Accept the Furman Park and Apollo Park Walking/Jogging Trail Lighting Improvement Project, Capital Improvement Project Nos. 15-02B and 15-03C, as complete; and 2. Approve the final construction contract amount of $180,244.86; and 3. Authorize the Public Works Director to file the Notice of Completion with the Los Angeles County Recorder's office. On August 27, 2013, the City Council authorized the submission of applications for the 2013 Competitive Trails Grant Program through the County of Los Angeles Regional Park and Open Space District (District). Two applications were submitted to the District to construct walking trails in Furman and Apollo Parks which are close in proximity to the Rio Hondo River Trail and, in the case of Apollo Park, are near County facilities. In March 2014, the City was awarded two $300,000 Grants for the Furman Park and Apollo Park Walking/Jogging Trail Improvements. On December 9, 2014, and April 28, 2015, the City Council accepted the first phase of the Furman Park and Apollo Park project involving construction of walking/jogging trails respectively and on June 13, 2017 the City Council accepted the second phase of the Apollo Park walking/jogging trail project involving the installation of the outdoor fitness equipment. On July 25, 2017, the City Council approved plans and specifications for the Furman Park and Apollo Park Walking/Jogging Trail Lighting Improvement Project, Capital Improvement Project Nos. 15-02B and 15-03C (final phase ) and granted authority to advertise for bids. Additionally, the City Council authorized the City Manager to execute the project contract agreements in a form acceptable by City Attorney and staff to proceed with the project implementation including procurement and installation of city -furnished materials. On September 20, 2017, the City Manager executed a construction contract agreement with California Professional Engineering, Incorporated. Capital improvement Project N•s. 15-02B and Furman Park and Apollo • r •r r Trail Lighting Improvements -• DISCUSSION On October 16 2017, work commenced and was completed on December 20, 2017 The project included the installation of lighting improvements adjacent to the walking/jogging trails in both Furman Park and Apollo Park which consisted of the installation of new electrical conduits, conductors, pull boxes, concrete foundations and city -furnished decorative pedestrian light poles which were removed from Lakewood Boulevard. The light poles were converted from the existing 100 -watt metal halide fixtures to energy-efficient 30 -watt LED fixtures through in-house Public Works Maintenance Division staff and repainted through contract services. During construction, additional work beyond the original scope of the project deemed necessary resulting in two (2) contract change orders. The additional work included, but was not limited to, the repair of damaged hydraulic irrigation lines at Furman Park and intercepting an existing electrical conduit and installing new conductors to an electrical panel and irrigation repairs at Apollo Park. The project is deemed complete and staff recommends that City Council accept the project as complete. The final cost of the construction contract, including the base contract amount, net increase in contract quantities, and two (2) contract change orders is $180,244.86. The total project final cost is $250,086.80, which includes the cost of design, construction, inspection, materials testing, engineering and contract administration. The project cost was covered by County of Los Angeles Regional Park and Open Space District Grant Funds and City Capital Project Funds for both Parks. Project cost summary is attached.
