That the City Council allocate $30,500 from the General Fund for the purchase of hand-held
citation issuance devices used for city-wide parking enforcement.
As part of the final recommendations from the Downtown Parking Study conducted by Dixon
Resources Unlimited and reviewed by the Downtown Subcommittee and staff, it was
recommended that Police Department upgrade Parking Enforcement Officers' citation
equipment to automated hand-held citation issuance devices. As parking continues to be an
issue, particularly in the growing Downtown area, the need to upgrade to these devices is
crucial to increase efficiency and improve the Police Department's ability to enforce parking
restrictions.
Automated hand-held citation devices have several features that will increase the efficiency of
the parking citation issuance process. Additionally, the hand-held devices have several features
that will streamline the processing of citations and help reduce the number of contested
citations. The hand-held devices pre -populate the date and time of each citation which reduces
the time necessary to issue a citation. The devices also have integrated audio and video
recorders, can capture pictures and have GPS mapping and tracking features which will help
mitigate contested citations. Hand-held citation issuance devices also have the ability to issue
warning/courtesy notices.
Based upon the findings of the study, the use of hand-held citation issuance devices will allow
our Parking Enforcement Officers to more efficiently issue parking citations and help maximize
the utilization and effectiveness of both on and off-street parking throughout the Downtown
area.
The total cost for this purchase is $30,500 and includes five (5) hand-held devices with printers,
training, and associated licensing, warranty and software costs. This transition from manual to
automated citation writer will also result in an estimated annual savings of $5,000 in processing
fees.
