IMPROVEMENT PROJECT NO. 16-10 — ACCEPTANCE OF PROJECT
That the City Council:
1. Accept the Lakewood Boulevard (Florence Avenue - Gardendale Street) Street
Lighting Improvement Project, Capital Improvement Project No. 16-10, as complete;
and
2. Approve the final construction contract amount of $528,308.81; and
3. Authorize the Public Works Director to file the Notice of Completion with the Los
Angeles County Recorder's office.
As part of the City's Energy Action Plan (EAP), ongoing efforts are underway to reduce energy
consumption through the conversion of roadway lighting to energy-efficient Light Emitting Diode
(LED) technology. LED lights have significantly greater life expectancy and use at least 50%
less energy compare to High Pressure Sodium Vapor and Metal Halide lights.
Pursuant to City Council actions on September 27, 2016 and March 14, 2017 staff proceeded
with the implementation of the Street Lighting Improvement Project on Lakewood Boulevard
from Florence Avenue to Gardendale Street in two phases due to limited funding. The
improvements included converting overhead street lights and decorative pedestrian safety lights
along the subject portion of Lakewood Boulevard from their existing metal halide lights to energy
efficient LED lighting. The improvements also included painting the existing traffic signal, street
and pedestrian light poles, equipment cabinets and bollards an Anthracite Grey color to match
the poles and -other amenities on Lakewood. Boulevard between Florence Avenue and Gallatin
Road and at Telegraph Road.

Project work commenced in July 2017 and was completed in February 2018. The work
included, but is not limited to, the following:
• Procurement of lighting fixtures, retrofit lighting material and pull boxes;
Removal of 248 decorative pedestrian safety light poles (every other pole);
• Replacement of 136 existing 400 -watt metal halide overhead street light fixtures with
new 165 -watt LED fixtures;
• Retrofitting of 307 existing 100 -watt metal halide pedestrian safety light fixtures with new
30 -watt LED fixtures;
• Retrofitting of 20 existing 100 -watt metal halide bollard fixtures with new 30 -watt LED
fixtures;
• Painting of approximately 81 existing street light poles, 384 decorative pedestrian safety
light poles and bases, traffic signal poles, mast arms and vehicle and pedestrian heads
at 14 signalized intersections, 14 traffic signal controller cabinets, 33 electrical service
cabinets, 30 bollards, etc. with the aforementioned grey color.
The removal of every other decorative pedestrian safety light pole and the conversion of the
street and pedestrian lighting to LED technology were completed by in-house staff from the
Public Works Maintenance Division. The repainting of the existing street light poles and other
amenities was completed through contract services through an informal bidding process.
The project resulted in over 470,000 kilowatts or approximately $60,000 in energy savings
annually. The project is deemed complete and staff recommends that City Council accept the
project as complete.
The final cost of the Lakewood Boulevard Street Lighting Improvement Project is $528,308.81,
which includes the cost of design, implementation of the improvements, construction
management, inspection, city -furnished materials, engineering and contract administration.
Sufficient funds, in the amount of $869,875, are programmed for this project in the FY 2017-18
Capital Improvement Program under Account Nos. 23-1-7828 and 56-1-7828 to cover the total
project costs.
