That the City Council:
1. Approve the submittal of an application for the 2017 Mobile Source Air Pollution
Reduction Review Committee (MSRC) Local Government Partnership Program to fu
the installation of six electric vehicle charging stations at various City locations; and I
2. ADOPT A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE A
CONTRACT, AMENDMENTS AND RELATED DOCUMENTS PERTAINING TO TH
RECEIPT AND USE OF 2017 MSRC LOCAL GOVERNMENT PARTNERSHIP
PROGRAM FUNDS. I
The Local Government Partnership Program funding opportunity through the South Coast Air
Quality Management District (SCAQMD) is available to local cities to focus Mobile Source Air
Pollution Reduction Review Committee (MSRC) investments on Air Quality Management Plan
(AQMP) measures in order to significantly reduce emissions from motor vehicles. This program
promotes a partnership with cities and counties that already participate in the AB 2766
Subvention Fund Program by offering MSRC Clean Transportation Funding, also known as AB
2766 Discretionary Funding, as a means to leverage both funds to implement 2016 AQMP
neasures.

APPLICATION TO PURSUE 2017 MOBILE SOURCE AIR POLLUTION REDUCTION REVIEW
COMMITTEE (MSRC) LOCAL GOVERNMENT PARTNERSHIP PROGRAM FUNDS FOR THE
INSTALLATION OF SIX ELECTRIC VEHICLE CHARGING STATIONS AT VARIOUS CITY LOCATIONS
FEBRUARY 27, 2018
Staff proposes to pursue MSRC Local Government Partnership Program funds to purchase and
install six dual -port electric vehicle charging station units at the following publically accessible
locations:
• Furman Park- 10419 Rives Avenue
• Discovery Park/Columbia Memorial Space Center- 12400 Columbia Way
• Independence Park -12334 Bellflower Boulevard
• Rio Hondo Golf Course- 10627 Old River School Road
• Wilderness Park- 10999 Little Lake Road
• Rio San Gabriel Park- 9612 Ardine Street
By pursuing this funding opportunity, the community will enjoy a range of benefits including
convenient access to public charging stations, anticipated cost savings from electric energy
compared to petroleum-based fuel and a reduction in greenhouse gas emissions all while
supporting regional efforts towards achieving environmental sustainability and healthy federal
air quality standards.
The application deadline is March 2, 2018 and notification of award is anticipated by summer of
2018. If the grant is awarded, the MSRC share will be approximately $148,200 (75%) and the
City's matching share will be $49,400 (25%) which will come from AB 2766 subvention funds.
Staff recommends adoption of the attached Resolution.

WHEREAS, on September 1, 2017 the Mobile Source Air Pollution Reduction Review
Committee (MSRC) announced the Clean Transportation Funding 2017 Local Government
Partnership Program guidelines in an effort to partner with cities and counties to make progress
towards further reducing emissions from motor vehicles and continue to improve regional air
quality; and
WHEREAS, in an effort to accelerate awareness and implementation of the regional
blueprint for achieving federal air quality standards, 2016 Air Quality Management Plan
(AQMP), the MSRC is offering funding to implement clean air projects" within the City of
Downey; and
WHEREAS, it is in the interest of the City to submit an application to pursue its share of
pro -rata funding for the Electric Vehicle Charging Station Infrastructure Installation Project; and
WHEREAS, before submission of the City of Downey's application for said funding, the
City must provide a resolution from the City Council acknowledging: (a) that it is in receipt of the
MSRC-supplied presentation from city staff; (b) authorizes the proposed installation of -six
electric vehicle charging stations at various City locations for public use; and (c) allocates
matching funds from the AB 2766 subvention fund and authorize an agreement with the MSRC.
NOW, THEREFORE, THE CITY COUNCIL DOES HEREBY RESOLVE AS
FOLLOWS:
SECTION 1. If the application for funding is approved, the City Council approved the
Electric Vehicle Charging Station Charging Station Infrastructure Installation Project ("Project")
for the installation of six (6) electric vehicle charging stations at various City locations for public
use.
SECTION 2. On February 27, 2018,_ the City Council received the MSRC Clean
Transportation Presentation from city staff, and directed staff to apply for grant funding through
MSRC for the proposed Project and enter into an agreement with MSRC.
SECTION 3. If the application for funding is approved, the City Council authorizes the
City Manager to make the allocation of matching funds from the AB 2766 subvention fund.
SECTION 4. The City Council authorizes the City Manager to execute the MSRC
agreement and related documents on behalf of the City of Downey.
SECTION 5. The City Clerk shall certify to the adoption of this Resolution.
