At its meeting of January 23, 2018, the City Council approved plans and specifications and granted authority to advertise for bids for the Slurry Seal Project District 2. On March 1, 2018 and March 8, 2018, respectively, this project was advertised in the Downey Patriot and published in various trade publications. On March 22, 2018, the City Clerk received and publicly opened five (5) bids ranging from $228,212.60 to $299,403.20 as shown on the attached bid summary. The lowest responsive and responsible bidder is Doug Martin Contracting Company, Incorporated with a bid of $228,212.60. Staff reviewed the bid proposal and references provided by Doug Martin Contracting Company and found that said contractor has satisfactorily completed similar projects for the City of Downey and numerous other Cities such as Walnut, Seal Beach and Loma Linda. Doug Martin Contracting Company's State of California Contractor's License is "current and active" and they are registered with the California Department of Industrial Relations under the Public Works Contractor Registration Program for Labor Compliance. A total of 45 street segments in City Council District 2, covering a total of approximately 6.9 centerline miles (36,508 linear feet) of roadway have been identified for this project. The street segments and limits are shown on the attached Project Street List and Project Location Map. The work to be performed under the Slurry Seal Project District 2 generally consists of sealing cracks in the asphalt pavement, applying emulsified Type II slurry seal coat to the pavement surface; replacement of traffic striping, pavement markings, and raised pavement markers; and all necessary related work. Some street segments also require the removal and replacement of Capital Improvement Project No. 18-03 Slurry Seal Project District 2 — Award Construction Contract April 1 asphalt pavement at certain locations, which will be handled independently of this project by City maintenance crews prior to application of the slurry seal. Staff recommends that the City Council award a construction contract, in the amount of $228,212.60, to Doug Martin Contracting Company, for the Slurry Seal Project District 2. Construction is anticipated to begin in May 2018, and be completed in June 2018. This project is categorically exempt from the provisions of CEQA under Section 15301(c), Existing Facilities. The total estimated cost of the project, including construction costs and contingencies, design, inspection, construction engineering, and contract administration, and asphalt patching, is $250,000 as shown in the Estimated Project Cost Summary on the following page. Sufficient funds, in the amount of $250,000, are programmed for this project in the FY 2017-18 Capital Improvement Program under Account No. 32-1-6718 to cover the total project costs. The funding source is Senate Bill (SB) 1 funds.
