That the City Council appropriate $1,200,000 from Measure S Funds to purchase and upgrade
radio communication equipment for the Police Department and Code Enforcement Division and
authorize procurement of the necessary equipment through an informal, sole source bid
process.
The Police and Fire Department operate by use of their own independently operated radio systems
on channels for which the City holds the FCC licenses. Downey Police currently operates on a
conventional analog VHF radio network while Downey Fire operates on a conventional analog UHF
and VHF radio network. Downey Fire's private radio network provides communications to Downey
Fire as well as the cities of Compton, Santa Fe Springs and La Habra Heights.
Much of the City's radio infrastructure is antiquated and produces a limited signal especially when
personnel are outside of the City boundaries. With the increased need for interoperability with
other cities and jurisdictions, it is imperative that radio communications are improved.
To assist the departments in assessing options and need, the City of Downey solicited a Request
for Formal Proposals (RFP) for Next Generation Radio System Strategic Plan Consultant Services.
In June of 2017, Televate, LLC, was awarded the contract.
At the conclusion of the project, Televate determined subscribing to one of the two Los Angeles
County regional networks; the Interagency Communications Interoperability System (ICI), or the
Los Angeles Regional Interoperable Communications System (LA-RICS), was best suited for
Downey public safety agency communications. Furthermore, Televate recommended the City
invest in the current Legacy equipment as a back-up plan.

In order for the Police and Fire Departments to join a regional network and meet the
recommendations from Televate, the following updated equipment and software must be
purchased:
• Dual band mobile and portable radios
• Dispatch consoles
• Updated software and encryption software for existing radios
• Additional M5 Coban video mobile data computers
• Connectivity to regional radio system
• Legacy equipment including but not limited to repeaters, antennas, and back-up sources
This updated equipment would provide the departments with the best possible radio
communications available.
DISCUSSION
Procurement of the above -listed equipment will be completed in several phases. The first phase
includes purchase of 160 new portable and 61 new mobile units to replace the existing obsolete
units for the Police Department and Code Enforcement Division personnel.
Staff has extensively researched various types and brands of mobile and portable radio units
available in the market and has determined that the Kenwood mobile, Harris portable radios would
best fit the needs of the Police Department's and Code Enforcement Division's needs.
Procurement of these radio units would be best accomplished through an informal and sole -source
process.
FISCAL IMPACT
Purchase of radio equipment for the Police Department and Code Enforcement Division would
be funded through Measure S proceeds.
