community Development.
9. APPROVAL OF PARCEL MAP NO. 73791 (11434 —11444 DOWNEY AVENUE): Public Works.
ADOPT RESOLUTION NO. 18- , A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF DOWNEY APPROVING PARCEL MAP NO. 73791: Public Works.
10. RATIFY THE DONATION OF ONE FOURSOME OF GOLF AT THE RIO HONDO GOLF COURSE
IN SUPPORT OF THE SOROPTOMIST INTERNATIONAL OF DOWNEY FUNDRAISER: Mayor
Pro Tem Rodriguez.
11. APPROVE THE DONATION OF ONE FOURSOME OF GOLF AT THE RIO HONDO GOLF CLUB
IN SUPPORT OF THE DOWNEY CHAMBER OF COMMERCE ANNUAL FUN ON THE
FAIRWAYS GOLF TOURNAMENT TO HELD ON JUNE 20, 2018, AT THE RIO HONDO GOLF
CLUB: Council Member Pacheco.
12. AUTHORIZE THE CITY OF DOWNEY TO HOLD A SEPTEMBER 11TH REMEMBRANCE EVENT
AT THE VETERAN'S MEMORIAL AT CITY HALL: Mayor Pro Tem Rodriguez.

ADJOURNMENT: In memory of Staff Sgt. Conrad A. Robinson, 36, of Los Angeles, California while
supporting Operation Joint Guardian; Baltimore County Police Department Officer Amy Caprio, 29, who
was killed in the line of duty; Dickson County Sheriff's Department Sgt. Daniel Baker, 32, who was
killed in the line of duty; Chicago Fire Department firefighter, Juan Bucio, 46, who died in the line of
duty; Joseph Quintero, who succumbed to his injuries during an incident in the City of Downey; and,
Milton Blumenthal, 102, father of David Blumenthal, Downey City employee.
