This system is intended to support and facilitate understanding between management and employees regarding job expectations, provide a consistent and competitive review of qualifications for hiring and retention, and a structure for equitable compensation. The purpose of this report is to create the position of Associate Civil Engineer Utilities which is an upgrade from Assistant Civil Engineer I. This upgrade was funded in the approved budget for Fiscal Year 2017-2018, but was inadvertently not reflected in the Organizational Chart for the Public Works Department Utilities Division. During the Fiscal Year 2017-2018 budget review process it was determined that the Utilities Division was in need of a position at the Associate level in order to restructure duties and responsibilities to meet the operational needs of the Public Works Utilities Division. Upgrading the existing Assistant Civil Engineer I to an Associate Civil Engineer — Utilities would better represent the higher level of technical knowledge and ability necessary to execute professional engineering design principles and Division construction and operation project coordination. It was determined that a separate class specification for Associate Civil Engineer - Utilities was necessary to highlight the distinct difference in duties between the existing Associate position in the Engineering Division and that of the Utilities Division functions. CLASS SPECIFICATION AND ESTABLISHED COMPENSATION FOR THE POSITION OF ASSOCIATE CIVIL ENGINEER - UTILITIES DIVISION APRIL 10, 2018 PAGE 2 The hourly salary range proposed for the position is $35.3836-$43.8342 ($6,133.07 $7,597.83/monthly) which is the same range currently in effect for Associate Civil Engineer in the Engineering Division. The position remains designated as non-exempt (subject to overtime) and appropriately represented by the Downey City Employees' Association (DCEA) — Miscellaneous Unit. Sufficient funding is allocated in the approved Fiscal Year 2017-2018 Public Works Department budget for the personnel cost increase of approximately $15,202 in the Utilities Division. ATTACHMENTS Resolution Exhibit A - Class Specification — Associate Civil Engineer - Utilities 2 • i • RESOLUTION OF THE CIT• OF OF DOWNEY ADOPTING THE CLASSIFIC" •N SPECIFICATION AND ESTABLISHING COMPENSATON FOR POSITION i ASSOCIATE WHEREAS, the Fiscal Year 2017-2018 budget includes funding for one full-time non- exempt Assistant Civil Engineer I position in the Utilities Division of the Public Works Department, WHEREAS, the position of Assistant Civil Engineer I is upgraded to a non-exempt Associate Civil Engineer - Utilities classification to be more reflective of the scope of duties and responsibilities being performed, WHEREAS, to maintain the City's Classification Plan, compensated positions in the classified service of the City require a classification specification that includes employment standards and qualifications, WHEREAS, the classification of Associate Civil Engineer - Utilities is determined to be appropriately represented by the Downey City Employees' Association — Miscellaneous Unit with pay established at the same range as currently in effect for Associate Civil Engineer. NOW, i -,o THE CITY COUNCILOF OF DOWNEY DOES HEREBY RESOLVE • i SECTION 1. The classification specification for Associate Civil Engineer- Utilities, attached hereto, and by this reference is hereby adopted. SECTION 2. The Fiscal Year 2017-18 budget is changed to reflect one full-time Assistant Civil Engineer I upgraded to Associate Civil Engineer— Utilities with sufficient funding in the Utilities Division of the Public Works Department. SECTION 3. The Associate Civil Engineer = Utilities Division represents the second level in the Civil engineering professional job family. This job requires knowledge and ability to execute professional engineering design principles and standards, construction cost analyses, and engineering field measurement and data collection practices. The Associate Civil Engineer job class differs from the Senior Civil Engineer class as it does not require the same level of design and project management responsibility. The following examples are intended to describe the general nature and level of work performed by persons assigned to this classification. Serve as Project Engineer on water, sanitary sewer, storm water, and other Utilities Division related projects. Solicit, review, evaluate, and track Utilities Division proposals, contracts, and agreements for compliance with City requirements and timely completion of projects Assist with the planning, design, operation and maintenance of the City's Utilities Division infrastructure and programs. Review water, sewer, and storm drain improvement plans for City projects and proposed residential, commercial, and industrial developments for compliance with City standards, codes, and other applicable regulations. Prepare plans, diagrams, and sketches using computer aided drafting (CAD) and civil engineering drafting techniques. Write specifications, requests