That the City Council
1. Accept the Imperial Highway Traffic Signal Communication System, and Upgrades
Project from Old River School Road to the East City Limit, Capital Improvement
Project No. 14-17, as complete; and
2. Approve the final construction contract amount of $490,374.77; and
3._ Authorize the Public Works Director to file the Notice of Completion with the Los
Angeles County Recorder's office.
In 2009, the city applied for and was successful in securing grant funds from the Los Angeles
County Metropolitan Transportation Authority (Metro) Call for Projects for a project to expand
the traffic signal communication system along Imperial Highway, as well as upgrade the existing
traffic signals at various intersections to enhance traffic operations, safety and surveillance
capabilities along Imperial Highway from Old River School Road to the East City Limit.
On May 10, 2016, the City Council approved plans and specifications for the Imperial Highway
Traffic Signal Communication System, and Upgrades Project, Capital Improvement Project No.
14-17 and granted authority to advertise for bids. Additionally, the City Council authorized staff
to procure the city -furnished materials for the project. On February 14, 2017, the City Council
awarded a construction contract to Elecnor Belco Electric, Incorporated.

On May 15, 2017, work commenced and was completed on February 28, 2018. The project
included the construction of fiber-optic communication infrastructure on Imperial Highway
between Bellflower Boulevard and the San Gabriel River (east city limit); installation of video
detection cameras at eight (8) signalized intersections along Imperial Highway and traffic signal
upgrades at the Woodruff Avenue/ Imperial Highway and Paramount Boulevard / Imperial

Highway intersections in order to bring the traffic signal equipment into compliance with the
California Manual of Uniform Traffic Control Devices (CAMUTCD) standards as well as enhance
traffic safety and operations at these intersections; installation of miscellaneous communications
equipment at signalized intersections to enable two-way communication with the city's Traffic
Management Center (TMC) located at the City Hall; and integration of the new communications
system with the City's TMC for remote monitoring of traffic signal operations.
During construction, additional work beyond the original scope of the project deemed necessary
resulting in two (2) contract change orders. The additional work included but was not limited to,
furnish and install LED luminaires; furnish and install new controller cabinet and pedestrian push
button at Woodruff Avenue/ Imperial Highway intersection, re-establish fiber link from the hub at
Imperial Highway /Lakewood Boulevard intersection to the TMC, supply and program ten(10)
Ethernet Switches to replace outdated equipment; troubleshoot connectivity and network issues
at Brookshire Avenue /Imperial Highway and Old River School Road/ Imperial Highway
intersections.
The project is deemed complete and staff recommends that City Council accept the project as
complete.
The final cost of the construction contract, including the base contract amount, net increase in
contract quantities, and two (2) contract change orders is $490,374.77. The total project final
cost is $815,725.28, which includes the cost of design, construction, inspection, city -furnished
materials, engineering and contract administration. The project cost was covered by Los
Angeles County Metropolitan Transportation Authority (Metro) Call for Projects and Metro
Proposition "C" Local Return funds. Project cost summary is attached.
