VED BY CITY MANAGER TO: HONORABLE MAYOR ASHTON AND MEMBERS OF THE CITY COUNCIL • OFFICE OF MOHAMMAD MOSTAHKAMI,• OF i RESOLUTION GRANTING ADMINISTRATIVE AUTHORITYFOR • OF CHANGE ORDERS FOR PROJECTS AWARDED UNDER THE INFORMAL BIDDING • RECOMMENDATION That the City Council: ADOPT_ RESOLUTION OF • OF OF DOWNEY BIDDINGGRANTING ADMINISTRATIVE AUTHORITY FOR THE APPROVAL OF CHANGE ORDERS FOR PROJECTS AWARDED UNDER THE INFORMAL -•: Pursuant to Article XI I "Fiscal Administration", Section 1211 "Contracts on Public Works" of the City Charter and Resolution No. 12-7315, the Public Works Department is currently authorized to award construction contracts through an informal process up to an amount of $23,000. The department is occasionally required to complete work through issuance of a change order, particularly extra work- - during the course of - project work.Currently,- - is no administrative authority for the approval of change orders under the existing informal bidding procedures/regulations without City Council approval. In order to assure timely project completion and avoid costly project delays, granting administrative authority for approval of change orders up to the established maximum amount of $23,000 under informal bidding procedure is recommended. Adoption of the attached Resolution would grant authority to the Public Works Director t approve change orders for projects awarded under the informal bidding procedure. FISCAL IMPACT Attachments: • Attachment "A" Resolution RESOLUTION OF THE CITY COUNCILOF THE CITY OF DOWNEY GRANTING ADMINISTRATIVE AUTHORITY FOR THE APPROVAL OF CHANGE ORDERS FOR PROJECTS AWARDED UNDER THE INFORMAL BIDDING • WHEREAS, pursuant to Downey City Charter Section 1211 and Resolution No. 12-7315 the Public Works Department is currently authorized to award construction contracts through an informal bidding process up to $23,000 in dollar amount; and WHEREAS, the Public Works Department occasionally is required to complete work under the basis of a change order, particularly extra work items which may arise on a capital improvement project; and WHEREAS, the Public Works Director currently has no administrative authority to approve change orders under the existing informal bidding procedures/regulations NOW, THEREFORE, COUNCIL DOES HEREBY RESOLVE, • • SECTION 1. The City Council authorizes the Public Works Director to approve change orders for projects awarded under the informal bidding procedure up to the maximum amount of $23,000 for informal bids or as modified by resolution of the City Council. SECTION 2. The City Clerk shall certify to the adoption of this Resolution. APPROVED AND ADOPTED this 27th day of March, 2018.