for proposals, and requests for qualifications for Utilities Division projects. ASSOCIATE CIVIL ENGINEER- UTILITIES DIVISION PAGE 2 Schedule and complete tasks in support of Utilities Division projects and verify tasks are being completed on schedule. Coordinate with, and provide engineering and technical guidance to inspectors, consultants, contractors, vendors, other City departments, and agencies in support of Utilities Division projects and programs to ensure compliance with City requirements. Identify, research, gather, and analyze project design and program requirements including hydraulics, hydrology, existing utility and substructure plans, field data, materials, permitting, and other documents. Prepare meeting agendas, attend and conduct meetings, and prepare meeting minutes. Prepare correspondence, graphs, and reports in support of Utilities Division projects and programs. Coordinate video inspection and flowmonitoring of sanitary sewer and storm water lines and compile and analyze data for design, operation, and maintenance purposes. Conduct water, sanitary sewer, and storm water capacity assessments to identify potential hydraulic problems and other impacts resulting from proposed developments Coordinate pressure monitoring of water lines and compile and analyze data for design, operation, and maintenance purposes. Perform civil engineering calculations and design work for new facilities and necessary improvements/modifications to existing utility systems. Coordinate with and assist contractors, consultants, developers, and property owners in interpreting and complying with construction, design, andotherCity requirements associated with City utilities. Inspect Utilities Division improvement projects for compliance with City and other applicable standards including, preparation of inspection reports, non-compliance letters, project punch lists, and incorporation of design revisions based on field conditions. Assist in compliance activities relating to NPDES and MS4 permit programs for the City's storm water management program. Monitor project expenses and ensure compliance with approved project budget. Draft City Council agenda memorandums, ordinances, and resolutions. Maintain efficient and effective working relationships with professional staff, field personnel, consultants, and contractors. ASSOCIATE CIVIL ENGINEER - UTILITIES DIVISION PAGE 3 Perform other related duties as assigned.:, DESIRABLE QUALIFICATIONS Any combination of education, training, and experience that would likely provide the knowledge, skills, and abilities to successfully perform in the position is qualifying. A typical way to obtain the skills, knowledge and abilities would be: Experience: Four (4) years of professional civil engineering experience related to potable water, recycled water, sanitary sewer, and storm water including two years in a public agency in a supervisory capacity. Education: A Bachelor's degree in Civil Engineering or related field from an accredited four-year college or university. Possession of Engineer In Training (EIT) Certificate or Professional Engineering (PE) license from the State of California is preferred. State of California Water Distribution and/or Water Treatment Operator Certification is desirable. Knowledge of: Civil engineering principles, design standards, surveying, construction principles and practices, and regulations related to water, sewer, and storm water utilities; Computer-aided drafting (CAD); Geographic Information System (GIS), Microsoft Excel spreadsheets and graphing, Microsoft Word; supervisory techniques recordkeeping; legal descriptions; and principles of public relations. Ability to: Analyze and solve difficult engineering problems by arriving at valid conclusions; communicate effectively in English both orally and in writing; effectively present issues and recommendations before the public; supervise and maintain effective working relationships. License Requirement: Due to the performance of field duties, the ability to operate`a City vehicle may be required; therefore a valid California Class C Driver's License and acceptable driving record at time of appointment and throughout employment in the position is required. California Department of Motor Vehicle (DMV) Pull Notice System: An incumbent appointed to this position is subject to enrollment in the California DMV Pull Notice Program. The Pull Notice program provides information on the incumbent's driving record and Driver's License status on a periodic basis to the City of Downey. An employee assigned a City vehicle must acknowledge receipt and understanding of City Administrative Regulations covering the use of City vehicles. PHYSICAL TASKS AND ENVIRONMENTAL CONDITIONS Work is primarily performed in an office environment that requires extended sitting, mobility in the field at construction sites with potential exposure to dangerous machinery and potential physical harm, ability to lift and carry up to 25 pounds, and perform other similar actions during the course of the workday.
