That the City Council:
1. Approve plans and specifications and authorize solicitation for bids for the Lakewood
Boulevard Improvement Project, from Gallatin Road to Telegraph Road, Phase 3C
under Cash Contract No. 632-3C; and
2. Authorize procurement of the City -furnished materials for Lakewood Boulevard
Improvement Project, Phase 3C under Cash Contract No. 632-3C.

Since April 22, 2003, the City has been incrementally improving the Lakewood Boulevard
corridor through a series of multi -phased construction projects that have enhanced traffic flow
efficiency and safety, improved the aesthetics and extended the life of the infrastructure along
Lakewood Boulevard. The improvements include minor street widening, pavement
rehabilitation and restriping; new curbs, gutters, sidewalks and curb ramps; storm drain
modifications; new potable water service lines, meters, and fire hydrants and
abandonment/replacement of old water mains; expansion of the City's recycled water system;
construction of new raised landscaped median islands with new recycled water irrigation
systems; reconstruction of existing raised median islands and replacement of existing
landscaping and irrigation; ornamental street lighting and pedestrian lighting; traffic signal
upgrades; and new parkway trees, benches, and litter receptacles.
To date, the Lakewood Boulevard corridor has been improved from Gardendale Street to
Gallatin Road and at the Telegraph Road intersection. The remaining segment of the
Lakewood Boulevard corridor to be improved extends from Gallatin Road to Telegraph Road in
the vicinity of the Interstate 5 Freeway, referred to as segment 3C.

The plans and specifications are complete and the encroachment permit for the project has
been received from the California Department of Transportation (Caltrans). Therefore, the
project is now ready for the solicitation of construction bids.
This project consists of the following improvements:
• Median island modifications to close existing openings at various locations in order to
reduce multiple conflict points and, hence, enhance traffic safety;
• Landscaping in the center median islands and parkways, similar to the landscaping
scheme implemented along prior project phases south of Gallatin Road, to improve the
aesthetics of the corridor. The existing trees will remain in-place unless their removal is
absolutely necessary due to median island modifications;
• Installation of decorative LED street lighting within the center median islands and
ornamental pedestrian sidewalk lighting within the parkways to further enhance safety
and aesthetics;
• Construction of potable water system improvements consisting of replacement and
installation of new fire hydrants, new copper water service lines, replacement of old
water meters with new remote -read water meters, and abandonment and replacement of
old water mains with new mains;
• Construction of a recycled water main to conserve the City's groundwater supply by
using recycled water in lieu of groundwater for irrigation of landscaped medians and
making recycled water available for use at upcoming developments in the area;
• Construction of a bioswale for storm water retention and infiltration in the westerly
parkway of Lakewood Boulevard;
• Construction of an underground infiltration basin for stormwater retention at Dennis the
Menace Park;
• Pavement rehabilitation of existing asphalt concrete;
• Construction of new concrete sidewalks, curbs, gutters, curb ramps and miscellaneous
concrete surfaces to create an inviting path for pedestrians; and
• Minor street widening to provide three travel lanes in each direction in order to increase
vehicle capacity and throughput.
In addition, major construction items such as decorative street lighting, ornamental pedestrian
lighting, custom bus shelters and trash receptacles will be procured by the City directly for cost
savings and provided to the project contractors for installation.
The construction phase of the project is scheduled to begin in April 2018 and be completed in
September 2018.

An Initial Study and Mitigated Negative Declaration (ISMND) were prepared to evaluate
potential environmental impacts created through the improvement of the Lakewood Boulevard
corridor in its entirety (between Telegraph Road and Gardendale Street) in 2003. The ISMND
concluded that any potential environmental impacts associated with the improvement of the
corridor would be reduced to levels of insignificance through the implementation of various
mitigation measures. An addendum to the ISMND was prepared in January 2017 and
presented to the City Council on February 14, 2017. The addendum concluded that the
implementation of this (Phase 3) project will not be significantly greater or different than the
impacts identified in the ISMND.
The estimated cost of the Lakewood Boulevard Improvement Project, Phase 3C, including
design, construction, inspection, construction engineering and project management, is
$3,700,000. Currently, $3,875,000 is available for this project in the Fiscal Year 2017-2018
Capital Improvement Program to cover the entire project costs, consisting of $3,125,000 in
Metro 1-710 Corridor Early Action Measure R funds and $750,000 in Water funds under Account
Nos. 26-1-7802 and 51-1-7802 respectively. A detailed cost estimate will be presented at the
time of the award of the construction contract.
