This system is intended to support and facilitate understanding between management and employees regarding job expectations, provide a consistent and competitive review of qualifications for hiring and retention, and a structure for equitable compensation. A review of the duties, responsibilities, and qualifications forthe classifications of Police Dispatch Supervisor and Fire Communications Center Supervisor was recently conducted for a determination on similar work, as a composite of skill, effort, and responsibility. As a result, staff recommends that compensation for the position of Fire Communications Center Supervisor be aligned with Police Dispatch Supervisor based on similar work performed by the incumbents. In addition, it was found that the job title of Senior Police Dispatch Supervisor was incorrectly linked to Police Dispatch Supervisor. Updated job specifications for the positions of Police Dispatcher Supervisor and Fire Communications Center Supervisor are attached with non -substantive changes. The current range for Fire Communications Center Supervisor, effective May 7, 2018, is $32.4853 to $40.2436. To align compensation with the current range for Police Dispatch CLASS SPECIFICATIONS FOR POLICE DISPATCH SUPERVISOR AND FIRE COMMUNICATIONS CENTER SUPERVISOR AND ESTABLISHING COMPENSATION MAY 8, 2018 PAGE 2 Supervisor results in approximately a 5.7% increase and the new range of $34.3286 to $42.5269 for Fire Communications Center Supervisor. The positions remain appropriately designated as non-exempt in accordance with the Federal Labor Standards Act (FLEA) and there are no changes to unit representation for either position. FISCAL IMPACT Sufficient funding is allocated in the approved Fiscal Year -2017-2018 Fire Department; budget for the personnel cost increase of approximately $1,775.36. ATTACHMENTS Resolution Attachment A - Class Specification for Fire Communications Center Supervisor Attachment B - Class Specification for Police Dispatch Supervisor 2 i ii • ' i i • r • i • • i• WHEREAS, the Fiscal Year 2017-2018 budget includes funding for one full-time non- exempt Fire Communications Center Supervisor in the Fire Department, WHEREAS, the pay range for Fire Communications Center Supervisor is determined to require alignment with the pay range for the classification of Police Dispatch Supervisor due to similar work, as a composite of skill, effort, and responsibility, WHEREAS, to maintain the City's Classification Plan, compensated positions in the classified service of the City require a classification specification that includes employment standards and qualifications, WHEREAS, the need to correct the job title assigned to pay code 06-270 for Senior Police Dispatch Supervisor to Police Dispatch Supervisor is necessary. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF DOWNEY DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. The classification specifications for Police Dispatch Supervisor and Fire Communications Center Supervisor, attached hereto, and by this reference are hereby adopted. SECTION 2. Supervise the day-to-day operation of the Fire Communications center. Supervise the answering of telephones and routing of calls to proper agencies where emergency help is needed; assure prompt response to emergency calls and dispatch of appropriate personnel and equipment needed to handle emergencies in the field. Prepare and supervise the preparation of reports, logs and records necessary to the operation. Coordinate and supervise the communications equipment maintenance program including contractors, vendors, repair services and others. Report all radio equipment and frequency problems to appropriate service groups, follow up to ensure repair is completed. Attends frequency coordination meetings as required. Keeps all radio licensing current. Keep current on newest technology for 9-1-1 and Communications Center. Attends 9- 1-1 meetings and obtain reimbursable state funds for 9-1-1 related cost. Supervise the day-to-day personnel assignments including scheduling, time reporting, vacations, sick leave, etc. Plan, coordinate and makes personnel shift assignments and schedules prepare and keep records of employee attendance and leaves. Participate in the interviewing, selection and training of personnel. Appraise and evaluate the performance and efficiency of subordinate personnel. Handle complaints or grievances and participate in the counseling and disciplining of employees. FIRE COMMUNICATIONS CENTER SUPERVISOR PAGE 2 Communicate with Assistant fire Chief and Battalion Chief regarding procedures, problems, changes in policy,- etc. Perform the duties of a Communications Operator as needed or as circumstances dictate. Participate in the budgetary process. Perform otherrelated' duties as assigned. Any combination equivalent to experience and education that could likely provide the required skills, knowledge and abilities would be qualifying. A typical way to obtain the skills, knowledge and abilities would be: Experience: Three (3) years of experience in public safety emergency` switchboard and/or radio communications. Education: High school diploma or equilvent Knowledge of: Emergency communications equipment and procedures; office procedures and operation of two-way radio,switchboard and computer terminal; principles of personnel administration including employee supervision and training; Ability to: Supervise and direct subordinate Communications Operators using tact and effective techniques use common sense; react and think clearly in emergency situations working with speed and accuracy; record oral information legibly and accurately; speak with clear enunciation in a well modulated voice; show good judgment in processing emergency calls for proper response; deal effectively with the public over the telephone, and establish and maintain effective working relationships with subordinate staff and fellow employees.
