(COUNCIL DISTRICTS 1 AND 3) AND AMERCIAN WITH DISABILITIES ACT
(ADA) IMPROVEMENT PROJECT (CITYWIDE), CAPITAL IMPROVEMENT
PROJECT NO. 18-01 —APPROVE PLANS AND SPECIFICATIONS AND
AUTHORIZE SOLICITATION FOR BIDS
RECOMMENDATION
That the City Council approve plans and specifications and authorize solicitation forbids for the
Annual Miscellaneous Concrete Construction and Repairs (Council Districts 1 and 3) and ADA
Improvement Project (Citywide), Capital Improvement Project No. 18-01.
The City receives requests, on an on-going basis, for the repair of concrete improvementswithin
the public right-of-way. These requests are primarily related to broken sidewalk, curb and gutter,
areas with uplifted concrete sidewalk, and damaged driveway approaches and pavement. Priority
of repair is given to areas which have higher than usual pedestrian traffic (i.e. near hospitals and
health clinics, schools, parks, bus stops, and senior care facilities) or locations with severe damage;
Periodically, the City also receives requests for the construction of new sidewalk and curb ramps
where they currently don't exist.
In order to complete the necessary work in a systematic manner, the City has adopted an Annual
Concrete Repair Program through which the City was divided into four areas representing the City
Council Districts as shown on the attached map. Each fiscal year, the program is implemented in a
specific Council District. However, in this fiscal year, in addition to Council District 3, repair
locations in Council District 1 were also included since it was skipped previously.
Additionally, on January 23, 2018, the City Council received and filed the City's Self Evaluation and
Transition Plan which includes various areas throughout the city which require public improvements
for compliance with the Americans with Disabilities Act (ADA) and further directed Public Works
staff to perform an annual review and update of the Transition Plan. While ADA improvements are
included in various street improvement and other capital improvement projects miscellaneous ADA
improvements throughout the city will be combined with the annual miscellaneous concrete
construction and repairs project beginning this Fiscal Year.

Staff has reviewed and evaluated requests received from the residents for concrete repairs and
locations identified in the City of Downey's Self Evaluation and Transition Plan for ADA —related
upgrades. Consequently, locations requiring concrete repair and/or ADA -related upgrading have
been selected which are in need of immediate attention.
The plans, specifications and construction cost estimate have been completed and the project is
now ready for solicitation of construction bids. This project will entail reconstruction of sidewalk,
driveway approaches, curb ramps and curb and gutter.
The total cost for the Annual Miscellaneous Concrete Construction and Repairs (Council Districts 1
and 3) and ADA Improvement Project (Citywide) is estimated to be $500,000. This includes the
cost of design, construction, project administration, inspection and contingencies. Currently,
$500,000 is programmed for this project in the FY 2017/18 Capital Improvement Program,
consisting of $74,000 in Transportation Development Act (TDA) Article III funds (Account No. 25-1-
6716), $226,000 in Senate Bill 1 (SB1) funds (Account No. 32-1-6716), and $200,000 in Measure M
funds (Account No. 57-1-6720). A detailed cost estimate will be presented at the time of the award
of the construction contract.
