• 632-3C - AWARD CONSTRUCTION CONTRACT
RECOMMENDATION
That the City Council:
1. Award construction contract, in the amount of $2,981,400.00, to Sully -Miller
Contracting Company for the Lakewood Boulevard Improvement Project, Phase 3C,
from Gallatin Road to Telegraph Road, under Cash Contract No. 632-3C, and
2. Authorize Transfer of $70,000 from Water funds budgeted in the FY 2017/18 Capital
Improvement Program in Account No. 51-1-8674 to Account No. 51-1-7802 to cover
the project cost shortfall for water improvements; and
3. Appropriate $1,000,000 in reimbursable Los Angeles County Metropolitan
Transportation Authority (Metro) 1-710 Early Action Measure R grant funds to cover
the total project costs; and
4 Authorize the Public Works Director to execute any change orders or additional
scope of work for this project deemed necessary or desirable up to the approved,
project budget.
At its meeting of February 13, 2018, the City Council approved plans and specifications and
granted authority to advertise for bids for the Lakewood Boulevard Improvement Project, Phase
3C. On March 8, 2018 and March 15, 2018, respectively, this project was advertised in the
Downey Patriot and published in various trade publications. On April 17, 2018, the City Clerk
received and publicly opened six (6) bids ranging from $2,981,400.00 to $4,543,110.00 as
shown on the attached bid summary. The lowest responsive and responsible bidder is Sully -
Miller Contracting Company with a bid of $2,981,400.00. Staff reviewed the bid proposal and
references provided by Sully -Miller Contracting Company and found that said contractor has
satisfactorily completed similar projects for the City of Downey and numerous other Cities such
as Hesperia, Torrance and Costa Mesa. Sully -Miller Contracting Company's State of California
Contractor's License is "current and active" and they are registered with the California
Department of Industrial Relations under the Public Works Contractor Registration Program for
Labor Compliance.

The work to be performed under the Lakewood Boulevard Improvement Project, Phase 3C
generally consists of the following improvements:
• Minor street widening to provide three travel lanes in each direction in order to increase
vehicle capacity and throughput;
Construction of new concrete sidewalks, curbs, gutters, curb ramps and miscellaneous
concrete surfaces to create an inviting path for pedestrians;
Median island modifications to close an existing opening in order to enhance traffic
safety as well as the extension of the southbound left -turn pocket at the Gallatin Road
intersection to provide additional storage capacity;
Installation of emergency vehicle access point within the existing median island north of
Gallatin Road to enable emergency vehicles to cross the median when necessary to
access the other side of Lakewood Boulevard;
Landscaping in the center median islands and parkways, similar to the landscaping
scheme implemented along prior project phases south of Gallatin Road, to improve the
aesthetics of the corridor. The existing trees will remain in-place with the exception of
few due to median island modifications for extended left turn pocket;
Pavement rehabilitation of existing asphalt concrete pavement;
• Installation of decorative LED street lighting within the center median islands and LED
ornamental pedestrian sidewalk lighting within the parkways to further enhance safety
and aesthetics;
Construction of potable water system improvements consisting of replacement and
installation of new fire hydrants, new copper water service lines, replacement of old
water meters with new remote -read water meters, and abandonment and replacement of
old water mains with new mains;
• Construction of a recycled water main to conserve the City's groundwater supply by
using recycled water in lieu of groundwater for irrigation of landscaped medians and
making recycled water available for use at upcoming developments in the area;
Construction of a bioswale for storm water retention and infiltration in the westerly
parkway of Lakewood Boulevard;
• Construction of an underground infiltration basin at Dennis the Menace Park for
Lakewood Blvd stormwater and dry weather flow capture ,
• Construction of recycled water irrigation main and retrofit of irrigation system at Dennis
the Menace Park.
Installation of bus stop shelters, trash receptacles and entry monument sign.
Staff recommends that the City Council award a construction contract, in the amount of
$2,981,400.00, to Sully -Miller Contracting Company, for the Lakewood Boulevard Improvement
Project, Phase 3C. Construction is anticipated to begin in May 2018, and be completed in
September 2018.

The total estimated cost of the project, including constructioncosts and contingencies, design, -
city -furnished material, construction, inspection, materials testing, construction engineering and
project management is $4,560,000.00.
Approximately $2,740,000 in Metro 1-710 Early Action Measure R grant funds in Account No.
26-1-7802 and $750,000 in Water funds in Account No. 51-1-7802 are available for this project.
Additional funds in the amount of $1,070, 000 are required to cover the total project cost. From
this amount an additional $1,000,000 in Metro 1-710 Early Action Measure R grant funds was
recently requested from and approved by the 1 -710 Technical Advisory Committee (TAC) on
April 18 , 2018, pending final approval by the Metro Board. The remaining $70,000 will be
funded through the transfer of $70,000 Water funds currently appropriated in the FY 2017/18
Capital Improvement Program in Account No. 51-1-8674 to Account No. 51-1-7802 through this
City Council action. The project cost summary is attached.
