ADOPTING THE SIDEOF
DOWNEY AND THE r•ASSOCIATION (JANUARY 1,
t DECEMBER 31, 2016)
WHEREAS, on February 9, 2017, the City Council of the City of Downey adopted
Resolution No. 17-7690 for the purpose of adopting the Memorandum of Understanding (MOU)
between the City and the Downey Firemen's Association (DFA); and
Subsequent to the adoption of the MOU, the City of Downey and the DFA agreed to
changes to the MOU that are reflected in a Side Letter of Agreement between the City and the
DFA ("Side Letter Agreement") attached hereto as Exhibit A and incorporated herein by this
reference.
THEREFORE, t OF OF DOWNEY DOES
RESOLVEHEREBY FOLLOWS:
SECTION 1, The Side Letter of Agreement attached hereto as Exhibit A is approved
and adopted.
SECTION 2. The Side Letter of Agreement amends the MOU between the City of
Downey and the DFA.
SECTION 3. The City Clerk shall certify to the adoption of this resolution.

SIDE LETTER OF AGREEMENT
TO THE 2015-2016 MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF
DOWNEY AND THE DOWNEY FIREMEN'S ASSOCIATION
EFFECTIVE: UPON CITY COUNCIL APPROVAL
This side letter memorializes an agreement reached between the City of Downey
("City") and the Downey Firemen's Association ("DFA") to change the 2015-2016
Memorandum of Understanding ("MOU") entered into between the City and DFA. All Other
terms and conditions of the existing MOU shall remain in full force and effect. The changes
Tt6fnjA���: The Fire Chief shall have the authority and discretion to designate
and/or remove any Fire Captain as a 40 -Hour Training Coordinator. The Fire Chief may
designate only one (1) Fire Captain. The Chief will also have the authority to establish job
requirements and duties for the assignment of the 40 -Hour Training Coordinator. A Fire
Captain designated and assigned as the 40 -Hour Training Coordinator shall receive five and
one-half percent (5.5%) as additional compensation above his regular rate of pay while being
assigned as the Training Coordinator. Removal from the assignment of Training Coordinator
shall not be considered disciplinary action. The 40 Hour Training Coordinator is a three (3)
year commitment. The 40 Hour Training Coordinator is required at all times for the success of
the Department.
