SUBJECT: SALARY RANGE ADJUSTMENTS FOR FIRE CHIEF
Staff recommends that the City Council adopt the attached Resolution:

City management representatives recently completed labor negotiations for successor
Memoranda of Understanding covering wages, benefits and other mandatory subjects of
bargaining with the Downey Fire Management Association (DFMA). Per City Council
Resolution No. 5290, the Management Performance Compensation Plan, provides that
cost -of -living (COLA) increases granted to management employees will be no less than that
granted to the rank and file employees in their respective departments.
DISCUSSION
As part of the City Council's approval, Senate Bill (SB) 1436 signed by Governor Brown on
August 23, 2016; mandates that effective January 1, 2017, local agencies report out certain
information before changing the compensation or benefits of their "executives". Under this
law, legislative bodies for agencies must orally report a summary of a recommendation for
changes in salaries or benefits before voting for the changes. The votes must be taken in
the open session portions of the meetings.
The negotiated MOU with the DFMA provide for three across-the-board (COLA) range
adjustments during the term of the agreement (January 1, 2017 to December 31, 2019) as
follows: a 2% increase in Year 1; a 2% increase in Year 2; and, a 3% increase in Year 3.
The current monthly salary range for the positon of Fire Chief is $13,725.97 to $16,745.67,
The new monthly salary ranges proposed for the position of Fire Chief to correspond with
the range increases provided to the DFMA are as follows:

$14,274.99 to $17,415.49 - Effective the pay period that included February 27, 2018
$14,703.24 to $17,937.95- Effective the pay period that includes January 1, 2019
All other benefits payable to the positon of Fire Chief are in accordance with Resolution No
16-7633.
FISCAL IMPACT
The salary range adjustment increases personnel costs by approximately $3,100 in Fiscal
Year 2017-18. This cost is included in the Fiscal Year 2017-18 budget. The salary range
adjustment increases personnel costs by approximately $11,200 in Fiscal Year 2018-19.

WHEREAS, City Council Resolution No. 5290, the Management Performance
Compensation Plan, includes that any cost -of -living (COLA) increase granted to management
employees will be no less than that granted to the rank and file employees in their respective
departments; and
WHEREAS, on February 13, 2018, the City Council adopted the successor
Memorandum of Understanding with the Downey Fire Management Association that includes
across-the-board salary range increase adjustments in a three-year agreement (January 1,
2017 to December 31, 2019) as follows: 2% in Year 1; 2% in Year 2; and, 3% in Year 3.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF DOWNEY DOES
HEREBY RESOLVE AS FOLLOWS:
SECTION 1. The City establishes the following monthly salary ranges for the position of
Chief of Police::
Effective Date Salary Range
Pay Grade: 04-098: February 26, 2018 $14,274.99 to $17,415.49
December 31, 2018 $14,703.24 to $17,937.95
SECTION 2. This Resolution hereby supersedes any previously adopted Resolution
establishing compensation for the position of Fire Chief.
SECTION 3, The City Clerk shall certify to the adoption of this resolution.
